The subject of the research is the introduction of artificial intelligence as a technological innovation into the Russian economic development. The relevance of the problem is due to the fact that the Russian market of artificial intelligence is still in the infancy and the necessity to bridge the current technological gap between Russia and the leading economies of the world is coming to the forefront. The financial sector, the manufacturing industry and the retail trade are the drivers of the artificial intelligence development. However, company managers in Russia are not prepared for the practical application of expensive artificial intelligence technologies. Under these circumstances, the challenge is to develop measures to support high-tech projects of small and medium-sized businesses, given that the technological innovation considered can accelerate the development of the Russian economy in the energy sector fully or partially controlled by the government as well as in the military-industrial complex and the judicial system.The purposes of the research were to examine the current state of technological innovations in the field of artificial intelligence in the leading countries and Russia and develop proposals for improving the AI application in the Russian practices.The paper concludes that the artificial intelligence is a breakthrough technology with a great application potential. Active promotion of the artificial intelligence in companies significantly increases their efficiency, competitiveness, develops industry markets, stimulates introduction of new technologies, improves product quality and scales up manufacturing. In general, the artificial intelligence gives a new impetus to the development of Russia and facilitates its entry into the five largest world’s economies.

Based on the latest data, paper investigates the dynamics of global climate change and its impact on economic growth in the long-term. The notion of climate risk is considered. The main directions of climate risk management policies are analyzed aimed, first, at reducing anthropogenic greenhouse gas emissions through technological innovation and structural economic shifts; secondly, at adaptation of population, territories and economic complexes to the irreparable effects of climate change. The problem of taking into account the phenomenon of climate change in the state economic policy is put in the context of the most urgent tasks of intensification of long-term socio-economic development and parrying strategic challenges to the development of Russia.

Long-term socio-economic development forecast of the Russian Federation for the period till 2030 specifies that the main barriers in the implementation of innovative and accelerated scenarios are caused by the shortage of world-competitive professional personnel both at the level of corporations and public administration, the inefficiency of coordination mechanisms. This study is aimed at studying the readiness and possibilities of the system of vocational education and training of the Russian Federation to respond to external challenges, taking into account scenarios of the long-term forecast of the social and economic development of the Russian Federation for the period up to 2035. The study is also aimed at creating scientific, organizational and methodological conditions for the positive modernization of the professional education and training system of the Russian Federation on the basis of regional development strategies, which will allow implementing measures to develop infrastructure, personnel potential, create modern conditions for the implementation of professional educational programs. The study presents predictive scenarios of the development of secondary vocational education, gives their characteristics, and identifies risks and advantages. The presented scenarios allow us to determine the socio-economic potential of vocational education, to determine the goals and objectives in its development.

Economic development is an important phenomenon that can positively impact societal problems such as poverty, lack of education, and insufficient infrastructure, among other ills. In this regard, technological advances are essential to making better use of resources. The agricultural sector is no exception. With the passage of time, advances in agriculture have allowed processes to be optimized, improving production practices and minimizing risks, by using innovative technologies (Schenkel, Finley, & Chumney, 2012). For this reason, the adoption and use of approaches to protected agricultural production grew steadily in the State of Sinaloa, Mexico during the last century and until today. Such technology assisted significantly in the economic development of the region. This inquiry sought to understand factors and forces that augmented expansion of protected agriculture, especially regarding tomato production, and its advantages compared to traditional systems, as experienced by producers in Sinaloa. Understanding such a phenomenon may provide important implications for improving the economies of similar contexts in need of economic development where agriculture is a viable sector. Due to an increasing number of issues such as climate change, sustainable development has become an important theme worldwide. Sustainable development is inseparable from technological innovation. Only by making technological breakthroughs can we ensure the overall integration of economic development and environmental protection. Here, based on China’s inter-provincial panel data from 2006 to 2019, we examine the relationship between green technological innovation and carbon dioxide (CO2) emissions in 30 provinces (excluding Hong Kong, Macao, Taiwan, and Tibet) and sub-regions (eastern, central, and western China) in China using a space panel econometric model based on the STIRPAT equation. Additionally, we use geographic information analysis methods to analyze the spatial pattern and evolution characteristics of CO2 emissions. Our major finding is that, from the perspective of the whole country, green technology innovation has a negative correlation with carbon emissions, but the effect is not obvious. In addition, from the regional sample, green technology innovation in the eastern and central regions can effectively reduce carbon emissions, while in the western region, green technology innovation can promote carbon emissions in the province. At the same time, the research results show a strong spatial spillover effect of inter-provincial carbon dioxide emissions, and the progress of green technology in neighboring provinces has a negative impact on carbon emissions in their own provinces. Therefore, cross-province policies and actions for reducing carbon emissions are necessary. Additionally, our results show that carbon-emission driving factors, such as economic development, industrial structure, energy consumption structure, and population, have a significant positive effect on carbon dioxide emissions. Based on the above research results, we put forward corresponding policy recommendations.
