At the dawn of a new decade, I cannot help but recall that when I started my academic career in social work in the 1990s, it was common to look ahead to how life would be in the next century. Statistical projections forecast various demographic changes, often using 2020 as the future time frame. Back then, 2020 sounded far away and almost alien. Well folks, the future is here. Now that 2020 has dawned, it seems that the more things change, the more they stay the same. Certainly, the specific issues that social workers address have changed over the decades, and our approaches have been modified to tackle the new issues, but the struggle to understand and meet emerging needs persists. I used to jokingly hear that the ultimate goal of the social work profession was to put ourselves out of business. Given the intransigence of intolerance for difference and the persistent emergence of needs arising from “advances” of modern living, it seems the social justice stance of our profession will never be fully met. Indeed, our social contract is continually expanding. In the Fall 2019 issue of Advances in Social Work we are pleased to present 14 papers--11 empirical, 3 conceptual--written by 29 authors from 12 states across the U.S., representing different regions of the country and Ghana. Each paper is briefly introduced below.

Despite the traditional social justice mandate of social work, and critical and radical theoretical traditions that pursue egalitarian and just societies, the engagement of the social work academy with Irish politics has been underwhelming at best. While there are abstract analyses that address sociopolitical theory and ideological wrongdoings related to neoliberalist rationality, attention in social work academia to the nuts and bolts of everyday political life in Ireland, such as democratic party politics and electoral representation, leaves much to the imagination. This article therefore pursues a more grounded reading of social justice in Irish politics for social workers. The supporting proposition is that to effectively interject in political misrecognition and marginalisation, social workers must understand the present political state of play. Towards achieving this, Axel Honneth’s theory of recognition aids thematic critical commentary on the literature.

The Council on Social Work Education identifies social justice as one of 10 core competencies in its 2008 Educational Policy and Accreditation Standards. Educators can find it daunting to address this particular competency. The National Association of Social Workers' Social Work Speaks can provide a practical guide for educating students in the policy positions of social work's primary professional association. This article offers uses of these materials that can infuse social justice concepts into foundation coursework, mitigating not only some of the challenges associated with teaching this content but also fostering the expected practice behaviors associated with the social justice competency. This model can apply to teaching strategies pertaining to the other nine competencies. Examples of assignments and methods for assessment are provided.

Theoretical and applied issues of training future social workers on the basis of the competence approach during the study of the discipline are studied. Analysis and systematization of scientific research in the process of training future social workers allowed determining the main potential of the competence approach to training future social workers during their professionalization. The aim of the article is to describe and substantiate the competency approach during the study of the discipline «Fundamentals of research in social work». It is substantiated that training of social workers on the basis of competence approach during studying of discipline «Fundamentals of scientific researches in social work» allows to apply theoretical knowledge for the decision of practical problems, forms professionally necessary complex of competences, helps to develop students’ independent thinking, combining theory with practice. The benefit of article is that the paper analyzes each lesson (lecture and practical) and proposes a system of work on the formation of future social workers’ professional competencies within the components of readiness for professional activity. In author’s opinion, expanding the content of academic disciplines with theoretical knowledge and practical tasks for the organization and implementation of research in social work and professional development will enrich and modernize the content of future social workers’ training in the competence approach. In addition, the disclosure of ways to implement the training of future social workers in the competence approach will improve the quality of their training in modern conditions. The author of the article has made a conclusion that, on the basis of the analysis of the study of the discipline «Fundamentals of research in social work», the competence of the future social worker is seen as the ability to solve a wide range of tasks in the social field, the ability to quickly and quickly master new special skills, willingness to cope with new professional functions that determine the features of professional assistance to different types of clients. The prospects for further exploration in this area are seen by the author as systematization of innovative technologies of the organization of educational process of HEI, development of the system of forming the future social workers’ competence paradigm.

A school of social work devised a process to assess the implicit curriculum by auditing the required readings to identify the race and gender of the authors. As a profession, we espouse a strong commitment to social justice and diversity. Yet we know that there are limitations to our objectivity and that auditing is a valuable tool that can reveal biases. The concrete data provided by an audit can help reveal and disrupt entrenched patterns. The audit was conducted by reviewing the syllabi for required BSW and MSW courses. For each text, we collected the names, gender, and race for each author. Across all programs, authors were disproportionately White as compared to the general U.S. population, professional authors, professional social workers, and students in the programs. Similarly, men were over-represented as compared to all of the benchmarks, except for the authors in the BSW program, which was more feminized as compared to the U.S. population. This assessment process adds to the existing toolset by measuring current levels of representation—including over and underrepresentation. It is hoped that auditing will prove an effective tool for doing antiracist and anti-oppressive assessment, however an audit can only reveal where work is needed.

The future of practice education in social work in England is under discussion. An integral part of this relates to those considered qualified and appropriate to assess student social workers and the qualification framework necessary to ensure their supply. A draft Practice Educator Framework for England was published in October 2009. Fifteen partnerships of employers and Higher Education Institutions (HEIs) were invited to deliver pilot Practice Educator programmes to test out the draft framework. This paper reports the formative and final evaluations from these pilot sites and lays the foundation for considerations of the future development of practice education in England. The evaluation and the pilot were commissioned by Skills for Care and funded by the Social Work Development Partnership. In total, 321 candidates had been or were in the process of being recruited to these pilot sites; whilst 24 candidates withdrew from or deferred their studies. The findings from the evaluation indicated that the vast majority of pilot sites had accredited their programmes academically, many at Master’s degree level. Candidate feedback was predominantly positive; however, about one in eight candidates disagreed that their programme had provided them with sufficient mentoring support. A third of pilot sites have realised they do not have the numbers of stage 2 Practice Educators that qualifying placements may require. Strong partnerships between employers and HEIs and targeted funding will be needed to ensure that future programmes meet workforce development needs.

• Summary: The Australian Prime Minister’s 2008 historic Apology to the Stolen Generations gives Australian social work an opportunity to confront its past complicity in Australian Indigenous disadvantage and embrace the development of Indigenous social work as central for practice. Critical Whiteness1 theory in social work curricula could assist the development of Indigenous social work as a core approach by challenging the ongoing and largely un-reflexive practices emanating from social work’s Euro-centric heritage with its often taken-for-granted knowledges and principles which negatively affect Indigenous peoples. • Findings: Recent professional and theoretical attention on critical Whiteness highlights race privilege, questions the invisibility and continuing invisibilization of race, critiques previously taken-for-granted Western knowledges and practices, and facilitates the development of countering practice approaches. Research studies reveal some practitioners to be aware of the need for different practices as well as some who practice differently without realizing they are using critical Whiteness principles. • Application: Critical Whiteness theory in the social work curriculum offers a strong conceptual and practical opportunity for students and practitioners to become more racially cognizant in their work with Indigenous people, allowing this work to be more effective in the profession’s social justice mission as well as decreasing some of the extant colonizing practices.

Summary Involvement in the political process in the United States is critical for social work professionals, as social policies dictate funding and programming in social work practice. Yet, there is little to no focus given to the regulation writing process in the social work literature in the United States. This article contributes to the scant body of knowledge that addresses the regulatory process from a social work perspective. A brief overview of the regulation writing process is provided, followed by a case study using the regulations for the U.S. Older Americans Act Long-Term Care Ombudsman Program to illustrate the process. Findings A total of 85 comments, submitted to the Federal Register docket, were analyzed using content analysis. Findings reveal that comment submissions varied greatly in terms of length, source, and input. Notably, findings indicate low participation from the social work profession. Application The open comment period of the regulation writing process offers a free, but effortful, window of opportunity for social workers to engage in post-legislative advocacy. There is a need to support the involvement of the social work profession in the regulation writing process, through practice and training enhancements.

Guided by a person-in-environment framework and aspirations to advance social justice, the social work profession is concerned with intervening at the individual and society level. In this essay, the author reflects on individualism-collectivism, loneliness, and community belonging in the context of her lived experiences and the COVID-19 outbreak. She maintains that the micro-macro fragmentation is problematic to social work's quest for social justice. Social work must examine the place of ‘community practice' in its professional curriculum to equip students with tools to fully comprehend the changing and increasingly complex social workers' role.

As social justice is an essential social work concept, this study examined the factors that influenced the attitudes of social workers in Taiwan toward social justice through an analysis of Social Justice Scale-TW (SJS-TW) questionnaires conducted on a sample of 276 social workers. It was found that years of work experience, human rights training, and past participation in social protests were important moderating factors of supporting social justice. It was concluded that including a human rights–based approach in social work education has the potential to increase the social workers’ knowledge of and actions in support of social justice.

INTRODUCTION: Social work as a profession is underpinned by ideas of social justice and human rights, and that social workers have an ethical obligation to uphold these ideas. Social workers have a history of engagement in non-violent social justice activism (NVSJA), and a proud record of achieving social change in Aotearoa New Zealand. However, having a criminal conviction for engaging in NVSJA can be a barrier to social work registration in Aotearoa New Zealand.APPROACH: An exploration of current research around NVSJA and social work registration was conducted. Along with an examination of the Social Workers Registration Board’s (SWRB’s) Fit and Proper Person Policy Statement, with a consideration on the reporting of acts of NVSJA and social workers by the media.CONCLUSION: Those who engage in NVSJA are often likely to gain criminal convictions. This creates a potential barrier for social workers who go beyond the rhetoric and fight for social justice, in a macro and practical sense, from gaining registration. This has become additionally important since the Social Workers Registration Legislation Act (2019) passed and with registration becoming mandatory two years after the Act gained royal assent. There is a need for a change to the Fit and Proper Person Policy Statement so that the SWRB is better able to support social workers who are standing for what social work is all about, or at least, what social work is stated to be all about.
