The author examines the development regions in Romania, the way these regions cover the problems of those living within their limits. Besides describing the current ones, the study tries to give advice for delimiting new regions. It states that within the current regions, inequalities are considerable: the territories falling within particular regions are not homogenous from many points of view. Even though there is no prescribed model in the EU for delimiting regions, the local, economic and social problems of certain territories have to be taken into account when setting the limits of such NUTS regions of various levels, in order for them to be homogenous

This article presents one possible point of view on the interregional cooperation through the optic of neorealist and neoliberal international relation theories. Applying the constructivist approach to utility function and creating utility function of regions, the author aims to explain the reasons of difficulties of interregional cooperation from the two above mentioned rational points of view. The conclusions are drawn on the case of the Asia Europe Meeting cooperation showing that a low integration of a participating region may hamper an interregional cooperation, and that the current economic policy of the EU towards the Asian region is on the right track.

Abstract This paper is a reaction to the study of A. Lejsková that appeared in the number 2/2015 of this journal. Its aim is to put the mentioned issue into a wider picture from a historical point of view as well as to complete it. The problem of international linguistic communication in the EU is in practice often neglected and remains at the level of unfulfilled declarations. As a result, international negotiations are dominated by English, which is changing itself in its function of interlinguistic communication tool, with a minority use of other “strong” languages such as German, Spanish and sometimes Italian. It is shown that the principle of equality of the languages of the member states is not fulfilled from the points of view of both technical and financial possibilities of the EU. We reach the conclusion that the best solution to the language problem of the EU would be the introduction of a neutral international language (especially Esperanto is considered), which also presents serious problems from the point of view of the preparation of its application.

El presente artículo establece una discusión teórica sobre la vinculación que existe entre la geopolítica y la seguridad. En este sentido, la discusión se aprecia desde un punto de vista en torno a la evolución que ha tenido la relación entre geopolítica y seguridad, particularmente sobre la forma en que se comprenden tanto los procesos conflictivos y los actores que se ven involucrados. Así, se establece la vinculación desde comienzos del siglo XX hasta la actualidad, donde se percibe la necesidad de comprender tanto a la geopolítica como a la seguridad desde otros puntos de vista en los que incluso sus elementos básicos se ven cuestionados. Se concluye que se requiere una comprensión holística de ambas perspectivas para entender y explicar los nuevos fenómenos conflictivos, sin descartar la totalidad de los postulados clásicos. ABSTRACTThe present article seeks to establish a theoretical discussion about the link between geopolitics and security. In this sense, the discussion is seen from a point of view on the evolution of the relationship between geopolitics and security, particularly on the way in which both conflicting processes and the actors involved are understood. Thus, it is established the linkage from the beginning of the twentieth century to the present, where it is perceived the need to understand both geopolitics and security from other points of view, in which even its basic elements are questioned. It concludes that a holistic understanding of both perspectives is required to understand and explain the new conflicting phenomena, without ruling out the totality of the classical postulates.

International audience El objetivo de éste artículo es dar cuenta de la manera por la cual las concepciones plurales de la realidad son inherentes al proceso de conocimiento. Asimismo, el artículo apunta a mostrar de qué manera los distintos puntos de vista de los actores sobre ésta realidad son social y materialmente situados. Apoyándose en el enfoque de J.-P. Darré , el neo-pragmatismo de H. Putnam, así como en los aportes de lingüistas y psicólogos, el presente trabajo ilumina la manera en la cual la relación entre realidad y conocimiento puede establecerse. El artículo destaca que la verdad depende de la adecuación del conocimiento a la realidad y pone en relieve las propiedades interactivas de las cosas. Finalmente, permite revelar la naturaleza social de las concepciones y discute, a partir de la noción de punto de vista de A. Schütz, la caracterización social de estos puntos de vista. The purpose of this article is to report the way in which the plural understandings of reality are inherent to the process of knowledge production. It alsoaims to show what it means that actors’ point of view are socially and materially situated. Relying on J.-P. Darré’s approach, Putnam’s pragmatism, as well as on linguists’ and psychologists’ works, it highlights how the relationship between reality and knowledge may be understood. It underlines that truth depends on the adequacy of knowledge to reality and emphasizes the interactional features of things. Then, it focuses on the social nature of understanding and discusses the social characterization of points of view, drawing on A. Schütz’s works. Le but de cet article est de rendre compte de la façon dont desconceptions plurielles de la réalité sont inhérentes au processus de connaissance.Il vise aussi à montrer comment on peut entendre que les points de vue des acteurs sur cette réalité sont socialement et objectivement situés. S’appuyant sur l’approche de J.-P. Darré, sur le néopragmatisme de H. Putnam, ainsi que sur les travaux de linguistes et de psychologues, il éclaircit la façon dont on peut entendre le rapport qui peut être établi entre réalité et connaissance. Il souligne que la vérité dépend de l’adéquation de la connaissance à la réalité et met en valeur les propriétés interactionnelles des choses. Il fait ensuite apparaître la nature sociale des conceptions et discute, à partir de la notion de point de vue de A. Schütz, de la caractérisation sociale de ces points de vue.

Marcus Borg, one of the most prominent New Testament scholars in the past four decades, is considered by many in the Netherdutch Reformed Church of Africa as a liberal scholar. His understanding of the origin of the Bible, the way he interprets the Bible, and what he sees as the status and function of the Bible, should therefore be dismissed. A comparison of Borg’s point of view on these topics with that of the points of view of the Netherdutch Reformed Church of Africa, however, indicates that Borg’s understanding of these matters differs not even marginally from that of the Netherdutch Reformed Church of Africa. In a certain sense, Borg could therefore be described as a theologian who fits the mould of what is understood in the Netherdutch Reformed Church of Africa as a responsible approach to and interpretation of the Bible.

Leibniz said that space and time are well-founded phenomena. Few readers can make much literal sense out of this idea, so I shall describe a small possible world in which it is true. I do not contend that Leibniz had my construction in mind, but I do follow Leibnizian guidelines. The first trick is to reverse the maxim that every monad mirrors the world from its own point of view. Points of view, and hence a space of points, can be constructed from a non-relational account of the perceptions of each monad. But we cannot fabricate space alone. We must build up laws of nature simultaneously. We must also employ a measure of the simplicity of the laws of nature. Moreover we require that, in a literal sense, the perception of each monad is a sum of its Petits perceptions. The identity of indiscernibles, in its application to space, is an automatic consequence of this construction. Although I shall examine only one possible world, there is a general recipe for such constructions, in which none of the above elements can be omitted. This is a striking illustration of the way in which the many different facets of Leibniz's metaphysics are necessarily inter-connected.

Populists in the EU often call for restrictions on EU immigrants’ access to welfare rights. These calls are often demagogic and parochial. This paper aims to show what exactly is both distinct and problematic with these populist calls from a normative point of view while not necessarily reducible to demagogy and parochialism. The overall aim of the paper is not to argue that all populists call for such restrictions nor to claim that all calls for such restrictions are populist. The purpose of the paper is rather humble. It only aims to show that populist calls for restrictions on EU immigrants’ access to welfare rights are characterised by two normatively problematic arguments that target two different subsets of the citizenry: what I dub for the purpose of this paper the moralists and the immoralists. It is the way populists address these two subsets of the citizenry, as well as the fact that they could simultaneously appeal to the concerns of both groups, that makes populist approaches to welfare rights both conceptually distinct to other approaches as well as potentially politically appealing to a more diverse population of voters.

ResumenEl trabajo analiza el curso Ética Profesional en la carrera de Derecho en la Universidad Católica de Temuco. Examina la forma como se abordaba la ética profesional antes de la creación del curso, y lo que ha ocurrido con él a través de sucesivos cambios curriculares y la introducción del modelo por competencias. El curso aporta al sello identitario, mediante un enfoque multidisciplinario. El curso ha vinculado teoría y práctica, desde que comenzó a implementarse, hasta llegar actualmente a comprenderlo en la lógica de competencias. Esta mirada implica formar a los estudiantes para resolver dilemas éticos, lo que se hace mediante la metodología del ver–juzgar–actuar. Esta metodología de discernimiento es propia de la tradicióncatólica, pero se usa en este contexto sin un cariz religioso. El método en cuestión permite ir educando la autonomía a fn de tomar decisiones. Se analiza la importancia de contextualizar la enseñanza ética y la forma como esto se ha hecho en el curso. It reviews the way in which ethics was addressed before the course was created, and what has happened with it through the subsequent curricular changes and the implementation of a competency based model. The course contributes to the seal of identity through a multidisciplinary approach. Theory and practice have been progressively bound together since the course was introduced, to reach a point, nowadays, in which the course is understood within the logic of competencies. This point of view implies educating students for solving ethical dilemmas, which is done through the see–judge–act methodology. This discernment methodology belongs to the Roman Catholic tradition, but is used in this context without its religious complexion. This method allows educating autonomy in order to make decisions. It also analyses the importance of contextualizing ethics education and the way in which this has been done in the course. Finally, it addresses the relevance ofcreating an ethical consciousness of the students.Keywords: Teaching experience – Professional Ethics – Discernment method
