The article is devoted to the analysis and evaluation of mechanisms of ecological and economic regulation of railway transport in the conditions of technological development in the interests of their improvement. It is indicated that Russia has developed a system of methods of environmental and economic regulation of railway transport. Attention is drawn to the insufficient effectiveness and efficiency of the current system of environmental and economic regulation mechanisms to encourage railway transport entities to technological modernization. The authors indicate the need to develop a comprehensive approach to the analysis and evaluation of mechanisms, taking into account their interdependence, dependence on internal and external factors, risks of technological development of the transport industry, and the impact of each mechanism on the environment. The article proposes to analyze and evaluate the mechanisms of environmental and economic regulation of railway transport based on the analysis and assessment of their contribution to the goals and objectives of state environmental policy at all levels (national, regional, industry, object). To analyze and evaluate the mechanisms of environmental and economic regulation of railway transport in the interests of implementing the state environmental policy in the context of technological development, an algorithm and indicator for analysis and evaluation are proposed. The authors draw attention to an important element of the analysis and evaluation of the mechanisms of environmental and economic regulation of railway transport-an assessment of the environmental and economic effects of the introduction and use of mechanisms. An algorithm and indicator for evaluating the integral ecological and economic effect of the introduction and use of mechanisms of ecological and economic regulation of railway transport are proposed. The proposed approach is aimed at improving the system of mechanisms for environmental and economic regulation of railway transport, taking into account the environmental imperative of technological development of the economy. The article is based on the results of research work on the topic No. 7280-20 «Improving the mechanisms of environmental and economic regulation of the turnover of fecal waste of railway transport», performed by the authors in 2020.

Purpose. The purpose of the work is to analyze the theoretical and regulatory provisions relating to the definition of forms of preventive action to combat illegal migration and used in the protection of the state border. Methodology. The method covers the application of general theoretical and special methods of scientific knowledge aimed at processing the conclusions of the study. The dialectical method, system analysis, classification and grouping methods, as well as the sociological method are used in the work. Results. The use of the most appropriate and lawful preventive measures is associated with the definition of a scientifically sound system of crime prevention, detailed structural characteristics of which in the activities of the State Border Guard Service of Ukraine to combat illegal migration are covered by two main blocks: procedural and operational. The procedural block concentrates such forms as operative-search activity, proceedings in cases of administrative offenses, proceedings on the application of forced return, forced expulsion and readmission of foreigners or stateless persons. The operational-service block covers the following forms: border service, border control, operational-search and information-analytical activity, engineering-technical control, complex preventive measures (operations). Scientific novelty. According to the results of the research, the system of forms of crime prevention in the activity of the State Border Guard Service of Ukraine on counteraction to illegal migration is substantiated, which envisages procedural and operational-service blocks. Forms of the procedural block of prevention of illegal migration are characterized by the impact on the offense, which has a preventive value, as well as the focus on the restoration of the disturbed state. Operational and official forms of prevention of illegal migration are designed to prevent offenses, as well as their detection to ensure an appropriate procedural response. Practical significance. The results of the research can be used in research work for further study of general and special issues of improving the fight against illegal migration, in the field of lawmaking - to improve the current administrative and migration legislation of Ukraine, in the educational process during the organization of educational activities and teaching administrative law. cycle, in law enforcement - to increase the efficiency of bodies and units of state border protection.

In the article was noted the importance of the study of the conditions for the carriage of goods by rail transport when executing the railway transport examination, and the main points of such studies are given. One of the causes of the onset of a railroad accident (hereinafter referred to as RTA) with damage to the rolling stock, infrastructure elements, loss of life and loss of cargo through damaged packaging, the integrity of the car body may be a mismatch of the cargo weight with established weight standards, unsatisfactory the technical condition of the rolling stock in which the cargo is transported, improper securing of the cargo in the car, disorder of attachment on the route or interference of unauthorized persons to the cargo itself (theft). As a part of the railway-transport expertise, experts investigate cases of derailment of railway rolling stock, spontaneous movement of cars from the parking lot, followed by their collision, and other cases. Upon the occurrence of an RTA, the compliance of the actions of the railway employees involved with the requirements of regulatory documents, the causal link and the immediate technical reason for its occurrence is investigated. Experts carrying out research within the examination regarded various possible discrepancies that could cause the occurrence of RTA. The inconsistency of the mass of the cargo with the established weight standards for transportation by rail is considered by experts, precisely as a possible discrepancy that could significantly affect the occurrence of the accident. This direction of research requires detailed consideration from the position of forensic expertise. The article discusses individual issues of this type of inconsistency. These points are considered in more detail in a research work devoted to a study of the main transport characteristics of the goods transported and their packages, with an assessment of the possibility of their influence on the causal relationship with the onset of the RTA as part of the railway transport expertise. Each type of faults (inconsistencies) identified during the carriage of goods by rail is investigated as part of the implementation of forensic railway transport examinations and requires the formation of detailed expert approaches. The presented work confirms the relevance of developing a methodology for assessing the impact of cargo transportation features on the onset of railway accidents. The article analyzes the modern model for evaluating the improvement of investment activity efficiency and provides conclusions on the level of development of the current state of railway transport in the Republic of Uzbekistan. The economic effect of intensive investments is the equivalent of the costs and benefits of the difference between the result and the costs of achieving it. The economic efficiency of intensive investments is defined as the ratio of investment costs to achieving a profitable result (economic effect). The indicators characterizing the economic efficiency of intensive investments: the integrated effect, the need for additional financing, the internal rate of return, the intensive return on investment ratio, the intensive return on investment index, the innovation ratio, investment in human resources, and the effectiveness of modern corporate governance. will be included. The multiplier effect in which a set of multipliers reflects changes in production volumes, investments and industry characteristics. Analysis of specific activities shows the impact of growth indicators, given its contribution to the dynamics of the economy. An increase in investment costs will lead to an increase in production and income. This interaction is explained by the multiplier effect. The concept of the multiplier means "multiplier". The essence of the multiplier effect is that an increase in investment will lead to greater growth in national income.

he current scheme for the turnover of human waste is imperfect and has a number of serious problems that lead to the risk of pollution of the surrounding natural environment, the emergence of threats to human health, the accumulation of waste water that is not suitable for further use. one of the aspects of the turnover of human waste is the turnover of fecal waste of railway transport. The article develops the topic raised in the research work on the topic No. 7280-20 «Improving the mechanisms of ecological and economic regulation of the turnover of fecal waste of railway transport», carried out by the authors in 2020. A quantitative assessment of the volume of fecal waste is made, the ways of its utilization in a number of countries are described, the current legislative norms of the Russian Federation that regulate these processes, the existing turnover schemes, in which there are significant amounts of different chemical composition and possible ways of using sewage sludge. possible ways of processing are described, based on the existing world experience and theoretical developments confirmed by experiments. the problems and risks of human involvement in the natural cycle of these wastes are considered, while the ambiguity of the situation and the lack of the only correct solutions are noted. The purpose of the article is to consider the technological directions and techniques that can be useful for creating technologies for processing this material into a competitive product and choosing priority directions in the processing of fecal waste. Special attention is paid to the waste generated during the operation of railway passenger transport and the design of the technological chain that allows more efficient processing of these wastes and minimizes the negative impact on the natural and man-made environment.

The article is devoted to the analysis and development of recommendations for improving the efficiency of the system of environmental and economic regulation of the turnover of fecal waste of railway transport in the Russian Federation. The article deals with the ecological and economic aspects of the functioning of closed sanitary systems for collecting sewage from the toilets of passenger trains, stationary points for cleaning tanks-collections of environmentally friendly toilets, as well as their processing and disposal. It is shown that the system of environmentally friendly toilet complexes requires updating and improving the mechanisms of ecological and economic regulation of the turnover of fecal waste of railway transport. The procedure for assigning waste of hazard classes I–IV to a specific hazard class is considered. The requirements for determining limits on the placement of fecal waste of railway transport are analyzed. The procedure for calculating and charging fees for the negative impact on the environment when placing fecal waste from railway transport is given. Possible regional benefits for income tax from activities related to the collection, transportation, processing, disposal, neutralization, and disposal of hazard class IV waste, including fecal waste from railway transport, are indicated. The rules for the transit of fecal waste from railway transport are given. The rules for regulating relations between consumers and performers in the field of services for organizing the collection and removal of fecal waste in terms of consumer protection are outlined. Recommendations are given for improving the system of environmental and economic regulation of the turnover of fecal waste of railway transport. An approach to the formation of methods of ecological and economic regulation of the turnover of fecal waste of railway transport, taking into account the industry risk of technological development, is proposed.

Abstract The article discusses approaches to justifying and implementing nation-wide priorities in the field of environmental policy of Russia and Kazakhstan. Data on the role of national priorities as substantial determinants that define vectors and specific mechanisms for implementing environmental policy in post-Soviet countries and countries with the advanced market economy are systematised. The relationship between national priorities and priorities of supranational environmental policy implemented by global international organisations (UN - Sustainable Development Goals; EU – Environmental Policy Goals until 2050; BRICS - Environmental Initiatives) is substantiated. The key characteristics of national priorities in the field of environmental policy of Russia and Kazakhstan are compared, including review of the approaches of global international organisations; prioritised areas and fields of public environmental policy; implemented funding mechanisms and organisational forms; approaches to institutionalising the priorities of public environmental policy within the existing public administration system. Problems of implementation of environmental policy priorities in Russia and Kazakhstan are identified and their causes are substantiated. At the same time, special attention is paid to the study of how national priorities of environmental policy are translated into regional management decisions; identification of gaps between the formulated national priorities and their implementation procedures in specific industrial regions of Russia and Kazakhstan. The best practices for implementing environmental policy priorities at the national and regional levels are compared. Finally, conclusions about ways to improve environmental policy mechanisms and the possibilities of distribution of the best regional practices identified are drawn. The empirical basis of the analysis was obtained from the results of studies carried out as part of the research work “Improvement of the state policy regulation for accelerated clustering of the industrial regions”, executed under grant financing of the Ministry of Education and Science of the Republic of Kazakhstan.

The relevance of the research topic is explained by the negative impact of integration agreements, in particular the free trade ones, on the list of instruments that the state can use to implement its economic policy in the field of foreign economic activity, in particular - on the list of customs instruments. There is a steady global increase in international trade, coupled with the tendency to gradually reduce trade barriers by most countries. Strengthening integration processes negatively influence the breadth of influence and the list of customs instruments of economic regulation. Given the socio-economic and environmental risks that arise in the absence or lack of state regulation of economic processes, it is important to ensure the effectiveness of those instruments that may still be used under the terms of integration agreements. Additionally, the attention to the customs instruments is increasing in the context of the «economic patriotism» that is becoming popular in USA, Europe and other countries, together with the criticism of the neoliberalism. The coverage of the issue in the works of domestic and foreign scholars is sporadic in nature and is usually tied to the problem of a particular market or industry in a particular agreement. In the last years before the ratification of the Association Agreement between Ukraine and the EU, as well as in the first years after, T. Ostashko studied the potential effects of that agreement on the instruments of regulation of certain sectors of the economy of Ukraine. From the point of view of generalization of the practice of state regulation of economy in the European integration processes, it is possible to mention V. Olefir and O. Mitchenok which covers the experience of Bulgaria, Poland, Romania, Africa, America and the Middle East. The above studies do not consider separate institutes of state regulation of the economy, in particular customs instruments, at a deeper level, focusing on the direct economic processes and the impact of increasing the freedom of trade turnover on national production. The research objective is to analyse the essence and impact of international economic processes on customs instruments for the implementation of the state economic policy in order to develop proposals for the effective use of these instruments. The theoretical and empirical methods of cognition in their dialectical combination are used in this work. In the analysis of existing integration processes, statistical and economic methods, in particular, comparisons, graphic constructions, as well as methods of descriptive and comparative statistics are used. Comparative methods, methods of analysis, synthesis, generalization, and also the system method are used to determine the ways of efficient use of customs instruments. system method is used. The dynamics of the development of integration processes and the influence of their various types on the customs instruments both in general and in separate branches are revealed in the framework of this research. The international experience of using customs instruments in these conditions is investigated and the most effective ones are highlighted. The results of this research can be applied in the process of formulating the state economic policies, in particular in the context of international economic activities, food security, protection of the national agri-food market and its elements, support of the national manufacturers. The research has demonstrated that in the framework of the WTO effective applied tariffs may be effectively utilized by approximation to the bound tariffs. Within the framework of bilateral and multilateral agreements, the institute of tariff quote is an effective tool, due to flexibility and potential directions of application, Increasing the country's participation in regional and bilateral trade agreements, albeit with the risk of creating a complicated regulatory «stew» and trade intervention, leaves a sufficient number of customs tools for effective implementation of the state regulation of economy.
