The results of a generalized analysis of the assessment of the development of socio-economic systemsof the region, carried out according to the documents of strategies and development plans in comparisonwith the actual achievements of the development strategies of the Dnipropetrovsk region. The analysis wascarried out according to statistical reporting and analytical reports on the results of the implementation ofregional development projects and analytical notes of experts. The system failure of these projects is shown.Among the factors influencing the state, the lack of timely, high-quality and full assessment of the results ofthe development processes was identified. The analysis used expert and statistical information indicators ofperformance, their total and index comparison, estimates of the dynamics of changes and integral estimates.and index comparisons, the dynamics of their changes without analyzing the causes of negative deviationsare used. It is determined that there is no single information and analytical basis for the methodologicalassessment of results. Based on the processing of scientific, legislative sources and practical information onthe selection and justification of development strategies and plans, the results of a generalized analysis ofthe state of socio-economic development and the implementation of project activities in the Dnipropetrovskregion are presented. It is noted that the methodological tools of analysis use only expert and statisticalindicators, their total and index comparisons and the dynamics of changes without analyzing the causes ofnegative deviations. There is no single information base for the assessment methodology. The necessity ofcombining the implementation of one-time and episodic measures to assess the state, quality and effectivenessof development processes with the systematic implementation of analytical measures is shown. Attention isdrawn to the need to increase the competencies of persons carrying out analysis and assessment of the state ofdevelopment processes and formulate conclusions on the development of territorial communities. It is provedthat qualitative assessment should be considered as the main tool to increase managerial impact on the impactof development processes by creating a single integrated information-analytical assessment system usingmathematical models, computer technologies and their software.

Abstract The complexity of the reality studied by geographical research requires applying such methods which allow describing the state of affairs and ongoing changes in the best possible way. This study aims to present a model of research on selected aspects of the dynamics and structure of socio-economic development. The idea was to determine whether we deal with the process of reducing or widening the differences in terms of individual features. The article primarily pursues a methodological goal, and to a lesser extent an empirical one. The methodological objective of the paper was to propose and verify a multi-aspect approach to the study of development processes. The analyses carried out reveal that in terms of the features taken into account in the set of 24 of the largest Polish cities the dominating processes are those increasing differences between cities, which are unfavourable in the context of the adopted development policies aiming at reducing the existing disparities. In relation to the methodological objective, the results of the conducted research confirm the rationale of the application of the measures of dynamics and the feature variance to determine the character (dynamics and structure) of the socio-economic development process of cities. Comparatively less effective, especially for interpretation, is the application of principal component analysis and a multivariate classification, which is mainly the result of differences in the variance of particular features.

Benjamin Armstrong’s article compares state economic development policies in Pittsburgh and Cleveland in the 1980s, the period of major regional economic restructuring. Armstrong argues that what separated Pittsburgh from Cleveland in the ensuring years was the state-mandated inclusion of the city’s universities as major economic development decision makers and the role that advanced technology played in Pittsburgh’s recovery—much more prominent than in Cleveland’s. The authors agree that the 1980s expanded stakeholders in the region’s traditional economic development strategies, but not to the extent that Armstrong argues, and that significant other factors have affected the two regions in recent decades. The authors also find that the divergence in economic trends between the two regions is not a strong as Armstrong suggests.

Abstract The origin of illicit economies has been understood as a consequence of ‘low stateness’ (i.e. low reach of the state). Given the limited stateness in many regions, however, this article seeks to explain how only some sub-national territories have become vulnerable to illegal drug trafficking. To make this case, the representative example of the Alto Huallaga valley, in the Peruvian Amazon, is analysed. This article argues that ineffective development and settlement efforts by the Peruvian state in the Alto Huallaga, rather than the absence of the state, produced socio-ecological conditions in the region, in the late 1970s, that made it more vulnerable to the illegal economy. At the same time as international demand for illegal cocaine was expanding, two conditions resulting from frustrated state development plans came together: an enclave of poor peasants who were not self-sufficient and a natural environment impoverished by soil degradation and intensive deforestation, paradoxically not suitable for any crop except coca.

On 1st July 2012 SOE (State-Owned Enterprises)become the Value Added Tax (VAT) collector. According to the regulation of the Ministher of Finance No.85/PMK.03/2012 about the appointment of the State Owned Enterprises to collect, deposit and reporting Value Added Tax (VAT) and Sales Tax on Luxurious Goods, and precedures for collecting, depositing and reporting. The purpose of this research is to determine the difference between SOE as a Value Added Tax collector and not as a Value Added Tax collector.The object of this research is PT Pelabuhan Indonesia III cabang Benoa. The data analysis in this research is to analyze the calculation and reportig of VAT before being VAT collector and when it became VAT collector.The result of this research it is known that are the application of the value added tax on PT Pelabuhan Indonesia III Cabang Benoa before becoming tax collector is charged directly by fiskus and has official assessment system and as a PT Pelabuhan Indonesia III Cabang Benoa has a self assessment system whereby PT Pelabuahan Indonesia III Cabang Benoa became ILL wapu. Differnce in PT Pelabuhan Indonesia III Cabang Benoa as a collector, and the collector Is a time before becoming a collector has aself just my assessment system whereas before becoming a collector has official assessment system. Tax eceipt when it became a collector of VAT using duplicate counts 3 before becoming a collector only uses 2 of the double. <p>In view of growing threats in this respect, the protection of natural resources is undoubtedly becoming a serious challenge, both for the state and for each citizen. Therefore, this article is supposed to draw attention to the problem of searching for optimal instruments for the protection of these resources. This is about creating and developing appropriate standards in legal regulations regarding environmental protection, protection of nature, water, air, national and landscape parks, nature monuments, etc. as well as protection of natural resources in cities and human settlements. Undoubtedly, spatial planning is of paramount significance in this matter, in particular local spatial development plans and the appropriate instruments of action resulting from them. Their significance should be considered particularly important because they are generally applicable law as acts of local law.</p>

This paper trying to assess the impact of foreign aid on the Palestinian local development by focusing on the role of PLGS and monitoring the readiness of the Palestinian local development plans to face and manage the future in case foreign aid is cut off permanently from the State of Palestine. The paper poses main question: Is foreign aid “within the framework of the PLGS” being channeled within the proper course of local development? Taking into account the exceptional circumstances of building a State under colonialism and under a centralized system of government. Main results were presented via SWOT analysis which based on deep literature review, interviewing local officials, and identification of performance indicators which used in the assessment. Findings of this study pointed out that despite the fragility of the Palestinian local governance sector which has many internal problems and external challenges; there are many opportunities that must be invested within the available potentials in order to achieve sustainable local development. Besides, reducing the value of foreign aid until do without it is the proper course toward sustainable local development through changing the mentality of consuming into investing. The study presented many valuable recommendations to correct the path of local development in the state of Palestine and how to activate the positive aspects that related to obtaining foreign aid. Developing countries can rely on the results of this study as they are similar in the fragility of their administrative systems.
