Analysis Of Innovation Activity Financing Methods In Russian Economy

It is reasonable to use digital technologies to organize and support an innovation system that simplify and promote interactions between innovation activity participants by performing a situational analysis of big volumes of structured and unstructured data on innovation activity subjects in the regions. The aim of the article is to substantiate the essence, peculiarities and features of integrating blockchain platforms with Big Data intelligent analytics for regional innovation development. The study was carried out as based on materials describing the development of this concept both in the whole world and its spread in the Russian economy.

The role of innovation in the economy development is extremely significant. Within the framework of this work, the innovative activity of enterprises and its relation to corporate social responsibility (CSR) is of particular interest. This study is aimed at modeling the project management of corporate innovation activity on the basis of CSR. The results obtained by the author for the Russian economy suggest that there is a positive relationship between the level of innovative development and CSR, both in general and in terms of investments in the transformation of human capital. In this regard, the model of project management of corporate innovation activity based on CSR is proposed. Author suggests, that this model's implementation for companies is promising, since transition to such a model should be resulted in an increase in the innovation activity of companies, regions and the whole country, as well as an increase in the economic, social and organizational effectiveness of innovative activity.

The article analyzes trends in innovative development at the national, regional and municipal levels of the Russian economy. The situation of innovation stagnation in the country is revealed, which occurred despite the active innovation policy pursued by the Federal government. As a result of the study of statistical indicators, it was found that low innovation activity in the Russian economy is due to the fact that innovation growth is significantly slowing down at the regional level. The authors concluded that the sharp differentiation of innovative production volumes in the Russian regions is a consequence of the gap in the interaction of economic levels, as well as the weak involvement of municipalities in the innovation process. Within the framework of the study, a scheme of interaction between government authorities for the development of innovative activities at the municipal level has been developed.

In modern conditions, there is a large-scale transformation of the Russian economy in the direction of its digitalization, accordingly, the innovative activity of enterprises and organizations is of particular importance. This work is devoted to the assessment of the dynamics of innovation activity of Russian enterprises for the period from 2010 to 2020 according to Rosstat of the Russian Federation. The analysis of the main indicators of innovation activity indicates that the level of innovation activity in the whole country is low, and most of the indicators show negative dynamics, which jeopardizes the implementation of many large-scale innovative projects. The results of the study can be used in planning and adjusting federal and regional programs for digitalization of certain industries and areas of activity.

Despite the availability of highly skilled staff, innovative activity of a considerable part of Russian companies remains low. Under these circumstances, the formation of innovative labor potential of society at all stages of its development is a priority in the article series reveals the stages of formation of innovative labor potential. As of now, the mineral resource complex (MRC) is playing a crucial role in the Russian economy. In a situation when the resource base is becoming problematic and the economy of knowledge begins to hold sway, the stability and competitiveness of the complex will depend on innovative technological development in many ways. The factor that is becoming ever more crucial for the MRC is the use of new knowledge and technologies: the rights to results of intellectual work, technologies that allow extraction and economic exploitation of scarce and hard-to-reach resources. The conducted analysis has revealed that the Russian MRC currently demonstrates low innovation activity and lacks new technologies conducive to efficient technical and economic implementation of numerous new projects. Development and widespread introduction of domestic innovative technologies, equipment and materials are becoming the concerns of vital importance. Considering the role of MRC in the Russian economy, growing complexity of the resource base, sanctions from a number of states, the current situation in the innovative sphere may hardly be accepted as satisfactory. The indicators of the economic development testify to the existing discrepancy between the role of MRC in the Russian economy and the results of innovation policy of domestic extracting companies

The existing global integration and the current trends in the development of the world leaders of innovative entrepreneurship show that the most promising way of development of the Russian economy is the formation of an innovative corporate sector that has effectively established the reproduction of full-cycle innovations. In modern economic conditions, it is the intellectual capital of corporations that is the basis of the innovation economy, and therefore the core of the knowledge economy. However, at present, innovation activity in the Russian Federation is not the main factor in the growth of the national economy. Over the past few years, the state leadership has been paying great attention to issues related to the state of the scientific and technical sphere, as well as to the formation of an effective innovation policy in Russia. The necessity of implementing the results of scientific research in various industries of the Russian Federation is noted. The article evaluates the innovative activity of Russian companies, highlights their strengths and weaknesses, and shows the role of intellectual capital in the innovative development of the Russian economy using the example of the oil and gas industry. The priority value of the corporate research and design complex (on the example of Rosneft) in the reproduction of the company's intellectual capital as a basic unit for making any scientific and technical decisions and producing organizational and managerial innovations in the production areas of economic activity is determined and justified. The study highlights the current problems and promising directions for the development of corporate intellectual capital in basic industries as a key factor in the innovative transformation of the real sector of the Russian economy.

The paper is devoted to the foreign direct investment (FDI) spillovers in the Russian economy. Using the database on 29,817 Russian enterprises for the period of 2006—2014, we empirically estimate FDI spillovers on both intra-industry and inter-industry levels. We show that the intra-industry effects and upstream inter-industry effects have the non-linear U-shape dependence on the share of foreign companies in the industry, while downstream inter-industry effects are linear and negative. Analysing regional factors influencing FDI spillovers in the Russian economy, we find stronger effects in the regions with higher level of human capital and higher level of innovation activity. We do not find the proof for the hypothesis that FDI spillovers are stronger in the western part of Russia comparing to the eastern part.

The article examines aspects of the implementation of the Russian economy scientific and technological potential from a systematic point of view. The authors proceed from the hypothesis that the low competitiveness of the Russian economy is determined by the profile of its innovation system. The article examines the dynamics of innovation activity costs and analyzes the reasons for the continuing decline in innovation activity that characterizes the current economic situation in Russia. Economic activity at each level will only be a determinant of the innovation development mechanism when it is aimed at creating and implementing new developments in order to generate higher revenues than those that provided the innovation development. It is pointed out that economic policy focused on building national competitive advantages is inseparable from creating a national innovation system. Ways of influence of innovative activity on the solution of social and economic problems are given. The author substantiates the socio-economic conditions necessary for the innovative development of regions. The importance of exports and the development of the enterprise's export potential for the transition to the phase of active structural transformations is evaluated. It is concluded that the formation of the national innovation system requires a balance of scientific and technical potential built into the framework of the state – industry – region – enterprise.
