Of innovative labour potential of the Russian economy: problems and prospects of training

Despite the availability of highly skilled staff, innovative activity of a considerable part of Russian companies remains low. Under these circumstances, the formation of innovative labor potential of society at all stages of its development is a priority in the article series reveals the stages of formation of innovative labor potential. Recommendations to facilitate the formation of an innovative labor potential of society at all stages of its development are given. The indicators of innovation activity of enterprises are recorded.

The role of innovation in the economy development is extremely significant. Within the framework of this work, the innovative activity of enterprises and its relation to corporate social responsibility (CSR) is of particular interest. This study is aimed at modeling the project management of corporate innovation activity on the basis of CSR. The results obtained by the author for the Russian economy suggest that there is a positive relationship between the level of innovative development and CSR, both in general and in terms of investments in the transformation of human capital. In this regard, the model of project management of corporate innovation activity based on CSR is proposed. Author suggests, that this model's implementation for companies is promising, since transition to such a model should be resulted in an increase in the innovation activity of companies, regions and the whole country, as well as an increase in the economic, social and organizational effectiveness of innovative activity.

The paper offers insights to foreign and domestic studies on building and utilization of labor potential which has revealed the lack of knowledge of innovative labor potential which in modern realia makes the most valuable strategic asset of company development. The current classification of the structural elements of labor potential has been specified and complemented by adding an innovative component which includes physiological, demographic, psychosocial, intellectual, qualification and value-based components. Evaluation of the nature of the innovative labor potential category has allowed to identify its core elements (intellectual and creative) as well as the stages of its implementation: innovative thinking, innovative activity, innovative efforts. The following factors influencing the company innovative labor potential formation have been identified: globalization, modernization and informatization of manufacturing processes, government policy in the area of education and science, national and regional innovation policy, etc. Regional specifics that underpins the local business innovative labor potential has been revealed affecting sector-specific regional development; the level of regional innovative infrastructure development; the education level of the employed population; the availability of business R&D potential; business innovation activity level. The study has also identified the key trends in building and enhancing the company innovative labor potential which traced a decline in active working age population; an increase in the share of employed population with higher and secondary vocational education, etc. The research findings on the degree of innovative activity development of company labor potential have demonstrated: a high education level of the workforce (53% of the employed have higher education degrees; insufficient level of creative activity and utilization of intellectual potential. The conclusions provide evidence on the lack of an effective framework on managing innovative labor potential and ultimately – low innovative capacity in the manufacturing sector. It is argued that the main reasons for underutilization of employee innovative labor potential are the ineffective methods of labor potential management, the lack of a clear motivation and stimulation strategy (50%) along with the failure to use employee creative potential (29%). The proposed model of building an innovative labor potential ranking which combines the capabilities and benefits of rating and rating management allows for reasoned decision-making in a targeted and sound stimulation and motivation of innovative and inventive activities.

In modern conditions, there is a large-scale transformation of the Russian economy in the direction of its digitalization, accordingly, the innovative activity of enterprises and organizations is of particular importance. This work is devoted to the assessment of the dynamics of innovation activity of Russian enterprises for the period from 2010 to 2020 according to Rosstat of the Russian Federation. The analysis of the main indicators of innovation activity indicates that the level of innovation activity in the whole country is low, and most of the indicators show negative dynamics, which jeopardizes the implementation of many large-scale innovative projects. The results of the study can be used in planning and adjusting federal and regional programs for digitalization of certain industries and areas of activity.

The relevance of the study is due to the fact that innovation is the main tool that contributes to increasing the competitiveness of the trading business. Based on a critical analysis of the authors’ various points of view on the content of the concepts of “innovation process” and “innovation activity” from the standpoint of modern concepts of innovation management in the era of information and digital transformation, the features of interrelated categories of the innovation process and innovation activity reflecting transformational changes in the moment are clarified and disclosed and the perspective of an innovative economic paradigm and perceived through the specifics and features of functional process-activity metamorphoses.


It is reasonable to use digital technologies to organize and support an innovation system that simplify and promote interactions between innovation activity participants by performing a situational analysis of big volumes of structured and unstructured data on innovation activity subjects in the regions. The aim of the article is to substantiate the essence, peculiarities and features of integrating blockchain platforms with Big Data intelligent analytics for regional innovation development. The study was carried out as based on materials describing the development of this concept both in the whole world and its spread in the Russian economy.

The article aims at clarifying the classification features of the forms and directions of technology transfer, and analyzing empirical data on technology transfer operations in Ukraine. The effectiveness, efficiency and immediacy of technology transfer depend on the choice of its rational forms and directions of technology transfer. The combined form of transfer is considered to be most promising, as it encompasses the advantages of both the vertical and horizontal transfer forms based on the open innovation business model. Ukraine has prerequisites for the implementation of this form of technology transfer, but it is necessary to increase the innovative activity of industrial enterprises and research organizations, and to increase funding for innovation. In the future the authors plan to suggest an organizational and economic mechanism to increase innovation activity at the enterprise level. In 2007-2019 research and development at industrial enterprises (R&D) accounted for about 15% in the total cost of innovation, in average. The lowest share of R&D in total expenditures on innovation was observed in 2011 (7.5%), and the highest share was observed in 2018, comprising 26.3%. The share of costs for vertical transfer is 69.6-89.5%, which is much higher than that for horizontal transfer, which is 10.5-30.4%. The main reason for the decrease in the level of technology transfer at Ukrainian enterprises is the limited funding from the state and the negative investment climate in the country. The share of non-commercial transfers has been lower than 1% since 2012. Combined transfer based on digital technology platforms is virtually absent.

The transition to a market economy in the 1990s led to a significant reduction in the number of R&D organizations, especially R&D departments and survey organizations, as well as in the number of R&D personnel and especially researchers. This was largely due to the outflow of competitive personnel, technology and capital from the country. These changes, which led to a decrease in the level of scientific potential of the country, the effectiveness of innovation, the aggravation of the problem of continuity in science have become a factor limiting the transition to innovative development of the Russian economy. An additional factor complicating the transition to a knowledge-based economy today is the low demand of domestic industry for innovations developed in Russia, an unsatisfactory investment climate for attracting private business to R&D. The article on the basis of the analysis of the relevant indicators identified the main problems that reduce the innovative activity of the regions of Russia, and proposed measures to overcome them.
