Relevance. The development of modern mechanisms for state regulation of regional processes, including those related to investment support for certain industries (e.g. the Spatial Development Strategy in Russia), requires a research-informed choice of ‘priority’ specializations. At the same time, such choice should meet the requirement of resilient economic development of these regions if the development of these specializations is supported on the national level. Research objective.The goal of this study is to assess the current structure of the Russian regions’ economy. We aim to identify the regions that have a specialization and thus can ensure resilient development and transition to smart specialization. Data and methods. The study proposes a methodological approach to identify the region’s smart specialization. The approach is based on the calculation of indicators that characterize the regions’ industries according to Russia’s national classifier of types of economic activity (OKVED2). Regions with pronounced industrial specialization are thus identified. The methodological approach has been tested by using statistical data for 84 regions. Results.43 regionswith industrial, export-oriented and extractive specialization were identified. We revealed nineregions that had sufficient prerequisites for the transition tosmart specialization and 11 regions that need to strengthen their knowledge-intensive component. Conclusion.The resulting list of Russian regions that can act as pioneer territories for the introduction of structural changes into the practice of state regulation can be of interest to policy-makers.

As factors affecting interregional interactions play an important role in regional economic development. Thus, developing a methodology for assessing these interactions is becoming urgent. The article proposes a methodological approach to analyse the factors influencing possible interactions between Sverdlovsk oblast and other constituent entities of the Russian Federation in the manufacturing industry. It is hypothesised that the elements of an interregional interaction matrix are proxy variables characterising the degree of this interaction. An economic analysis of relations and production chains between Sverdlovsk oblast and other constituent entitles confirmed this hypothesis. First, based on the spatial distribution of manufacturing output in the examined regions, values of an indicator showing the strength of their mutual influence were determined. Second, the impact of economic, infrastructural and institutional factors on the obtained indicator, characterising the inter action between Sverdlovsk oblast and other regions, was assessed using quantile regression. In this case, such a technique was chosen instead of the classical ordinary least squares (OLS) regression that incorrectly estimates the dependencies between the studied variables. This is expressed in the fact that the regression coefficients de pend on q-quantile of the dependent variable. We have revealed that price levels of the examined regions do not affect their possible interactions with Sverdlovsk oblast. Simultaneously, the dissemination of knowledge acts a driver of interaction between the considered regional manufacturing industries. The research findings can be used to prepare strategies, programmes and schemes for the placement and development of industries, considering the potential of Sverdlovsk oblast and other Russian regions.

Целью исследования является разработка методологического подхода к идентификации рисков экономической безопасности региона, возникающих в условиях цифровизации, их оценке и выбору инструментария нивелирования. Авторы обосновали, что в условиях цифровизации появляется спектр новых рисков, влияющих на состояние каждого структурного компонента экономической безопасности региона. Авторы систематизировали данные риски в соответствии со структурными особенностями экономической безопасности (риск утечки информации и сбоев, риск недопроизводства ВРП, риск потери доходов бюджета региона, риск сбоя финансовой системы, риск усиления неравенства, риск роста безработицы, риск социальной нестабильности, риск цифрового отставания), предложили подход к их оценке. Научной новизной исследования является предложенная авторами модель риск-ориентированного управления экономической безопасностью региона на основе идентификации рисков, оценка которых возможна через индикаторы экономической безопасности и их пороговые значения, а также рисков, сложно поддающихся оценке (с помощью применения статистических методов). The purpose of the study is to develop a methodological approach to identifying the risks of economic security in the region that arise in the context of digitalization, their assessment and selection of leveling tools. The authors proved that in the conditions of digitalization, a range of new risks appears that affect the state of each structural component of the region's economic security. The authors have classified these risks according to the structural peculiarities of economic security (risk of leaks and failures, the risk of underproduction of GRP, the risk of loss of budget revenues of the region, the risk of failure of the financial system, the risk of inequality, risk of unemployment, the risk of social instability risk of digital gap), suggested an approach to their evaluation. The scientific novelty of the research is the model of risk-based management of economic security of the region proposed by the authors, based on the identification of risks that can be assessed through indicators of economic security and their threshold values, as well as risks that are difficult to assess (using the statistical method).

The aim of the article is to study the existing and find new approaches to the analysis of creative, information and knowledge-based factors that determine social transformations and economic growth of the EU regions based on smart specialization. The methodological approaches to the assessment of the implementation of creative, information and knowledge-based factors in the economy are studied. A comparative analysis of international and regional systems for evaluating creative, information and knowledge-based factors of economic growth is made. A system of indicators of the authors’ three-vector approach (by the directions: (1) intellectualization of economy, (2) digitalization of economy and society, (3) technological modernization) to the analysis of creative, information and knowledge-based factors in the realization of the smart specialization model at a regional level are developed. The developed authors’ technique allows providing a comprehensive approach to the analysis of creative, information and knowledge-based factors in terms of the smart specialization model at the regional level. The methodology involves three groups of indicators in the areas of intellectualization, digitalization, and technological modernization. The calculation of the integral index is carried out based on the method of multidimensional weighted value taking into account the degree of the weight of indicators and sub-indices (subgroups and groups of indicators). The scientific novelty of the study is that the integral index allows making important analytical conclusions about the level of development of creative, information and knowledge-based economy, as well as the correlation of these processes with the socio-economic development of regions. The methodological approach can be implemented in domestic practice for evaluating the impact of the use of creative, information and knowledge-based factors on the development of regional economies and, accordingly, for achieving the objectives of regional smart specialization strategies.

The subject of this research is public debt and its impact on the dynamics of the gross regional product (GRP) of Russian regions. The aim of the paper is to study and scenario forecast the dynamics of changes in the internal public debt of Russian regions and model its impact on the gross regional product. The relevance of the study is due to the fact that most regions in Russia are forced to increase their internal public debt to cover the budget deficit and attract additional resources to solve important problems of socio-economic development and implement strategic projects and programs. The scientific novelty of the research consists in the development of a methodological approach to modelling and scenario forecasting of the level of GRP of different groups of regions, taking into account the dynamics of changes in their public debt using ARIMA modelling methods and panel regression analysis. The authors apply the methods of panel regression analysis and ARIMA modelling. The authors theoretically substantiated that public debt has a different effect on the GRP of Russian regions, grouped the regions according to the identified trends in the dynamics of public debt (the first group — regions with the dynamics of debt reduction over the period from 2005 to 2019, the second group — with the all-Russian trend of debt reduction since 2017, and the third group — with the dynamics of increasing debt over the period under review); developed a methodological approach to modelling and scenario forecasting of the GRP level of the Russian regions, taking into account the dynamics of changes in their public debt; carried out ARIMA forecasting of the dynamics of the public debt of different groups of regions and built regression models of the influence of the dynamics of the public debt on the GRP of Russian regions within the selected groups; formed forecast scenarios for changes of the GRP level of regions, taking into account the identified dynamics of transformation of their internal public debt. Conclusions: public debt has a negative impact on the dynamics of the GRP of Moscow and the Moscow region and a positive effect on the dynamics of the GRP of the regions of the second and third groups. The findings of the study may be used by the federal and regional executive authorities to find ways to reduce public debt and increase the level of socio-economic development of territories.

Modern trends in consumer behaviour and the new business environment in Russian regions and territories focused on local food production have led to increased attention to territorial branding. At the same time, there are virtually no scientific justifications for territorial branding of food products, which has resulted in a lack of methodological recommendations for product branding by local producers and, consequently, in the inefficient practical solutions as regards territorial branding concepts. The lack of a territorially relevant definition of product branding and criteria for selecting food products for branding turned the authors to their own interpretations based on theoretical research. The testing of the methodical approach coupled with empirical research provided evidence of the correctness of the approach selected and the criteria for consumers’ preferences in choosing food products, in particular, certain groups of food products manufactured in Krasnoyarsk

The article proposes a methodological approach for assessing the conditions of interregional interaction of Russian regions in terms of energy conditions. To this end, we substantiate and analyze the spatial distribution of Russian regions’ energy potential. An integral index of energy potential is constructed, which characterizes the main energy and economic factors of regional development in Russia. To calculate the index, we used the statistical data from the Russian Federal Statistics Service (Rosstat) and departmental organizations for 84 regions. The energy potential is calculated by using the principal component method. Interregional relationships based on this index are investigated with the help of the spatial autocorrelation method (Moran method). We focus on the relationships between the regions of the Ural Federal District and identify priority areas of energy and economic development of these territories. In particular, we analyze the spatial development of energy and economy and identify the centers where energy resources are concentrated and their spheres. Our findings can be used by state authorities and energy companies to design plans for the development of energy systems and regional economies within the framework of the Spatial Development Strategy of the Russian Federation for the Period until 2025.

The regional smart specializations include the innovative activities within a common science-economy-technology sector, which open the opportunities to gain a competitive advantage. The original procedure of science-economy-technology concordance matrix development on an example of smart specializations of the Silesian Voivodeship was presented in the paper. The procedure developed includes recognition of the research and economic components of the regional smart specialization and the connection between the economic components of the regional specialization and the technological innovation through the international patent classification. It also comprises recognition of key enabling technologies (KETs) and high technologies (of high R&D intensity) other than KET in the economic and technological dimensions of innovation as well as the high R&D intensity services in the economic dimension of innovation. The in-depth expert analyses with the application of the Delphi method were also taken into account. The methodological approach developed and the visualization method applied are both of cognitive and practical importance since they contribute significantly to the creation of efficient development policies, to the enhancement and facilitation of cross-sectoral cooperation, and to the focusing on the fields of key importance in terms of the competitive advantage of a region.
