The review of the main physical and mechanical characteristics of steel and nonmetallic composite reinforcements is presented in the article. Also there are complex studying, analysis and synthesis of available information. Much attention is paid to recommendations for designing building constructions of different functions with nonmetallic composite reinforcements. Scopes of nonmetallic composite reinforcements in the construction industry in Russia and abroad are considered.Information about main producer and the official distributor of composite reinforcements is provided in the article. This company is the official distributor in the Northwest of the Russian Federation. Their production is successfully used on many objects under construction in Russia. Materials of the article are based on the real photographic materials provided by personal archive of the company.

Over the course of more than a decade of the global economic crisis, the relevance of analyzing the performance indicators of construction organizations in the world has not only not decreased, but even vice versa - it has grown significantly, because now not only its success, but the most elementary survival in the current crisis depends on the financial condition of the company. Both the rate of recovery from the crisis and the competitiveness of the economy largely depend on the efficiency of the construction sector. Construction is a fund-forming (capital-intensive) industry on which the formation of the national economy depends; which means the formation of a complex economic, social, organizational, scientific and technical system. Currently, the construction industry of the Russian Federation is experiencing a number of difficulties in its development, but at the same time it has good chances of increasing its competitiveness and integration into the world market. The object of research of the article is the construction industry of the Russian Federation in the context of three main types of construction: construction of buildings; construction of engineering structures; specialized construction works. The article presents the author’s model of the profitability of fixed assets. The article describes one of the author’s methods of integral factor analysis, which allows an accessible and relatively simple assessment of the degree of influence of factors on changes in the studied indicator. The purpose of this article was to generalize and systematize the theoretical and methodological foundations of factor analysis in a form accessible to specialists in the field of economics and management, which should help form their basis for the development of economic thinking, understanding the essence of economic processes and phenomena occurring within the framework of the activities of economic entities. What is more important - it will help to develop skills for their quantitative assessment, economic interpretation and search for reserves to increase the efficiency of functioning.

The article discusses the requirements of federal, industry and regional requirements for the number and qualifi cations of management and engineering personnel of civil engineering enterprises, which are caused by the ever-increasing requirements for the safe and high-quality construction work to ensure the safety of capital construction projects. The author summarizes and systematizes the requirements for the composition and quality of labor in construction, which are established today by civil, town planning and investment legislation of the Russian Federation, Professional standards approved by the Ministry of Labor of the Russian Federation, qualifi cation standards of NOSTROI, requirements for qualifi cation of engineering and technical specialists in construction, established by each self-regulatory organization in construction.

This article analyzes the current state of the construction industry of the Russian Federation at the federal and local (for example, the Republic of Tatarstan) levels. The features and trends of the construction industry of the Russian Federation (RF) are considered, taking into account the changes in the legislation affecting this industry. The authors analyzed the statistics of housing commissioning, the dynamics of lending and debt of construction organizations, in addition, the analysis of statistics of bankruptcies of companies. The key players in the construction market of the Republic of Tatarstan were studied, and their reliability rating was presented. Based on the results of the analyzed material, certain conclusions were formulated. Based on the findings, it was determined that in the Russian Federation the construction industry is experiencing some difficulties that require special attention from the state. However, at present the government is already taking certain steps towards improving the current situation. As it was revealed, in the Republic of Tatarstan, the construction industry has had a positive development dynamics over several years. In recent years, there has been an increase in housing commissioning. In addition, the government annually invests in the construction industry. Despite this, in Tatarstan there is a high percentage of bankruptcies of construction companies, the reasons for which are identified in this article.

The author of the article in the work considers measures that allow to effectively conduct a comprehensive assessment of the effectiveness of design solutions from a technological and regulatory point of view, as well as take into account the entire range of environmental, social, external economic and other consequences that are the result of decisions made.

The introduction of the new amendments to the country's Constitution opens up an opportunity to solve ef-fectively the new tasks of the country's economy in the short term. One of the priority places among these tasks is occupied by the construction industry as a whole and housing construction in particular. Exceptional attention in the Constitution is paid to the development of the construction industry. The main instrument for the implementation of the tasks set is a special investment project that has received the status of a national one. This article examines a set of practical measures and scientifically grounded mechanisms – economic, financial, legal, that have sufficient potential for organizing effective project management at the federal and regional levels.

The article presents a comprehensive review of the FMEA analysis (the failure modes and effects analysis) in the construction industry in the Russian Federation and suggests the same analysis, which can be applied to ecological issues. The paper analyzes the existing legislative and normative acts in this area, modern approaches to the introduction and regulation of the definition of defects in production and construction. Particular attention is paid to the consideration of Failure Mode and Effects Analysis - this is a formalized procedure for analyzing and finalizing the projected technical facility, the manufacturing process, the operation and storage rules, the maintenance and repair systems of technical facilities, based on the identification of possible (observed) defects with their consequences and cause-effect relationships in their occurrence, and an assessment of the criticality of these defects.
