The aim of the study is to assess the reachability of some indicators of the subprogram І«Development of national intellectual capital» of the State program «Scientific and technological development of the Russian Federation» taking into account mathematical modeling of demographic processes. The object of the study is the educational structure of the Russian population in accordance with the International Standard Classification of Education as amended in 2011. The work uses the data of the Federal State Statistics Service and regulatory documents of the Ministry of Science and Higher Education. A balance mathematical model in the form of differential equations describing changes in educational levels over time and in different age groups is proposed as a tool for studying the educational structure of the population of Russia. Numerical experiments were conducted that made it possible to forecast changes in the graduations of bachelors, masters, specialists and candidates of sciences until 2031. Based on this forecast, conclusions were drawn about the attainability of indicators of the above state program. This work was supported by the Ministry of Education and Science of Russia as part of the implementation of the State task of the Federal State Budgetary Scientific Institution Directorate of Scientific and Technological Programs No. 075-01395-20-00.

The subject of this research is the foreign experience of stimulating innovation activity of the companies via introduction of Patent Box Regime. The author underlines the importance of this mechanism as a measure for supporting the actors of the innovation economy on the stages of introducing innovations into production, and making profit from the efficient use of intellectual capital. The author analyzes the international statistics of acquisition of patents and key elements of preferential taxation of their income. Based on the collected material, the author examines the possibilities of implementation of such mechanism in the Russian practice. Special attention is given to the potential consequences of granting new incentives from the perspective of formation of the revenue part of the budgets of the budgetary system of the Russian Federation. The main result of this research consists in the development of a specific taxation regime for income from the use of intellectual property objects to be implemented in the Russian Federation. The author believes that the optimal mechanism is a deduction of up to 40% of qualified incomes from the corporate income tax base; at the same time, the incentive should not lead to the decrease of federal budget receipts. As sources of covering the shortfall in budget revenues of the constituent entities of the Russian Federation, the author considers the abolition of reduced tax rates for certain categories of taxpayers, as well as the extension of the limit on the transfer of loss, The conclusion is made on feasibility of implementation of Patent Box Regime in Russia considering foreign experience and domestic specificity of the country.

Over the course of more than a decade of the global economic crisis, the relevance of analyzing the performance indicators of construction organizations in the world has not only not decreased, but even vice versa - it has grown significantly, because now not only its success, but the most elementary survival in the current crisis depends on the financial condition of the company. Both the rate of recovery from the crisis and the competitiveness of the economy largely depend on the efficiency of the construction sector. Construction is a fund-forming (capital-intensive) industry on which the formation of the national economy depends; which means the formation of a complex economic, social, organizational, scientific and technical system. Currently, the construction industry of the Russian Federation is experiencing a number of difficulties in its development, but at the same time it has good chances of increasing its competitiveness and integration into the world market. The object of research of the article is the construction industry of the Russian Federation in the context of three main types of construction: construction of buildings; construction of engineering structures; specialized construction works. The article presents the author’s model of the profitability of fixed assets. The article describes one of the author’s methods of integral factor analysis, which allows an accessible and relatively simple assessment of the degree of influence of factors on changes in the studied indicator. The purpose of this article was to generalize and systematize the theoretical and methodological foundations of factor analysis in a form accessible to specialists in the field of economics and management, which should help form their basis for the development of economic thinking, understanding the essence of economic processes and phenomena occurring within the framework of the activities of economic entities. What is more important - it will help to develop skills for their quantitative assessment, economic interpretation and search for reserves to increase the efficiency of functioning.

At present, the issues of interrelation and mutual influence of the results of intellectual activity on the final results of the functioning of an enterprise are becoming more and more current, since the world community demonstrates the colossal growth and progressive development of enterprises of various industries using intellectual levers. Russian enterprises also strive to improve the efficiency of the qualitative and quantitative indicators of their companies’ activities, but at the same time use mainly material resources, which reduces the efficiency of resulting indicators. The article examines the indicators of the dynamics of economy and innovative development of the Russian Federation, presents the level of innovative activity of organizations in the period 2017-2019. The authors calculated the indicator of J. Tobin, which reflects the value of the intellectual capital of enterprises in the construction industry. The study showed that all the enterprises under consideration have intellectual capital, to a greater or lesser extent, however, its competent use and effective management are decisive in improving the efficiency of an enterprise.
