In recent decades the EU has witnessed a remarkable rise in the number of specialized regulatory agencies and European regulatory networks (ERNs). It is often assumed that agencies and ERNs are mutually exclusive instruments of indirect governance. As this chapter argues, however, they are often used in combination to better address competence–control tradeoffs. The chapter illustrates this argument with two case studies of regulatory policymaking in the EU. First, in the case of aviation safety, the EU and its member states created a new agency, the European Aviation Safety Agency, to overcome a control deficit which had hampered its ability to rein in existing regulatory networks. Second, in the field of food safety, the EU as collective governor sought to overcome the competence deficit of its intermediary, the European Food Safety Agency, by enlisting a second intermediary: the “Focal Point Network” (an ERN).

This study investigates the potential impacts of food safety outbreaks on domestic shipments, imports, and prices of the produce industry. Three case studies were analyzed to assess these potential impacts: the cantaloupe outbreak of March–April 2008, the spinach outbreak of September 2006, and the tomato outbreak of June–July 2008. Data-determined historical decompositions were conducted to provide a weekly picture of domestic shipment, import, and price fluctuation transmissions. The empirical analysis based on a vector autoregression (VAR) model showed differences in the results depending on the source of the outbreak (domestic vs. imported).

Legislative gridlock is often viewed as a uniquely democratic phenomenon. The institutional checks and balances that produce gridlock are absent from authoritarian systems, leading many observers to romanticize “authoritarian efficiency” and policy dynamism. A unique data set from the Chinese case demonstrates that authoritarian regimes can have trouble passing laws and changing policies—48% of laws are not passed within the period specified in legislative plans, and about 12% of laws take more than 10 years to pass. This article develops a theory that relates variation in legislative outcomes to the absence of division within the ruling coalition and citizen attention shocks. Qualitative analysis of China’s Food Safety Law, coupled with shadow case studies of two other laws, illustrates the plausibility of the theoretical mechanisms. Division and public opinion play decisive roles in authoritarian legislative processes.

The goal of the paper was to focus on the agri-food sector from a perspective of innovation. In the article, the current situation related to innovative tools and techniques identified in the agri-food sector was presented. The attention was focused on the benefits resulting from the application of innovative solutions in three areas: food safety, mechatronics, and packaging design. The empirical part of the paper includes a description and a summary of case studies on innovations implementations conducted within the framework of the Interreg I-CON project.
