Abstract In den letzten Jahren hat mit steigenden Anforderungen an die Personalarbeit auch die Tendenz zur Auslagerung personalwirtschaftlicher Teilaufgaben stark zugenommen. Die Beschaffung dieser Personaldienstleistungen stellt hohe Anforderungen an die Unternehmensführung. Vor diesem Hintergrund werden im vorliegenden Aufsatz Ansatzpunkte einer strategischen Beschaffungsplanung von Personaldienstleistungen diskutiert. Insbesondere sollen auf der Basis der jeweiligen Dienstleistungsspezifika Systematisierungshilfen gerade auch für die Unternehmenspraxis entwickelt werden. Als Rahmen dient dabei ein idealtypischer Beschaffungsmanagementprozess, der sich in Theorie und Praxis vermehrter Resonanz erfreuen kann. Increasing demands on HR management during the last years have led to an ongoing trend on outsourcing of certain HR related tasks. The procurement of these personnel services requires high efforts from the company’s management. Based on that, this paper deals with some approaches how to set up a strategic procurement planning for personnel services. This guidance note aims to assist borrowers in developing a procurement strategy and procurement plan for projects financed in whole or in part by an ADB loan or grant, or by ADB-administered funds. Effective and strategic procurement planning helps ensure that fit-for-purpose procurement approaches are developed to achieve value for money and the project’s development objectives. The note enables borrowers to take a flexible approach to developing a procurement strategy and procurement plan, applying tools and techniques widely used across public and private sector organizations to provide the necessary intelligence to make sound procurement decisions.

Abstract. There is as yet no consensually agreed-upon situational taxonomy. The current work addresses this issue and reviews extant taxonomic approaches by highlighting a “road map” of six research stations that lead to the observed diversity in taxonomies: (1) theoretical and conceptual guidelines, (2) the “type” of situational information studied, (3) the general taxonomic approach taken, (4) the generation of situation pools, (5) the assessment and rating of situational information, and (6) the statistical analyses of situation data. Current situational taxonomies are difficult to integrate because they follow different paths along these six stations. Some suggestions are given on how to spur integrated taxonomies toward a unified psychology of situations that speaks a common language.
