The purpose of this chapter is to illustrate the application of advanced data analytics in the domain of strategic procurement and its effects on processes, people, and on the procurement business model itself. Advanced data analytics are generally accepted as being one of the key enablers for organisations to build their capabilities to adapt quickly and navigate through volatile business circumstances successfully. Strategic procurement is in a pivotal position in a network of external suppliers and internal stakeholders, and thus ideally positioned to benefit from the introduction of advanced data analytics. However, to date, the application of these technologies has been limited, and clear evidence of benefits delivery is yet to be demonstrated. This chapter draws upon research results from a detailed case study in the aviation industry to assess the benefits of advanced data analytics in the strategic procurement function and puts forward a maturity model of relevance to both researchers and procurement professionals.

Abstract In den letzten Jahren hat mit steigenden Anforderungen an die Personalarbeit auch die Tendenz zur Auslagerung personalwirtschaftlicher Teilaufgaben stark zugenommen. Die Beschaffung dieser Personaldienstleistungen stellt hohe Anforderungen an die Unternehmensführung. Vor diesem Hintergrund werden im vorliegenden Aufsatz Ansatzpunkte einer strategischen Beschaffungsplanung von Personaldienstleistungen diskutiert. Insbesondere sollen auf der Basis der jeweiligen Dienstleistungsspezifika Systematisierungshilfen gerade auch für die Unternehmenspraxis entwickelt werden. Als Rahmen dient dabei ein idealtypischer Beschaffungsmanagementprozess, der sich in Theorie und Praxis vermehrter Resonanz erfreuen kann. Increasing demands on HR management during the last years have led to an ongoing trend on outsourcing of certain HR related tasks. The procurement of these personnel services requires high efforts from the company’s management. Based on that, this paper deals with some approaches how to set up a strategic procurement planning for personnel services. This case study describes how librarians and enterprise architects at an Australian university worked together to document key components of the Library’s “as-is” enterprise architecture (EA). The article covers the rationale for conducting this activity, how work was scoped, the processes used, and the outputs delivered. The author discusses the short-term benefits of undertaking this work, with practical examples of how outputs from this process are being used to better plan future library system replacements, upgrades, and enhancements. Longer-term benefits may also accrue in the future as the results of this architecture work inform the Library’s IT planning and strategic procurement. This article has implications for practice for library technology specialists as it validates views from other practitioners on the benefits for libraries in adopting enterprise architecture methods and for librarians in working alongside enterprise architects within their organizations.

PurposeThe purpose of this paper is to show that for frequently procuring public clients: the reasoning behind the use of procurement instruments is a process in its own right that requires managerial and scientific attention; modeling this process contributes to making sensible procurement choices; and managing this process is a relevant factor in the client’s development toward strategic procurement.Design/methodology/approachA model is developed to conceptualize the reasoning behind procurement instruments. Using this model in a case study, the reasoning behind the evolution of a particular procurement instrument as applied by a public infrastructure management organization is reconstructed.FindingsThe case study results show that an initially explicitly formulated set of main reasons for operating a qualification system can implicitly evolve over time into a different set of reasons. From a managerial point of view, explication of implicit reasons is important to both avoid the risk that the real value of the procurement instrument remains undetected as well as properly assess its strategic alignment with higher level strategies. The conceptual model proves to be a useful tool to support that.Originality/valueBringing the reasoning behind the use of procurement instruments to the fore, this study explores an area of construction procurement research that is positioned between the disciplines of purchasing and supply management, knowledge management and strategic management.
