This paper presents the idea of the Job Guarantee (JG), which is a logical extension of the paradigm of a tax-driven fiat currency. The JG involves the government offering a public purpose-oriented job with a fixed hourly wage and job benefits to anyone willing to work. The JG as a bottom-up approach is locally administered but federally funded. As the analytical lens of MMT reveals, a monetarily sovereign government is always able to provide the spending required. Macroeconomically, the JG works as an automatic countercyclical stabilizer and an excellent tool for aggregated demand management, ensuring the economy is continuously operating at full capacity. On top, the JG uses an employed buffer stock approach as a superior means to maintain price stability. Next to its favourable macroeconomic impacts, the JG offers many social benefits, particularly related to continuous employment, working conditions in the private sector, power relations in the labour market and democracy. While the JG and Universal Basic Income (UBI) are often discussed as comparable, competing policy proposals, the JG addresses more macroeconomic and social issues than the UBI does. This paper concludes that the JG qualifies for being the single most effective policy in order to drive the economy towards continuous full employment and price stability while realizing additional social benefits.

 This research paper evaluates the evolution of taxation in Mauritius which celebrates its fiftieth Independence anniversary in March 2018. It analyses the various forms of taxation that have been developed and implemented over the years in the country since its Independence in 1968. This work explains the application of different taxes affecting local taxpayers over the years but pays importance on their evolution as the economy progressed from a monocrop culture based on sugar cultivation to a sophisticated one where several pillars like textile, tourism and the financial services have been developed over the years. If taxation aims at generating revenue for the State, the researcher claims that it must ensure that tax gains should entail a good spending in developing infrastructure for social benefits and avoiding wastage on poorly-managed projects. There is also an insight into the new negative income tax that has recently been implemented in Mauritius which also claims that the government is also keen in addressing social issues like poverty within the tax systems in force in the country.

At the end of World War I, in many European countries women won the active and passive right to vote. Poland was one of the first countries, where women were allowed to participate in political life. Already at the time of establishing the Legislative Sejm (1919) the first women-MPs took their seats in Parliament. Similarly, the situation presented itself in the case of the Senate. During its first session (1922) women participated in the works of the upper chamber. The purpose of this paper is to present the participation of women in the legislative work of the Senate in various terms of office. The participation of women in the legislative work of Parliament was characterized by their involvement in issues concerning education or social services, while avoiding participation in the legislative work or that dealing with political matters. The situation presented itself differently as regards women’s involvement in the work of the Senate. A good example here was the activity of Dorota Kałuszyńska, who – during the work on the so called April Constitution of 1935 – not only participated in it very actively, but also ruthlessly attacked the then ruling camp. Another very interesting episode related to activities of women in the Senate was an informal covenant during the work on the bill to limit the sale, administration and consumption of alcoholic beverages. Belonging to different political groups: the said D. Kłuszyńska as a representative of the Polish Socialist Party, Helena Kisielewska from the Bloc of National Minorities and Hanna Hubicka of BBWR [the Nonpartisan Bloc for Cooperation with the Government] unanimously criticized the regulations in force, which – in their opinion – did not fulfill their role when it came to anti-alcohol protection. The participation of women as far as their number was concerned was indeed small, but the Senate (like Parliament) of the Second Republic functioned in the period when women had just begun their activity on the legislative forum. Undoubtedly, it was a very interesting period, in which women had the benefit in the form of gaining their parliamentary experience. For example, it gave rise to subsequent activities of Dorota Kłuszyńska, who actively participated in the legislative works of the Sejm in the years 1947–1952, dealing with social issues or family.

In Pakistan the prices of petroleum products are set by the government, to raise revenues, stabilize prices, and achieve redistribution and social objectives. But in addition to these benefits, government31 taxes and subsidies for petroleum pro• ducts result in losses in economic efficiency through the misallocation of resources. How do the benefits compare with these losses? Are revenues raised in a manner that minimizes economic waste? Do the subsidies achieve equity or other social benefits at minimum cost?

Border areas, is one of affected area on COVID_19 this present. Many of people cn not go out as usually, adding almost each country has to implement their territorial limitation (lockdown policy) to minimalize this virus spreading. One of Malaysia State, where very close and get direct border with Indonesia. This research took place at Sanggau District, Entikong, Gun Tembawang Village.The research approach used is qualitative, using data collection methods in the form of interviews, observations, and documentation supported by interviews with the theoretical approach to the negative and positive aspects on policy implementation. Research results, The results stated that the lockdown activities of Malaysia which were affected by the corona virus outbreak needed to be carried out in an effort to minimize the spread of the virus outbreak. Although of course it has a negative impact on the country's economic structure, social issues and other sector. In implementing this lockdown, there is a need for cooperation between the government and the community as well as an agreement with neighboring countries in terms of the mobility of residents closest to each other's territory on exemptions in order to realize social welfare and public health without limiting the origin of the state, religion, community and profession. Especially in border areas where mobility and kinship ties have always been closer than in other regions. Keywords: Border area, lockdown policy, covid_19

THE 1950s WERE A WONDERFUL DECADE FOR APPLIED SOCIAL science: for the belief that reason addressed to economic and social problems can improve the human condition. Compare the 1950s with the 1930s and ask how much of the improvement was due to Keynes and Beveridge. It is inevitable that a generation of debunkers should follow whose answer would be ‘not much’. But that would have seemed a strange conclusion in the 1950s; and the view of the 1950s was surely right. We had full employment in place of 10 per cent unemployment in the 1920s and nearly 15 per cent in the 1930s; and after the first years of post-war reconstruction, it was reasonable to attribute this to Keynesian demand management. We had a safety net through which relatively few fell into poverty; and this was Beveridge's social security and the welfare state.

Recently, university commercialization has drawn growing attention to the role of the university as one of the drivers to local economic growth. Majority universities and other research institutes in Malaysia has established Technology Transfer Offices (TTO) to give support and guidance to the researchers in the bid to commercialize Research and Development (R&D) activities. The issues that are faced by current researchers are progressing and adapting to the role of developing and commercialising products while having lack of business acumen that hinders success in commercialization among the researchers. The objective of this study is to create a research model for commercialization study in universities and developing questionnaire to assess the issue in a holistic view. This study reviews the role of TTO, lists of incentives from the government to the researchers and factors that impedes the researchers’ output to the commercial bench. Contextual factor, Process factors and Organizational factors lead to the successful commercialization in the research institutes. A research model for impediment in commercialization is created and questionnaire for TTO and survey for researchers, are developed to investigate on the impediment factors that hinder success in the research commercialization among universities. The in-house developed instruments are modified based on massive literatures on commercialization to stimulate strategies and improvement of units from Planning to Execution role in the TTO. On another hand, researchers in the university will be able to plan and execute their research that will deliver scientific, technological, cultural and economic developments in addressing industrial, culture and social issues.

The paper discusses the issues of social projects development to meet the citizens’ needs or to resolve certain social problems by changing the social situation. The reason for designing social projects is responding to the challenges with conflicting, multi-vector development trends or those to be adequately addressed. Social projects demonstrate their specifics. In this context, the principal expert in their assessment is not the government or the project contractor but the society. In modern realia, it is critical to build a strong social state which can not be achieved through the government’s policies alone, however the combined efforts and close cooperation between the community and the state contributes to the desired effect. evidence revealed that such partnerships have gained great significance, although it is argued that there is a need to clearly demarcate the roles of each of the parties. An appropriate information platform was created in Ukraine that optimizes the process of selecting the best projects and accessing the results after their testing. Social projects have a large variety of forms, dimensions, sources of funding and terms of execution. The issue of project feasibility remains paramount. The key criteria to evaluate the social project implementation expediency are the following: harmonization of project proposals, business goals and the overall government strategic development plan; identifying the significance of the project results for the government; specification of the social project capability to adapt for most regions of the country; social project effectiveness. Social projects have become an essential element within the social protection framework, since modern society have no more expectations as to the government assistance, but ultimately seek to search for their own tools to resolve social issues through developing social projects and programs, attracting investment, etc.
