Based on the analysis of the current situatim with gas supply in the Republic of Tuva (low gas supply to the population, lask of gas based heat generation), the article duscusses possible ways to solve the problem of gas supply to cites, towns and rural settlements of the republic in line with current trends in the development of gasification processes in the regions of Russia. The gas requirements of all categories of consumers: the population, heat generation enterprises, social and household spheres in the region are estimated. The prospects for gas supply in the centext of solving envitonmentae problems are to reduce air pollution in cities and towns. The directions of solving the problem of gasification of Tuva in the long term are substantiated, also considered option for transferring the economy of republic to the main gas supply, construction of an oil product pipeline are considered. The following effective ways to increase the level of gasification in Tuva are identified: the realization of the potential for gas production from coal deposits, the use of thermal energy from an underground fire and the development of autonomous gasification, which can be carried out during stage I of gasification. At the second stage, it is possible to transfer the economy and social sphere to the main gas supply though the construction of Tuva gas pipeline or the oil product pipeline.

Based on the analysis of the current situation with gas supply in the region (low gas supply of the population, lack of thermal generation based on gas), possible ways of solving the problem of providing gas for housing, industrial and communal facilities in the Republic of Tuva are being considered. The results of a study of the possibilities of using liquefied hydrocarbon gas, gas extracted from coal mining in the Ulug-Khem basin, gas from the underground fire of the Erbeksky coal deposit are presented. The needs for gas of all categories of consumers are estimated: the population, thermal generation enterprises, social and household spheres in the region. Prospects for gas supply are set out in connection with the solution of environmental problems: the reduction of air pollution in cities and towns. The directions of the solution of the problem of gasification of Tuva in the long-term prospect are substantiated, options for transferring the economy of the republic to the main gas supply, construction of the oil product pipeline are considered.

The territorial image is formed both purposefully by the subjects of image-making, and spontaneously-based on the influence of information content published in various media. The purpose of the research is to analyze the image of the Republic of Mordovia in the information space of the Volga Federal district. The image of the territory formed by external target audiences by means of news materials is studied using the method of case study and content analysis of publications: “Volga news”, “Federal Press” news of the PFD, “Pravda PFD”. The authors conclude that modern reality is perceived through the prism of the information field created by mass media. The media creates images filled with certain data, facts, colored by emotions, on the basis of which representations, opinions, judgments, and assessments are subsequently formed. The media play a significant role in shaping the territorial image, especially for external target audiences who are not familiar with the region and do not have their own assessment knowledge and experience. Most of the information content about the Republic in the studied media is related to the main thematic blocks: politics, economy, social sphere, culture (art, sports). Moreover, if in the publications “Volga news” and “Pravda PFD” mention of the region prevails in the economic block, then in the publications “Federal Press” and “Nezavisimaya Gazeta” - in the political one. The Volga news publication significantly dominates the rest in terms of the number of publications about Mordovia. The content of publications is mostly positive and neutral related to the issues of economic development of the territory and the preparation and holding of the world football championship. Pravda PFD mentions the Republic in the context of news from neighboring territories, most of the publications date back to 2018, but here the context is related to the Republic's positions among the regions of the PFD in various ratings. The publication “Federal-Press” forms a generally reflective image of the territory, focusing on the negative aspects of regional life. “Nezavisimaya Gazeta”, giving priority to political news, maintains a neutral and reflective context of publications, paying attention to the key problems of the territory. Thus, the desired image of the region is counter-dictated to the image broadcast by the media through various information channels, so it is necessary to constantly monitor the information space and timely correction of the broadcast materials.

Subject. This article discusses the role of social infrastructure in the national economy and analyzes the relationship between the notions of Infrastructure, Service Industry and Non-Productive Sphere. Objectives. The article aims to outline a methodology for development of the social infrastructure of Russia's regions. Methods. For the study, we used the methods of statistical and comparative analyses. The Republic of Crimea and Rostov Oblast's social infrastructure development was considered as a case study. Results. The article finds that the level of social infrastructure is determined by a number of internal and external factors. By analyzing and assessing such factors, it is possible to develop promising areas for the social sphere advancement. Conclusions. Assessment and analysis of internal factors largely determined by the region's characteristics, as well as a comprehensive consideration of the impact of external factors will help ensure the competitiveness of the region's economy.

In this work the analysis on description of rural settlements boundaries of the Republic of Bashkortostan, based on the experience of other sub-federal units of Russian Federation was made. A range of weak points in collected input data was defined. In total, of 54 municipal districts of the Republic of Bashkortostan (818 rural settlements), 44 districts showed nonconformity of feed data details to regulatory requirements. And the main reason for this is a low quality of input materials such as base maps at scale 1

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

The current state of agricultural land reclamation in the Republic of Sakha (Yakutia), its role in agricultural production of the republic, taking into account the impact of climate change on irrigation facilities, is considered. It has been established that at present in the sphere of public administration in the field of land reclamation in the republic there are estuary irrigation systems, drainage systems and agricultural water supply facilities, as well as group water pipelines for water supply of rural settlements and irrigation of agricultural land.

The paper deals with the problem of water pollution in the Republic of Sakha (Yakutia). Considerable water resources are concentrated on the territory of this subject of the Russian Federation. However, providing the population with high-quality drinking water is one of the main regional problems. Water sources are negatively affected by industrial enter-prises. Natural and climatic features of Yakutia also play a significant role. As a result, there is a negative impact of water consumption on human health, pri-marily children’s health. The author of the paper analyzes how this problem manifests itself in urban and rural settlements. It is concluded that ensuring water security is an important component of the security of Yakutia and the national security of Rus-sia. Solving this problem requires an integrated ap-proach and comprehensive research.

Вместе с тем, автор обозначил направления развития муниципально-частного партнерства в Республике Башкортостан на базе совершенствования нормативно-правовой базы и развития институциональной среды. In the article, the author reveals promising areas of partnership between the public and private sectors on the basis of attracting additional funding in the social sector, where private business was absent or participated to a minimum degree. At the same time, the author outlined the directions of development of municipal-private partnership in the Republic of Bashkortostan on the basis of improving the legal framework and the development of the institutional environment.
