В статье автор раскрывает перспективные направления партнерства между государственным и частным секторами на основе привлечения дополнительного финансирования в отрасли социальной сферы, где частный бизнес отсутствовал или принимал участие в минимальной степени. Вместе с тем, автор обозначил направления развития муниципально-частного партнерства в Республике Башкортостан на базе совершенствования нормативно-правовой базы и развития институциональной среды. In the article, the author reveals promising areas of partnership between the public and private sectors on the basis of attracting additional funding in the social sector, where private business was absent or participated to a minimum degree. At the same time, the author outlined the directions of development of municipal-private partnership in the Republic of Bashkortostan on the basis of improving the legal framework and the development of the institutional environment.

The article examines the essence of social policy in the field of support in the context of a pandemic. The analysis of the situation in the social sphere and its structural components in the Republic of Uzbekistan in the context of the pandemic is given. It is proposed to improve the legislative framework for improving social protection and living standards of the country's population, as well as to modernize the system of state guarantees in the social sphere.

The article maintains the idea that regional development and the growth of its competitive power in the conditions of a new economic system evolving in Russia requires the creation of an adaptive and regulated infrastructural system. The competitive power of a separate region is currently defined by a well-organized infrastructure system corresponding to the existing conditions. Therefore, the article offers the author’ concept of the regional mechanism of competitiveness based on the infrastructural development that can be applied regionally. The tools for its implementation are also identified. The findings of the research suggest that public and private partnership performs as an efficient tool of regional infrastructural development, whereas infrastructure itself has a significant impact on the competitive power and innovative potential of the region. The author presents the stages of the infrastructural project development. The analysis of the legal acts regulating the public and private partnership in Russia and the Republic of Crimea shows that the mechanism of public and private partnership remains to be a comparatively new phenomenon for Russia, whereas in the Republic of Crimea the legal framework is still being developed. The author proposes the mechanism of public and private partnership as a means of the implementation of major socially oriented projects by means of mutual efforts of governmental authorities and private businesses. The advantages of such public and private partnership projects are defined for both parties – the state and private investors. Public and private partnership allows expanding into new market segments, developing various economic sectors and implementing innovations, providing the competitive power of the region, improving the corporate social responsibility of businesses and thus this type of cooperation contributes to the reduction of social tensions in the region and a better life quality.

Subject. This article discusses the role of social infrastructure in the national economy and analyzes the relationship between the notions of Infrastructure, Service Industry and Non-Productive Sphere. Objectives. The article aims to outline a methodology for development of the social infrastructure of Russia's regions. Methods. For the study, we used the methods of statistical and comparative analyses. The Republic of Crimea and Rostov Oblast's social infrastructure development was considered as a case study. Results. The article finds that the level of social infrastructure is determined by a number of internal and external factors. By analyzing and assessing such factors, it is possible to develop promising areas for the social sphere advancement. Conclusions. Assessment and analysis of internal factors largely determined by the region's characteristics, as well as a comprehensive consideration of the impact of external factors will help ensure the competitiveness of the region's economy.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

AbstractThis study of the performance of state-owned enterprises in Serbia has shown that the state has great difficulties managing the enterprises that are in its portfolio and under its control. The adaptation of state-owned enterprises to exogenous shocks unfolds at a slow pace and is faced with many problems. The institutional environment for the strategic restructuring of the state sector is not in the service of strengthening the efficiency of its business operation. The study has shown that the economic performance of state-owned enterprises exerts a direct influence on economic growth, the budget, government balance sheets, and debt. While the “healthy” enterprises (the ones conducting their business successfully) are valuable state-owned property, enterprises with a loss or over indebted enterprises are obligations which demand intervention through the injection of additional capital or through other forms of help from the state. The main goal of restructuring state-owned enterprises is to improve responsibility and efficiency. The array of measures for improving efficiency ranges from modifications of the legal framework and corporate governance of socially owned enterprises (including corporatization and separation of activities) to the sale of property to the private sector or complete privatization. Reforms are aimed at improving the transparency and responsibility of state-owned enterprises, not just for the purpose of efficiency, but also for the purpose of harmonization with the ethical and deontological requirements.

On the way to higher education In recent years, under the leadership of the President Shavkat Miromonovich Mirziyoyev, great changes have taken place in the higher education system, as well as in all areas. Consequently, the confidence of our people in this field is strengthening, and the desire of youngsters for higher education is growing from year to year. The Presidential Decree "On approval of the Concept of development of the higher education system of the Republic of Uzbekistan until 2030" states important tasks such as ‘’raising the content of higher education to a qualitatively new level, the establishment of a system of training highly qualified personnel who can make a worthy contribution to the sustainable development of the social sphere and the economy, find their place in the labor market’’.

The expansion of the borders of the Far Eastern Federal District due to the inclusion of the Trans-Baikal Territory and the Republic of Buryatia in its composition actualizes the problem of inequality of regions (primarily in the social sphere), which in the new boundaries of the macroregion has significantly increased and has acquired a «supernormal» character. It has been established that the lag of the «new» Far Eastern subjects in the level of social development is accompanied by an increase in negative phenomena in the social sphere. The necessity of implementing a set of measures to form a «corridor of opportunities» that regions can use, including within the framework of interregional interaction within the Far Eastern Federal District, has been substantiated

One of the key tasks at the current stage of development of the Russian society and its regional communities lies on only in modification of labor capital for increasing its quantitative and qualitative parameters, but also in improving the quality of social and labor environment, which prompts more effective implementation of the available labor capital and rise in labor productivity. The development of the system of moral encouragement of personnel is viewed as the condition for improving the social and labor environment of the company and the criterion satisfaction with the work life. The subject of this research is the system of moral encouragement of personnel as the mechanism for improving the labor efficiency and mitigating conflict manifestations in the sphere of social and labor relations. The empirical analysis is based on the state statistical data, as well as the sociological survey conducted by the Sector of Socio-Political Research of the Institute for Social and Economic Research of Ufa Federal Research Center of the Russian Academy of Sciences in 2021 in the Republic of Bashkortostan. The article also employs secondary data analysis. The author substantiates the need for implementation in the companies of the Republic of Bashkortostan of the flexible system of moral encouragement based on the principle of “social cafeteria” and differentiated mechanisms considering the social characteristics of employees (men, women, and employees with family responsibilities). It is revealed that the clash of career and family is one of the most relevant spheres of the emergence of tension and conflict in modern labor collectives regardless of the field of employment. Description is given to the relevant measures of moral encouragement of personnel, which imply the broadening of options to combine work with family and parenting responsibilities.

The article shows the importance of using the public-private partnership mechanism for the development of the social sphere of the village. Review of PPP implementation by countries G20 showed different legal approaches in PPP implementation, parallel use and concessions, and agreements, application of guaranteed minimum income and risk sharing among participants, use of different PPP support measures. The presented results of the questionnaire indicate the largest use of PPPs in housing and communal services — 272 projects (81.68 %), which is due to the high degree of wear and tear in water and heat supply, in education — 22 projects (6.61 %), mainly the construction of preschool institutions, school repairs, in the field of sports and tourism 14 projects (4.2 %) — the construction of sports grounds and stadiums, sports centers, 10 projects (3 %). Public-private partnership projects in the social sphere of rural areas are less marginal, their financing is associated with significant difficulties due to the heterogeneity of demand, the difficulty of forecasting consumer demand and assessing social effect. The development of public-private partnerships is constrained by the lack of necessary budget funds to ensure the minimum guaranteed income of a private partner, the duration and complexity of maintaining procedures.
