Environmental protection is one of the major challenges of the modern world. Different situation can we observe in Poland. Document which sets out the aims and objectives to achieve in this area is the National Environmental Policy. The article presents what the main goals of this policy are and shows the sources of its funding. A detailed analysis of the financing of environmental policy with the aid of the European Union was carried out. Studies have shown too little spending on environmental protection so that they can be fully realized records of the National Environmental Policy.

The use of dogmatic-legal, empirical and linguistic semantics methodology is focused on sharing for better understanding of the law. Therefore, views on European jurisprudence have been presented in the paper. Without a doubt, the law-making nature of European Union law takes into account the field of environmental protection. Articles in law define the tasks that are important from the point of view of European legislation. The written nature of these determinants of the reasoning of the possibilities of environmental protection plays an important role in the interpretation of environmental law.

W artykule zostało omówione podejście partii eurosceptycznych, których członkowie zasiadają w Parlamencie Europejskim VIII kadencji, do kwestii polityki zagranicznej, a także ich wizja miejsca Unii w nowym układzie międzynarodowym. Autor prezentuje elementy łączące te ugrupowania stosunek do USA, Rosji, NATO, imigracji oraz obszary, które według nich mogłyby nadal być realizowane w ramach ogólnoeuropejskiej współpracy polityka współpracy rozwojowej, polityka klimatyczna. Na koniec została zaprezentowana wizja „eurosceptycznej tożsamości europejskiej”, która może stanowić podstawę do szukania roli, którą mniej lub bardziej zjednoczona Europa mogłaby odgrywać w nowym ładzie międzynarodowym w przypadku wzrastającego poparcia społecznego dla ugrupowań eurosceptycznych.The role of the European Union in the international arena by the Eurosceptic parties: A new dimension of the community?A Eurosceptical attitude towards EU foreign affairs and an EU position in a new international order is presented in the paper. The author concentrates on Eurosceptic parties whose members are sitting in the European Parliament 8th term. Elements which are common for these politicians are described the attitude toward US, Russia, NATO and immigration. Activities which, in the opinion of the Eurosceptic MEP, could be conducted in the framework of the European cooperation are identified development assistance, environmental policy. At the end we are presented with a “Eurosceptical European identity”, which could be a basis for the international activity of the more or less integrated Europe.

Environmental protection policy is a multi-faceted issue which interests researchers in different branches of knowledge. The implementation of solutions of the environmental protection may take different forms among which are legal instruments. One of those legal instruments is the environmental protection policy. The aim of this article is to analyse this policy and to evaluate its functioning in the Republic of Poland as one of the public policies. Furthermore, a crucial part of this article is to define the environmental protection policy, national environmental policy and its legal bases. What is more, the article will present the analysis of purposes, directions and areas included in the Polish National Environmental Policy - 2030. To make this analysis complete it is required to indicate symptoms of the sustainable development in the environmental protection policy. As a main tool of consideration, the dogmatic-legal method, has been used. The analysis of the main topic consists of legal acts and literature on the subject (containing Polish and foreign scientific publications).

The principle of subsidiarity is a fundamental principle of the European Union. It has first been introduced in the field of environmental policy by the Single European Act in 1987 and extended to all fields of shared competencies by the Maastricht treaty in 1992. Since then much has been done to operationalize the principle, and subsidiarity has received increasing attention by the Union’s institutions and Member States. The following contribution provides a brief appraisal of the role of the principle and of how it has influenced environmental legislation, so far.

Many environmental and naturalresource problems, which have been solved indeveloped countries with the use of appropriateinstruments, are becoming increasingly common indeveloping countries. Due to poverty, theefficiency of conceiving environmental policiesand minimizing costs, are inherent issues of thesecountries. The aim of this paper is to highlight theimportance of environmental taxes in developingcountries, as environmental taxes are aninstrument of environmental policy that conveneswith the level of their development. Most countriestoday pay great attention to environmental taxes.However, in the tax systems of developingcountries, their significance is neglected. Weanalyzed 12 developing countries, which aremembers of the European Union, with thetendency to point out the benefits they could havefrom environmental taxes. A regression analysiswas applied on the data series for the period 2001-2016. The results of the model show that thegrowth of tax revenues from ecological taxesimplicitly increases the state allocation in the fieldof environmental protection.
