Sustainable Economic Development of the Russian Federation and Its Federal Districts

The technique for assessing sustainability of regional economic development based on applying diagnostics of system sustainability failure is used to explore dynamics of economic development of the Russian Federation and federal districts. The degree of development sustainability is assessed by dispersion of economic growth rates. The author’s findings reveal the increasing lack of sustainability in the development of the Russian economy as for the period of 2011–2013, which means that a new economic crisis may happen. Differences in the economic development of the federal districts in the period of 2008–2012 are observed. During the 2011–2012 period the Central, Northwest, Southern, North Caucasus, Volga, Urals and Siberian federal districts showed sustainable economic development. The economic development of the Far Eastern federal district showed the lack of sustainability and recessionary production decline.

The paper outlines current issues related to the changes planned by the Ministry of Economic Development of the Russian Federation in the strategy of economic growth, as well as the reform of state programs that directly affect the production of complex technical systems. Besides, it proposes controlling tasks of research structures that require an administrative basis, along with previously adopted decisions on the digitalization of management and its elements.

The article presents an analysis of the dynamics of the population of the priority geostrategic territories of the Russian Federation. They are highlighted in the "Strategy for the Spatial Development of the Russian Federation until 2025" as territories that are of particular importance for the development of the country as a whole and are distinguished at the same time by special life conditions and the functioning of the economy due to their geographical location. Population dynamics for such territories is both a factor determining socio-economic development and an indicator of the effectiveness of this development. The components of the population dynamics - natural growth and migration flows - are of particular importance. The article describes all four groups of priority geostrategic territories of Russia - isolated from the main territory of the country (exclaves), located in the North Caucasus and the Far East, in the Arctic zone of the Russian Federation. For each group, trends in population dynamics have been identified since the 2010 census, taking into account the components of natural growth and migration. The multidirectional aspect of the main demographic processes in the priority geostrategic territories of the country is revealed - natural growth is combined with the migration outflow of the population, and the migration inflow - with natural decline. At the same time, in the exclave and North Caucasian territories, the population is growing, and in the Far Eastern and Arctic territories it is decreasing. The features of both groups of priority geostrategic territories in comparison with Russia as a whole and of individual constituent entities of the Russian Federation and municipalities within groups of territories are shown. The latter became possible due to the use of the database "Municipal Russia", that summarises demographic statistics for all urban districts and municipal areas of the country, including those located in priority geostrategic territories. As a result of the analysis of the population dynamics, directions have been identified that can lead to an improvement in the demographic situation in the priority geostrategic territories of the country, and, accordingly, will contribute to the socio-economic development of not only these territories, but the entire Russian Federation

Subject. The article investigates a Russian approach to ensuring economic growth. Objectives. The aim is to identify the basis of the Russian approach to ensuring economic growth. Methods. The study rests on the systems approach, using the methods of statistical, neural network, and cluster analysis. Results. The paper defines the structural importance of exports of goods and services, and changes in inventories. It highlights significant links with public consumption expenditures. The Russian approach to ensuring economic growth comes down to devaluation of the national currencyб resulting from the loss of the real inflationary potential of economic growth to maintain the volume of exports of goods and services in the context of maintaining public consumption expenditures. The increase in M2 forces the Central Bank of the Russian Federation to increase its foreign exchange reserves. This has a restraining effect on the growth of Russian Ruble’s monetary exchange rate. This phenomenon causes a drop in the Russian federal loan bond (OFZ) index and a replacement of strategic priorities with tactical ones. Conclusions. The basis of the Russian approach to ensuring economic growth is a reflection of the limits of the Russian economy development and the effectiveness of the Government of the Russian Federation.

Macroeconomic dynamics is in the focus of attention of the scientific community due to the fact that it characterizes the key trends in the development of the national economy. The basic indicator in the system of national accounts is the gross domestic product (GDP), which in general form is the aggregate value of all goods and services produced within the national economy. GDP is widely used in the analysis of economic growth trends. Economic growth, creating conditions for it – the most important goal of economic development, both within the framework of ensuring the economic security of the entire national economy and at the level of an individual enterprise. Nowadays, economic development is characterized by an accelerated rate of scientific and technological progress: new technologies and approaches are being created that have higher efficiency. From a microeconomic point of view, the main factors of production are labor, capital and information. Fixed capital investments (buildings, structures, machinery and equipment) are a key instrument for renewing fixed assets. Investment activity is the process of renewing the capital of an enterprise as a result of modernizing its technical and technological base, which ensures its economic security. Investments, along with government spending, are key drivers of economic growth. As a result, we can confidently assert the high importance of investment activities, both throughout the country and at the level of individual economic entities, as well as their economic independence. The paper shows the ways to intensify economic growth and intensify investment activities in order to ensure the economic security of the Russian Federation.

Significance. Analysis of literary sources indicates the need and importance of preventive work among minors on adherence to healthy lifestyle, which is one of the fundamental factors for preventing pregnancy in children under 18. This work has a number of features and involves cooperation between many specialists, while organization of this work in healthcare facilities is rather tricky due to legislation and requires appropriate competencies of the doctor and challenges his or her professional performance. Preventing pregnancies in minors requires special competencies and skills to work with minors and their families and is a criterion for care organization in the subject of the Russian Federation. The purpose of the study is to analyze dynamics in abortions among minors in the Russian Federation in 2015-2019. Material and methods. The analysis included data from literature sources (n=101 for the last 5 years, including 13 sources included in the reference list). The study analyzed statistical indicators for 2015-2019 from collections of the Department of Health Monitoring, Analysis and Strategic Development of the Ministry of Health of the Russian Federation and "Basic indicators of maternal and child health, performance of Mother and Child services in the Russian Federation of the Federal Research Institute for Health Organization and Informatics of the Ministry of Health of the Russian Federation. The growth/decline rates of indicators were calculated. Results. Analysis of the dynamics in abortions among minors in 2015-2019 showed that the lowest rates were registered in the North Caucasus and Southern Federal Districts, while the highest ones - in the Far Eastern, Siberian and Northwestern Federal Districts. The Sakhalin, Magadan and Amur regions lead in high rates of abortions among minors. Conclusion. Prevention of abortions in minors calls for a comprehensive doctor’s work aimed at preventing pregnancy and an integrated approach in medical organizations. Therefore, the abortion rate in minors should be considered as a criterion for organizing preventive work in healthcare facilities when providing medical care in outpatient settings.

The paper proposes an approach to the assessment of the financial potential of a region of the Russian Federation on the basis of an economic model including system-processing approach. The article examines the role of regional finance in modern conditions as an important tool to influence the process of maintaining economic growth. The financial capacity may be a fundamental tool in the management of social and economic development of regions, is an indicator of the actual state for the purpose of monitoring and make effective management decisions. The result of the study is to determine the most effective model of assessment of the financial potential of a region in order to ensure sustainable economic development. The article is devoted to the development of a model for assessing the financial potential of the region and the study of its elements. It is proposed to revise the elements that make up the financial potential. The author's interpretation of the conceptual bases of the study presupposes a significant expansion of the boundaries of the financial potential, which determines the systemic and complex research approaches. The authors identified the subjects of the economy that affect the formation and regulation of financial capacity.

However, funding is one-sided. In this connection, the necessity of creation of the state franchise system is justified. A sequence of implementation and the effects of state franchise system on the Russian economy is considered.
