Collaboration between the hotel industry business entities and industry-specific higher education institutions as a contributor to improved competitiveness of graduates

With the hotel industry developing through a replanning and a redesign of existing hotels, a construction of new hotels, a development and promotion of the high-profile hotel sector, an increase in the hotel room capacity, and creating new jobs in the sector, the demand for tourism- and hospitality-related professions sees a rapid and significant growth. A vast majority of employers frequently face qualified personnel shortages, thus, the quality of specialist knowledge and skills as demonstrated by graduates is coming to the forth. The most urgent issue to be deal with at the current stage of the establishment and reformation of industry-specific higher education is the process of a comprehensive adaptation of the skills and competences that students acquire as part professional education to the demands and requirements of today’s labour market. The article covers different approaches to the definition of “competitiveness on graduation”, considers the key criteria of a graduate’s competitiveness evaluation, and substantiates the need for a more synergetic and productive collaboration between industry-specific HE institutions and the hotel-industry professional community in developing and implementing personnel training. The author identifies the best theoretical and practical aspects of the collaboration, which must significantly contribute to graduates’ competitiveness in the sphere of hospitality.

Training future specialist to professional activity is one of the main tasks of higher and professional education. Pedagogical modeling of professional activity is used to determine the content of quantitative and qualitative information, which is necessary for modern researchers to further work, and also directs them to the prospects of career growth. The purpose of the article is to analyse the content of the process of pedagogical projecting of the model of the future specialist. The author established requirements for the training of qualified personnel determine the necessary competences which specialist has to master, his professionally important qualities, necessary in future activity, and also carry out the goal setting of the training process, acquiring the necessary knowledge and skills. It is identified that the competence of future specialists is a set of their competencies, which in turn are classified into key required, without exception to all graduates and professional, appropriate to the particular specialty. The article reveals the content of constructing a model of the future specialist which allows to solve such problems: a description of the specialist's work in the course of its professional activities; identifying inconsistencies between the content of training and specific professional activities of specialists. Requirements are defined as quality standards to the training of future qualified personnel. The list of basic competencies of the future specialist has been set which include: general cultural, methodological, professionally-oriented. The model of the specialist personality is characterized. Disclosed the content of the process modeling of learning outcomes and the algorithm of its development is determined. The definition of the concept «pedagogical design» was offered to reveal the principles and forms of pedagogical design. It is established that pedagogical design is one of the most common types of research. It is considered as an alternative to the classroom system in educational institutions. Project technology should be used as a supplement to other forms of direct or indirect learning as a means of accelerated professional growth of the individual.

In the XXI century, the tourism and hospitality industry has become one of the most dynamic sectors of the world economy. The need to train qualified personnel for this sphere has prompted many Russian universities to start training students in service and tourism-related fields of study. The article summarizes twenty years of experience of Ural Federal University tourism department in improving the educational program “Tourism” in terms of interaction with the professional community. Attention is paid to unique programs of additional education and advanced training for specialists in the field, and the areas of analytical, expert activities, and consulting are considered. Particular emphasis is placed on the importance of interaction with graduates of the department, whose career achievements in tourism and hospitality in no small measure contributed to the promotion of UrFU in the subject ranking QS Hospitality & Leisure Management.

The definition of abilities and their correct development act as one of the most important pedagogical tasks that require special attention, solution, approach, especially during the period of changes in the content of the educational process connected with its reform. According to the author, to update educational approaches related to improving the effectiveness of the educational process, it is necessary to pay attention to the development of author’s training programs. They will control planned and systematic activities of all participants in the educational process, regardless of the form of its organization. The article considers the main provisions of the author’s program that contribute to the development of the artistic abilities of schoolchildren in the conditions of modernization and reform of modern Russian education, including the changes caused by COVID 19. The author’s program is designed to expand the content of the concept of the continuity of secondary vocational and higher education. Its structure includes content components of general education and training of future designers and teachers of technology and design in multilevel professional education as potential directions for its development in the context of global challenges.

Introduction. Training highly qualified personnel has long been in the focus of attention of research and teaching communities. Building methodological culture among postgraduate students, or future researching teachers, is one of their important tasks. The purpose of this study is to identify the presence of methodological culture among first-year postgraduates. Methodological culture is the ability to identify problems of higher education science. Materials and methods. Didactic testing and observation were used to perform the research. Problem ranking in higher education science made it possible to identify the priority areas for postgraduate students to solve professional and educational problems. Results. A range of problems, which are, in the opinion of postgraduate students, relevant to higher education science, was identified. Problem ranking was performed, and preferences of postgraduate students (choices that underlie solutions) were revealed: teacher’s professional skills, quality of education, career guidance, choosing a career, and personal development of students. The analysis of problems can serve as the basis for enhancing the system of training highly qualified personnel. Conclusions. Some of the problems represented organizational difficulties which were subjective by nature. The problems were relevant for postgraduate students only, they had nothing to do with research. However, the emphasis on the above-mentioned difficulties revealed insufficient psychological and pedagogical training of future researching teachers, and it can be explained by their professional focus on civil engineering. Their training can be improved by updating the content of academic disciplines, included into principal professional education programs, and launching special courses compiled at the request of postgraduate students to satisfy their educational needs. It is noteworthy that individualization of training and tutoring, which are relevant both for postgraduate students and the education science, needs the efforts of the faculty, the university management team, and researchers in charge of new education practices.

Purpose – This paper aims to investigate the existence of a relationship between tourism and hotel industry labour market determinants and the number of graduates in the sector in Croatia. Although, the expansion of Croatian tourism and hotel industry in recent years resulted in a growing number of higher education institutions in those sectors, the internationalization of study programmes and their redesigning to better meet the labour market is needed. Furthermore, there is a necessity of labour market features improving to create a motivating working environment for future employees. Design – The paper presents an explorative analysis designed to analyse Croatian tourism and hotel industry labour market and the number of higher education graduates in those sectors. Methodology – In investigating whether or not, and in what extend the number of tourism and hospitality graduates is affected by the sectors key development determinants and labour market features, the neural networks and the multiple regression methodology were used. Findings – The results showed that, although there is a relationship between the selected variables, the research hypothesis cannot be confirmed. In future, more efforts should be addressed in filling the gap, both in theory and practice. The originality of the research – The paper presents a new approach in modelling tourism-based issues combining alternative methods with traditional ones.

Starting from 2020 to the present day, because of the COVID-19 pandemic in the sphere of tourism and hotel industry, as well as in related areas, there has been a decline or even complete cessation of activity, as a result of which a significant number of enterprises have become bankrupt or in crisis. So there is a need to find such a way of development of the spheres of tourism and hospitality, which would provide an opportunity not only to preserve these areas, but also to provide, after leaving the pandemic, the conditions for their further development in such a manner that as many as possible business entities are involved in their activities. It is also necessary to take into account the demand of people – potential recreants (tourists and vacationers), which should be satisfied, despite the pandemic, because during isolation and restrictions in movement and communication with nature, a depressed and painful state occurs, which leads to a deterioration in efficiency and a decrease in the number of able-bodied personnel. As an instrument to overcome the existing crisis, it is proposed to create campsites with the involvement of all stakeholders from enterprises in the sphere of tourism, hotel and other industries. Such an approach makes it possible to work during a pandemic due to the lack of crowding in one place. At the same time, thanks to the differentiated approach when creating campsites, it is possible to satisfy the maximum possible range of demand from potential tourists and vacationers by creating conditions of stay that are different in comfort. As for the possibility of working not only during a pandemic, but also after its completion, camping is best suited for this, since when it is created, a stable entrepreneurial managed structure is formed – a territorial recreational system that becomes the core for the further development of tourism, hotel industry and other areas directly or indirectly related to their activities.

The object of research is the processes of development of the hotel industry, as one of the most important elements of the tourist infrastructure of the regions. Let’s consider these processes using the example of the regions of Ukraine. One of the most problematic areas for the development of the hotel industry in the regions of Ukraine is the quality of hotel services and the condition of hotel rooms, which often do not meet international standards and norms. The number of business entities in the hotel business in Ukraine, in comparison with European countries, is also insignificant and during the period of large-scale events in the regions does not meet the demand for hotel services. In the work, research methods were used, which made it possible to determine the problem areas of the development of the hotel industry in the regions of Ukraine and propose ways to solve them. For example, to determine the content of the definition of «quality of hotel services», let’s use the method of generalization and systematization, to analyze the state and development of the hotel industry in the regions of Ukraine, let’s use the analytical method, etc. In the course of the study, a platform for the development of the hotel industry at the regional level was developed, taking into account the trends in the regional development of the hotel industry. This is due to the fact that the proposed process approach to the development of the studied processes has a number of advantages, in particular, the proposed software platform for the development of the hotel industry at the regional level provides for the choice of regional strategies for the development of the processes under study, taking into account the regional characteristics of the activities of hotel enterprises. Thanks to this approach, it is possible for hotel enterprises in the regions to unite into hotel or tourist clusters, hospitality associations, etc., in accordance with the presence in Ukraine of regions of leaders and regions of outsiders in the development of the hotel industry. Accordingly, the results can be useful both for the regions of Ukraine and beyond its borders, for better understanding and management in the current conditions of the pandemic.

The subject of the study is the mechanism for determining the fiscal fee forthe main transportation of hydrocarbon goods as a resource concept. The purposeof this article is to justify the nature and prospects of using, instead of currentrent, hydrocarbon fiscal-main income as a fiscal payment, which is brought intothe state budget by operators of the main hydrocarbon-transport system as business entities for their transportation of hydrocarbons and products of their processing through main pipelines appropriate to the economic requirements. Theresearch methodology is determined by a combination of methods: a) cognition:legal analysis (study of the regulatory framework for the use of rent); b) justification: abstract logical analysis (definition of the concepts of hydrocarbon fiscalmain income); c) generalization (substantiation of conclusions and proposals).Results of work. In the process of analyzing the regulatory legal acts that regulate the use of current annuity as payment to the budget for the main transportation of hydrocarbons, it was established that it is not a tax in the interpretationof PKU, since the essence does not meet the official definition of tax, does notmeet the accepted definition of the concept of rent. The accepted nature andmechanism of paying rent for the transportation of hydrogen resources and associated revenues of the state and users of the main hydrogen transport systemand the unpromising nature of its use as a fiscal payment are analyzed. Conclusions.It is proposed that the state pay for the territorial pumping of hydrocarbon resources according to our triple principle as hydrocarbon fiscal-main income, whichcorresponds to its essence, and accordingly change the mechanism for calculatingand depositing funds to treasury accounts. Since the funds come to the revenueside of the state budget, that is, inherently belong to state revenue. The creationof such a mechanism needs certain studies, justifications and government decisions. The same applies to land use, since the quality indicators of soils, wherethe laid pipelines are territorially different. In addition, there is a process ofchanging land for its intended purpose, for the property. The fee for movinghydrocarbon resources should be calculated depending on the type of transport,including pipelines, for a set of indicators: quantity and quality of goods, time,main tariffs and distance of its movement. The amount may be adjusted usingfactors officially established by the CMU. Since the pipelines are located in territorial lands, part of this fee should be transferred to the territorial local budgets.Theoretically, the economic use of trunk pipelines should be considered as a typeof economic environmental management. Therefore, this type of government revenue should be determined by a set of indicators, as well as taking into account the economic interests of business entities authorized by the CMU. Thus, theimplementation of our proposed fiscal payment is relevant, has scientific noveltyand promising practical significance, therefore, for state recognition it is proposedto include it in the Tax Code of Ukraine.
