The most important task at all stages of modern agriculture development is to increase the yield and quality of grain. Plant growth regulators can play a big role in this. The paper considers an impact of Polaris fungicide on winter wheat seeds and the use of growth regulator Melafen in winter wheat crops in Ufa region of the Republic of Bashkortostan are considered. The soil and climatic conditions of the growing season 2017-2018 years have influenced on formation of the yield and quality of winter wheat grain. Seed treatment with Polaris fungicide in combination with the crop care products provided productivity of 41.8-61.5 centner per hectare. The use of growth regulator Melafen in Ufa region of the Republic of Bashkortostan ensured an increase in crop yield up to 59.2-63.7 centner per hectare or 30.3-40.4%, depending on the processing scheme used. Determining the number of falls in the experience showed that this indicator fluctuated within 215-314 sec., which corresponds to the indicators for higher, first and second class of grain - a state of emergency more than 200 sec. In the experiment, the indicators of the nature of the grain had a value of from 671 to 758 g/l. The use of Polaris in the experiment contributed to the enhancement of the grain nature and reaching the level of the highest, 1.2 grade of grain. Due to the fact that in terms of quality group - all the options corresponded to group 2 of quality or grain of grade 3-5, the assessment of the quality of winter wheat grain shows that in the experience the quality of grain of all options corresponds to class 3.

In 2014–2019, we studied impact of various doses, methods and dates of applying of macro- and microfertilizers on seed and oil yields, oil content of sunflower variety Spartak bred in the Tambov Research Institute of Agriculture. The research was conducted in the Tambov region on typical black soils in 6-field crop rotation. We studied action of a liquid mineral fertilizer Megamix applied for beforesowing treatment of seeds and for foliar fertilizing of sunflower plants of the variety Spartak under application of N30P30K30 and N60P60K60. The scheme of a trial included variants with seeds treatment with the liquid mineral fertilizer Megamix and foliar fertilizing of sunflower plants in various phases of vegetative period, both separately and in complex with mineral fertilizers. For the first rotation (2014–2019), the highest seed and oil yields were obtained in variant five: N30P30K30 + seed treatment with Megamix (2.0 l per t), – 2.78 and 1.42 t per ha, respectively. The most effective method of microfertilizers application appeared to be before-sowing seed treatment. Variant five (N30P30K30 + seed treatment with Megamix (2.0 l per t) increased oil yield relative to control by 0.21 t per ha, and relative to variant two (only N30P30K30) – by 0.09 t per ha. The rest variants in the trial slightly exceeded control (variant one) both in seed and oil yields. We analyzed a role of traditional mineral fertilizers and liquid mineral fertilizer Megamix at cultivation of sunflower variety Spartak on typical black soil in the conditions of the Tambov region.

The article discusses the investigation’s results to study the effect of pre-sowing seed treatment with various reagents in their pure form, as well as in a mixture on the quality of spring wheat seeds of Yoldiz variety, included in the state registry for the 7th region in 2015. Before processing the seeds with various reagents, the species composition was studied, and features of the development of mycosis of spring wheat seeds were proposed ways to protect wheat from the most common diseases. Based on three-year experimental data, the high efficiency of tank mixtures, studied preparations for presowing seed treatment, was established. Field experiments to evaluate the effects of various chemicals were carried out in 2016-2018 on the experimental field of Plant Production Department of Kazan State Agrarian University. The following options were studied: 1) control - without seed treatment; 2) Kinto-Duo disinfectant - 2 liters per 1 ton of seeds; 3) albite - a natural growth stimulator based on polybeta-hydroxyl butyric acid, obtained from microorganisms; 4) ZhUSS-2 - copper-molybdenum containing chelate complex; 5) Tank mixture of the treating agent Kinto Duo + Albit, 30 g/t of seeds; 6) Tank mixture of the protectant Kinto Duo + ZhUSS-2 2 l/t. The flow rate of the working fluid is 10 t/t of seeds. Processing was carried out on a Mobitox super machine.

The research aims to establish the eff ectiveness of granular chalk use produced by «Slavuta-Calcium» Ltd. under growing Poliska–90 winter wheat variety, changing the physicochemical properties of grey forest soil and the wheat productivity. It also aims to establish optimal dosis of «Slavuta-Calcium» granular chalk as the meliorant and mineral fertilizer for grey forest soil in the system of winter wheat fertilization. In the temporary fi eld studies, various doses of nutrients N60–90–120P30–45–60K60–90–120 combined with «Slavuta–Calcium» granular chalk in a dose of Ca230–460–690 kg/ha of the active substance were studied against the background of secondary plowing of rotation products – soybean biomass that averaged 2.34 t/ha. Granular chalk is a modern complex highly eff ective meliorant with the content of Ca – 37.7 and Mg – 0.2 %, the mass fraction of carbonates (CaCO3 + MgCO3) makes at least 95 %. It is characterized by a high level of solubility when interacting with moisture in soil. It has a form of white granules, the mass fraction of 4.0–6.0 mm in size granules makes not less than 90 % and the one of 1.0 mm in size makes less than 5 %. Reactivity – 97 %. The granular chalk is advisable to apply on acidic soils, as a highly concentrated calcium-magnesium fertilizer, with the former as the dominant fertilizer, to optimize the physicochemical properties of the soil, as well as the plant nutrition system, in particular, increasing the availability of an element for assimilation by plants and as long-term ameliorants. The eff ectiveness of the use of mineral fertilizers, in particular acidic nitrogen on highly and medium acidic soils, after chemical reclamation is increased by 30–50 %, and slightly acidic by 15–20 %. The increase in productivity of crops from the combined eff ects of nutrients and chalk granulated is usually higher than when separately applied. The eff ectiveness of the integrated action of these elements is manifested in the growth of plant productivity and the quality of the resulting products, as well as the optimization of physical chemical properties and soil buff ering in the long term. In order to optimize the physicochemical properties of the arable layer of gray forest soil and the productive nutrition of agricultural crops, winter wheat, in particular, biogenic elements should be used in doses N60-90-120P30-45- 60K60-90-120 with granulated chalk «Slavuta-Calcium» in doses of Ca230-460-690 kg/ha of active substance. Granulated chalk obtained as a result of industrial grinding of solid sedimentary carbonate rocks of natural origin, subsequently under the infl uence of the granulation process of the starting material contains Ca and Mg carbonates of at least 95 %, dense granules which facilitates convenient mechanized application, as well as chalk suitable for accurate metered application on the quest map. In conditions of climate change, when temperature and precipitation fluctuations occur more and more frequently during the growing season, it is necessary to obtain high quality seedlings with "immunity" to various stress factors, including high weediness, the damage from which is associated with a decrease in yield (by 25 -35%) and with a deterioration in the quality of agricultural products. Due to the imbalance in production technology, seedlings are often weakened, overgrown, with a low yield per unit area and survival rate in the field. One of the solutions to this problem is the use of PP for pre-sowing seed treatment to increase the competitiveness of seedlings in the field.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

In order to realize the maximum potential parameters of winter wheat productivity, it is necessary, first of all, to use high-yielding varieties with optimal quality indicators of grain, as well as progressive agricultural technologies aimed at obtaining a stable crop yield. Winter wheat places high demands on its previous crops. Insufficient amount of productive moisture in the soil or its extremely low reserves affects the yield, and consequently, the quality of winter wheat grain according to unpaired predecessors. Moreover, dry autumn during the sowing period leads to its delay, which is the reason for obtaining uneven and weak seedlings. In this regard, studies have been carried out to study and assess the influence of predecessors on the agrocenosis, yield and grain quality of promising varieties of Adel, Grom, Tanya winter wheat. According to the experimental scheme, peas, corn for silage and sunflower have been identified as the preceding crops for winter wheat. Agrotechnology in experience is generally accepted for the foothill zone of the Republic of Adygea. The results of the research made it possible to identify the most optimal of the considered predecessors in the cultivation of winter wheat, capable of providing stable yields with high quality grain. Certain differences in the photosynthetic activity of the studied winter wheat varieties for different predecessors have been noted. It has been found that the leaf area of winter wheat varieties is in the range of 30,0–33,5 thousand m2/ha. The highest dry matter content in the range of 4,9–5,0 t/ha is observed in the Grom variety, and the predecessor is peas. The largest number of grains in an ear for three previous crops is 40–43 pcs / ear for peas. It also had a fairly significant effect on the weight of 1000 grains and the grain yield of winter wheat. For example, the weight of 1000 grains of the most productive Thunder variety varied from 40,1 to 41,6 gm, depending on the previous crop. According to the results of the experiments, the highest grain yield of winter wheat within the range of 5,3 t/ha has been noted for the Grom variety when cultivated for peas. The smallest grain yield in the range of 3,8–3,9 t/ha is typical for all studied varieties of winter wheat, namely, according to the cultivated predecessor – sunflower.
