Results Monitoring of Professional Orientation of Students at the Present Stage

The structure of Russian society is seriously distorted. Among all graduates of vocational education institutions, the share of University graduates is about 60%. The Russian economy will be about 75 % of the graduates of vocational education institutions with medium and low qualifications. 50 % of young specialists with higher education change their profession or qualification. This situation prompted the authors to study the problems of vocational guidance of schoolchildren. The empirical base for the study was a survey conducted in September-October 2015. The study used a systematic probability sample. Of 800 participants in the experiment in three Russian regions (Moscow, Kirov, Vologda region) was selected 152 people for interviewing. The object of the research is learning in school youth. The study focused on motivation, possible models of behavior and choice of profession. The results contribute to the understanding of the essence of motivation of choice of profession graduates of schools as a set of stable motives. Evidence shows that the motivation of the choice of the high school graduates profile of higher education or a future profession effected not by the school.

Examined is the problem of achieving the quality of education of university graduates in implementation of competence-based learning. Shown is that when assessing quality, it is necessary to focus on achieved level of compliance with requirements. The project of the higher education reform of the Ministry of Education and Science is analyzed from the standpoint of implementation of the competence-based approach in vocational education. Attention is drawn to the need to make adjustments to the formulation of competencies of graduates, and to develop real mechanisms for achievement of such by university graduates.

The article describes the basic principles of planning and development of urban and rural settlements in the Russian Federation. The authors paid special attention to the functioning of a rural settlement, which should not be considered in isolation from production, but in its composition and in connection with its main means of production - land. The paper contains a brief analysis on improving the complex infrastructure by example of Moscow and Russian regions and proposes the measures to create an effective planning and administration system for the Russian economy.

The goal of the article is to identify the main trends in the socio-demographic composition of highly qualified specialists and to determine the issues for the development of Russian society that arise from these trends. The empirical foundation for the study is a representative sample of the 27th wave of RLMS – HSE. The article shows that the group of highly qualified Russian specialists is characterized by such socio-demographic specifics of its composition as gender asymmetry with the group’s increasing feminization, escalating dominance of relatively young ages (up to 40 years), and concentration of its representatives mainly in the regional capitals. Among the other features of this group are its high heterogeneity in terms of the professional training level of its members and the enormous gaps in their income level, especially in large cities. It is demonstrated that behind all of these features is the complex intertwining of different types of inequalities, as well as an increasingly widening imbalance between the number of people with higher education and the number of workplaces for them in the economy. As a result, although the number of employment opportunities for specialists in Russia is now almost 1.5 times lower than the number of people with higher education, more than one in five of those who occupy these jobs do not have a higher education diploma. At the same time, a rapid increase in the proportion of people with higher education among the unemployed is occurring. A conclusion is drawn that structural imbalances which are demonstrated by the overproduction of people with higher education and unreasonably deep gaps in the income of specialists, as well as in the mismatch of their specializations in universities with the availability of corresponding jobs that are attractive to them, have created a “qualification pit” in relation to them, leading to deepened intergroup differentiation among specialists. This situation not only directly affects the prospects for the successful development of the Russian economy, but also requires adjustments in state social policy.

In this chapter, authors determine the necessity of reforming the higher education system, which should be aimed at training graduates who can independently coordinate their professional activity. The authors point out that this is not possible without the formation of research competence of students during their education at university. One of the main tasks of high school at the present stage of its development is not just to present students with ready-made knowledge but the ability to shape their own ability to get information, to be able to search for innovative solutions. The educational cluster as the organizational form of association of stakeholders enhances the effectiveness of the efforts of the regional system of vocational education.

The paper describes the results of the expert survey among the respondents of the Ulyanovsk region devoted to the problem of the impact of the Bologna system on the quality of higher education in Russia and the problem of employment of university graduates, which was held within the project "Investigation of the higher education system: harmonization of relations between the labor market and the market of educational services." The study involved representatives of government, higher education and business in the region. Different points of view on the reform of higher education in Russia are presented, an analytical conclusion, how the Bologna system is perceived by Russian society on an example of the region, is made. It should be noted, there was not the consensus among the government, business and higher education of the Ulyanovsk region whether the Bologna system carries the benefit of Russian society or not.

This article sets sights on highlighting the effectiveness and efficiency of higher and vocational education and training, as well as exploring ways to address and implement the current reform agenda in the field. The research was conducted on the basis of a generalizing and comparative method, to identify the problems and development of vocational and higher education. Within the framework of the conducted research the current state of vocational and higher education has been characterized; the features of online learning at leading universities and its advantages has been clarified; the prospects of introduction of continuity of education have been studied, for the development of personality abilities, taking into account changes in society in the context of improvement of the system of vocational and higher education caused by the European integration process of education; directions for the development of vocational and higher education as part of the national education system and society in general have been outlined. It is determined, that at the present stage the domestic education system should be improved and transferred to an innovative way of development in accordance with developed countries. In the near future, such modern forms of education as: distance education, dual education, continuing vocational education and others, should be improved and implemented into the educational process.

In recent years, higher educational institutions of the Baltic countries have become more and more popular among Russian youth wishing to get higher education (or take a certain course of professional training) abroad. The article, covering the period before the onset of the coronavirus epidemic, highlights the education of Russian students in universities in Latvia, Lithuania and Estonia. It is noted that a significant part of the students from the Russian Federation come from the Russian regions bordering on the Baltic states. The appendix presents the opinions of Russian students about the learning process and the quality of education received in Latvian, Lithuanian and Estonian universities.
