Today, the new conditions and opportunities for sustainable tourism development on the territory of municipalities are formed. Structural changes, involving the use of scientifically grounded approaches in the management of a tourism complex of territories, are taking place. Scientific researches, which are of key importance today, related to justification of priorities, prospects and mechanisms of tourism development, designing of tourism and recreational land use prospective plans and consolidated investment plans of the development of tourism and supporting infrastructure, creation of municipal tourism development programs. One of the main directions of such work is development of new methodological approaches and instruments that form the methodological basis of studies, their practical use and adaptation to modern conditions of social and economic development of municipal entities.

The article highlights the problems and prospects of human development, which is the basis for the long-term strategies of social and economic growth of different countries and regions at the present stage. Submitting strategies of this type provides an opportunity to focus on individual empowerment and to build a favorable environment for effective management decisions in the field of forming, maintaining, and restoring human potential. The analysis of the Vinnytsia region human potential dynamics in the regional system of social and economic development factors was carried out. Application of generalized assessment of the regional human development index components allowed the identification of the main trends that characterize the formation of human potential of the territory, including the reproduction of the population, social environment, comfort and quality of life, well-being, decent work, and education. The article emphasizes that despite some positive changes in the social and economic situation of the region and in assessing the parameters of its human development level relative to other regions of Ukraine, Vinnytsia region is now losing its human potential due to negative demographic situation and migration to other regions and countries. The main reason for such dynamics is proven to be related to the outdated structure of the region's economy, the predominance of the agricultural sector, the lack of progressive transformations in the development of high-tech fields of the economy. An important factor is the low level of urbanization of the region, which leads to the spread of less attractive working conditions and less comfortable living conditions. The key factors that cause the growth of urbanization in the region have been identified, including the significant positive impact of the transport and social infrastructure expansion, the lack of which in rural areas leads to a decrease in the level and comfort of life. Without progressive structural changes in the economy and the resettlement system, the loss of human potential will continue.

The paper proposes an approach to the assessment of the financial potential of a region of the Russian Federation on the basis of an economic model including system-processing approach. The article examines the role of regional finance in modern conditions as an important tool to influence the process of maintaining economic growth. The financial capacity may be a fundamental tool in the management of social and economic development of regions, is an indicator of the actual state for the purpose of monitoring and make effective management decisions. The result of the study is to determine the most effective model of assessment of the financial potential of a region in order to ensure sustainable economic development. The article is devoted to the development of a model for assessing the financial potential of the region and the study of its elements. It is proposed to revise the elements that make up the financial potential. The author's interpretation of the conceptual bases of the study presupposes a significant expansion of the boundaries of the financial potential, which determines the systemic and complex research approaches. The authors identified the subjects of the economy that affect the formation and regulation of financial capacity.

In the contemporary world the concept of the constitutional state is very popular and recognized as the most humane and just society. It is considered to be the antithesis of a police state. The author performed analytical study of the current model of political, social and economic development of the Russian Federation and of the problems of formation and functioning of the legal, institutional and legal, humanitarian and legal aspects of the statehood in Russia. On the base of the analyses the author has drawn the conclusion substantiating the current Russian statehood.

The article analyzes the early works of famous Professor V.G. Tyukavkin. In particular, it reveals issues of research methodology, presents the conceptual vision of the problems of social and economic development of Siberian village of the early twentieth century. V.G. Tyukavkin was a supporter of the theory of a sufficiently high level of development of productive forces in agriculture of Siberia. Analyzing the questions of land tenure, land use, farming systems, cooperation, differentiation of the Siberian peasantry, he within the dominant methodology concludes that the region ripe for revolution. The article at the same time shows impartiality of the researcher, who, despite existing views, studied a vast array of dataand showed that Siberia had been turned into a granary of Russia demonstrating high performance and European quality (and oftensurpassed it, i.e. in oil production). The author for the first time in Soviet historiography raised the question of new forms of the organization of peasant production in Siberia – cooperation.

The article deals with the place and role of the territorial self-government sector in the process of tourism development, the influence of tourism on the social and economic development of a region as well as the role of strategic regional planning in the sphere of tourism development. The article also analyzes the development of tourism on the level of gmina self-government which is the lowest and the most important level of self-government in Poland, the tasks of gminas in the tourism sphere as well as the role of local authorities in the process of tourism promotion. The work highlights an institutional system of tourism development support in Poland on regional level, the role of local self-government bodies in financing infrastructure that is need for tourism development, the role of regional tourist agencies in promoting and creating tourist attractions in a region, as well as the tourism promotion system at the gmina self-government territorial level. The article has analyzed the dynamics of the creation of the united territorial communities (UTC) inthe Odessa region and Ukraine, the state and development trends of the tourism resources market in theOdessa region were studied, and the main problems of tourism development were identified, the SWOT m atrix – the analysis of the tourism activities of the united territorial community was built, strengths and weaknesses, opportunities and threats of further social and economic development of the society were identified,the main competitive advantages of the territorial community were identified, the dynamics of the development of the tourism infrastructure of the united territorial community were investigated, a one-day touristroute for the united territorial community - “I love you Avangard” was worked out, strategic directions for thedevelopment of the tourism business were identified, a financial plan for the development of the united territorial community of the future for the implementation of strategic areas of tourism was proposed.

In the paper the current state and the prospects of development of Krasnoyarsk Region economy is analyzed. Dynamics of key indicators of social and economic development of Krasnoyarsk Region in comparison with the Russian Federation is presented. The main problems of economy of Krasnoyarsk Region are allocated. The main results of economic and social development of Krasnoyarsk Region for 2016 are made. The analysis of performance of expected indicators of social and economic development of Krasnoyarsk Region for 2016 is carried out and compliance of planned and actual results of implementation of the development plan for Krasnoyarsk Region is certain.
