Today there is a growing understanding that the use of ICT in public administration is not just automation of individual functions and business processes. That is about substantial reorganization of the work of relevant organizations on the basis of information and communication technologies, leading to new quality of public services, development of new forms of democracy. The article discusses the problems and prospects of the implementation of information and communication technologies in the interaction of government and society.

The development and use of information and communication technologies (ICTs), and in particular the Internet, have changed the way businesses operate in the last twenty years, providing a number of new opportunities for improving innovation and competitiveness. Today, modern ICT is considered to be the basis for the development of a knowledge society, in which the concept of e-government plays a special role. The main goal of this paper was to examine the perceptions of business users, in terms of perceived barriers and benefits achieved, from the use of electronic public administration services. The survey included 500 companies with the highest business income in Serbia. The data collected were analyzed using Pearson’s correlation coefficient, Mann Whitney’s test and Kruskal-Wallis test. The results of the research showed that the level of acceptance of electronic services is still lower than expected, given the volume of services offered. Also, this study pointed to the need to raise the level of awareness of businesses about e-government services, as well as the need to improve the quality of electronic services, in terms of complete digitization, alignment with enterprise requirements and regular updating of data.

The presence of Information and Communication Technologies (ICTs) is becoming more pronounced in Public Administrations and in the context of legal knowledge management. In most countries, it is now possible for citizens to freely access the text of Parliamentary Acts, bills, judgments, et cetera. Analysts that work on re-engineering public administration processes must take into account all relevant sources of law as they will ultimately be modified in order to legitimize the new processes. This chapter considers the requirements to design a framework for business process re-engineering for public administrations by analyzing the existing systems for legal knowledge representation and interchange and the current technologies to assist modeling and change management of business processes. The ultimate goal is that of supporting the law-making process, facilitating the participation of people without a jurisprudence background to the editing of regulations, by providing effective means to comprehend and observe the law, make changes to the law, and to keep track of the dependencies between the text and the models. The framework presented in this chapter integrates several different and rather mature technologies developed in Europe and in Africa, providing a set of tools applicable to virtually any legal system.

Abstract The goal of effective public administration is to provide qualitative services to citizens. Due to the increasing use of information and communication technologies (ICT), e-government is one of the possible solutions in achieving this goal. This solution includes a good understanding and management of the existing business processes, the use of normative documents and the effective use of information systems in public administration. To get the current view of all mentioned necessary components, the questionnaire was made. This paper is devoted to the analysis of questionnaire results. As a result of the analysis, hypotheses for further study are set.

The purpose of the article is to consider the main components and advantages of the concept of "service" public administration in the constantly changing conditions of the transition to knowledge, information and information technology. The subject of the research is the process of improving the technology of providing public services for citizens from the point of view of client orientation in order to improve the quality of services provided, which is an important part in the development of the information function of public administration in the Russian Federation in the context of changes. Research methodology: the theoretical and methodological research was based on the scientific works of domestic and foreign scientists concerning the paradigm of public administration caused by transformational changes in the economy and society. Research results: the Russian and foreign experience of the development of the concept of "service" public administration is analyzed, the state within the framework of the service model is considered as an integrating social institution, and the advantages of using information and communication technologies in state and municipal administration are revealed.

The article compares the processes of dissemination of modern information and communication technologies in government bodies in Russia and abroad. It is stated that Russia began the transition to «electronic government» later than the developed countries, in which this process was launched within the framework of large-scale and comprehensive programs for reforming public administration in the 1980s and 1990s. However, to date, there is an alignment in the pace and content of digitalization tasks. At a new stage in this process, the concept of «electronic government» under the influence of such newest phenomena of the emerging information society as methods of analysis of «big data», «artificial intelligence», «Internet of things», «blockchain» is being transformed into the category of «digital government». Achievements and prospects of public administration digitalization are considered on the example of countries with the highest ratings — Denmark, Australia, Republic of Korea, Great Britain, USA and Russia.

The purpose of this paper is to analyze the integration of Information and Communication Technologies (ICT) in higher education for imparting easily accessible, affordable and quality higher education leading to the uplift of Malaysia. The focus of the paper is on the benefits that ICT integration in education can provide, right from breaking time and distance barriers to facilitating collaboration and knowledge sharing among geographically distributed students. ICT increases the flexibility of delivery of education so that learners can access knowledge anytime and anywhere. It can influence the way students are taught and how they learn as now the processes are learner driven and not by teachers. This in turn would better prepare the learners for lifelong learning as well as to contribute to the industry. We will also analyze if ICT does indeed improve or hinder the quality of learning among higher education students. This paper reports on the changing trends in use of ICTs for instruction in higher education institutions (HEIs) and discusses a mini-case study of how ICTs are being used by lecturers in one university in Malaysia.

E-government expresses the process of utilizing advanced information and communication technologies (ICT) to automate internal activities of government agencies and their external relations with citizens and businesses. All these interactions provide better, faster and more secure public services. In this article, a method for the detection of terrorism-related activities in the e-government environment has been suggested. In the proposed method, terrorism-related activities are defined based on the similarity between the users' opinions and the vocabulary database created linked to terrorism.

The article explores modern information and telecommunication technologies, which are the basis of information processes in education. The fundamentals of improving the quality of student training from the point of view of the development of a vocational education system are investigated. The authors explore the definition of an innovative educational environment. It is proved that professional IT education is the basis for improving its quality level and has certain advantages over other types of knowledge, providing flexibility due to modern technological features, including the use of QR coding information.

The COVID-19 virus pandemic also had a significant impact on the educational system. This article presents the results of a research aimed at examining teachers' attitudes about the quality of online teaching during the COVID-19 virus pandemic. A descriptive research method and survey technique were applied. The sample included 274 teachers from the territory of the Republic of Serbia. The presented results indicate that the largest number of teachers with online teaching met for the first time during the pandemic and that until then they had no experience with distance learning. The platforms most often used by teachers in working with students are: Google Classroom, Zoom, Edmodo, Google Meet and Microsoft Teams. Also, a large number of teachers answered that they will partially apply online teaching after the pandemic, emphasizing that contact teaching is irreplaceable and of much higher quality, because students are more engaged, prepared and committed to school obligations. Looking at it objectively, teachers most often rated the quality of online teaching during the pandemic as average, more precisely with a grade of three. Online teaching during the pandemic required great dedication and teacher engagement, as well as good management of information and communication technologies and developed digital competencies of both teachers and students. The realization of online teaching was a challenge for teachers, but also the only possibility and solution to continue and actively carry out educational work during the pandemic and emergency situation.
