Proactive library in the information and educational environment of the University

In the monograph, the University library is presented as a complex system that includes elements of various properties and varying complexity. As in any system, structural change inevitably affects the performance of all its components. In this regard, the library is an element of the information and educational environment of the University, which is designed to support and improve the effectiveness of educational and scientific activities. The article reveals the concept of active University library" as a system for providing information services to the reader in any form and on any medium based on classical and network forms of service based on query advance services. The article analyzes the opportunities provided by the active University library for its users. The mechanism of activation of an electronic library through selective provision of information is considered, and the principle of the influence of an active electronic library on its proactivity is approved. For all those interested in librarianship and Informatization of education."

The monograph examines the structure and functions of the electronic information and educational environment of the University and the place of the electronic library in this structure. The analysis of literary sources is carried out and the most important directions of development of University electronic libraries are highlighted. Based on the analysis, a model for the development of the library of a modern University is proposed. For students, postgraduates, teachers, and anyone interested in library systems.

The article discusses the transition to a new stage of civilization, the knowledge society. In the modern world, knowledge is one of the major socio-economic resources for both the individual and the state. Accordingly, the educational strategy of any higher educational institution should be refocused to ensure smooth transition from the traditional model to innovative in order to prepare the modern student for a life in the society where innovation and intellectual resources play the major role. The modern library can act as a control centre of knowledge, integrate with the world information resources and mediate for the user in global information space using the tools and mechanisms of the electronic library. In this regard, the e-library becomes a knowledge management centre focused on the development and maximum use of intellectual potential of library for the purpose of preservation, reproduction, building up and broadcasting of knowledge. The article analyses the opportunities which are given by electronic library for the University.The authors constructed the scheme of interrelation of knowledge and information resources. The article considers the concept of proactive electronic library of the University as a system of information service of readers, the main purpose of which is to provide resources in any form and on any carrier using the classical and network forms of services based on the advanced inquiry services. The authors constructed the model of proactive University library, which is a complex system, incorporating elements of various properties and complexity. The proactive electronic library itself searches for information corresponding to the information needs of the user, without waiting for his request; that can influence the development of his information needs. Thus, the library transforms from a passive storage of information into an interaction partner. Information is automatically selected for the user, relevant to his educational and scientific interests, hobbies and preferred leisure.

The article reveals the role of a university library in forming the united information-educational space. The higher institution library is considered as a backbone element of the information-educational space. A qualitative change in the library activities is emphasized by its ability to interact with other subjects of the educational space both within the university and beyond it.The university library has an integrative function providing the effect of the integrity of the information-educational space in two directions: internal and external ones. The emphasis is placed on the disclosing the integration external direction, that ensure the library access to the global information-educational spaces of the city, region, country, and world. Early forms of realizing the integration external direction are shown. First directions on the resources sharing are marked in organizing libraries interaction.The involved item modern state supposes using both traditional and electronic information resources, and new information technologies allow opening new forms of implementation of the integration external direction. Among them are consortia and corporations of university libraries of cities, regions, as well as other levels and departments. Libraries, becoming resource centers of universities and regions, create research-educational orientated resources; serve the university, municipal and regional circle of users, providing them with direct and remote access to all available resources. The integrative function content of university libraries is connected with creating a uniform information-educational space of the region, namely the unification of library activities of territorial entities (a region, a city) and libraries of other regional systems and departments (education, science, culture, etc.).The next form of implementing the integration external direction is participation of education institutions in development of the existing electronic library systems, i.e. interaction between electronic resources created by the universities of culture and arts, and external electronic resources available to students. Thus, integrative function of the university libraries includes supporting to fill external electronic library systems with the profile content (both educational and scientific character).The third form implementing the integration external direction is an integrated electronic library. It allows organizing the united information-educational space with the whole set of information-educational resources such as bibliographic, abstract, reference, analytical, full-text ones, etc., and the university library ensures its integrity thanks to its integrative function.

The article is devoted to the topical problem of interaction of the electronic library systems (ELS) with the electronic information and educational environment (EIEE) of the higher education institutions. The current Legislative Decrees in Russia interpret ELS and EL as interchangeable terms, where the ELS term is specified (as opposed to EIEE). The analysis of several ELS, conducted by the Universities of culture and arts, has revealed considerable shortcomings, among which there are the significant cost of connecting to the systems and the low quality of specialized content. For universities of culture and arts there is offered the solution through organization of bi-directional interaction between the electronic resources, created by university professors, and electronic resources available to the students of these universities. There is described the experience of practical application of the model in the period of 2012-2014, as well as outlined perspectives for its further development through monitoring of the structure of book supply of the University according to certain parameters.

ABSTRACT: In today's modern digital information environment, a well-defined e-platform is needed to organize, store, retrieve and dissemination of information effectively. A library portal is highly beneficial tool for web-enabled information services. Most of the university libraries are adding e-resources to their collection. The utility of these e-resources will be limited in the absence of an effective library portal that facilitates the users to exploit these to the maximum extent. Web portals are the tools that enhance access to the e-resources by providing visibility to various e-resources. This paper highlights the role of a library portal in providing effective library services in electronic environment. An attempt has been made to explain the term ‘library portal', need of university library portal, Role of Librarian in designing library portal and development of library portal literature study at national and international level.

Universities in the UK at the start of the 21st century are in transition. Different trends are emerging in the subjects they teach and the way they are organized and student numbers are increasing. New and more powertul computer networks are being established. In this environment economies have to be made and administrative reorganisation can be seen to assist this. Libraries and computing services are increasingly overlapping in their coverage and are formally merging. Librarians are taking more part in training and the electronic library is changing much. Electronic journals, books and secondary services are changing the ways in which libraries work. The concept of the hybrid library has emerged and the virtual learning environment means that the traditional boundaries between classroom and library are blurring. A recent SCONUL report made some predictions about library economics, technological developments and student numbers.

Purpose The purpose of this study was to establish a massive online open course (MOOC)-based map of higher education knowledge and apply it to university libraries. It hoped to provide more targeted and personalized learning services for every learner. Design/methodology/approach In this study, MOOC and university library information services were outlined, the development status of MOOC at home and abroad and the development of university library information services were introduced, and the necessity and significance of MOOC in developing information services in university libraries were analyzed. What is more, the knowledge map of university libraries was explored. The four modules include the construction of data sets, the identification of related entities from plain text, the extraction of entity relationships and the practical application of knowledge maps. For the logical relationship of the course, a combination of knowledge base and machine learning was adopted. In the knowledge map application module, the knowledge map was visualized. Aiming at the generation of personalized learning scheme, a prior data set was constructed by means of the knowledge base. The original problem was considered as a multi-classification problem. K-nearest neighbor classifier divided all courses into four academic years to obtain all courses. According to the course stage, the personalized learning scheme of some majors in higher education was obtained. Findings The experiment showed that it was feasible to apply the higher education knowledge map based on MOOC to university libraries. In addition, it was effective to divide the course into four stages by classifier. In this way, the specific professional training program can be obtained, the information service of the university library can be improved, and the accuracy and richness of the entire learning program can be increased. Research limitations/implications Due to the limitations of conditions, time and other aspects, there were not many opportunities to visit the field library, which led to limited level and imperfect research. There were many proper nouns and professional terms in foreign references, but my English translation ability was limited. The relevant investigation on foreign studies may not be detailed and comprehensive enough, and the analysis and induction of influencing factors of university library information service may not be rigorous and concise enough. Practical implications As the base of university information dissemination, the university library is the source of knowledge. At the same time, it is also the temple of students’ independent learning and the media of mainstream culture and improving its own information service level is also in line with the trend of The Times. Under this background, this research studied the influence of MOOC on university library information service and focused on the challenges and opportunities faced by university library information service in the MOOC environment, so as to continuously improve its cultural serviceability and better serve teachers and students. Originality/value Since the birth of MOOC, they have exerted great influence and enlightenment on universities and relevant educational institutions within a few years. European and American universities take an active part in the construction of the MOOC platform and explore how to make better use of the library to build MOOC resources in practice. It is also a hot topic for university libraries to participate in the construction of MOOC information resources. Therefore, the study of this topic has both theoretical and practical significance.

The research objective was to determine the planning for digitalization of the library at the Halu Oleo University Library. The data analysis technique used in this study was carried out descriptively qualitatively. Subjects or research informants totaled 3 people consisting of electronic library managers and librarians. Data collection techniques in the form of observation, interviews and documentation. The results of this study indicate that the planning for digitalization of the library at the UPT Library of Halu Oleo University so far has been maximal in terms of network indicators, facilities, human resources and monitoring performance evaluation. But from these indicators, there are indicators that cannot be said to be maximum, namely funding. The funding process that comes from the government in conjunction with the library organizer or the university does not guarantee that the funding process is there every year, while digitalization planning requires a large enough fund to support the process. The funding decision is a serious factor in the process of digitizing the library at the Halu Oleo University Library. Key Words : Planning, Library digitization
