The monograph is devoted to the history of medieval Russian and Byzantine teachings about the power of the sovereign and the reflection of these doctrinal ideas in the practice of public administration of the two peoples. The phenomena of the power of the sovereigns of the Byzantine Empire, Ancient Russia and the Moscow state are investigated and compared, and an attempt is made to answer the question of what is common and different in the foundations of the organization of power of these three states. The Byzantine influence on the political culture of Russia is still a subject of controversy, and therefore it is especially important to analyze the achievements of historical and legal science in this area for a reasoned discussion. For students and teachers, as well as anyone interested in national and world history.

AbstractThis article uses gift-giving practices in early nineteenth-century Iran as a window onto statecraft, governance, and center-periphery relations in the early Qajar state (1785–1925). It first demonstrates that gifts have a long history in the administrative and political history of Iran, the Persianate world, and broader Eurasia, before highlighting specific features found in Iran. The article argues that the pīshkish, a tributary gift-giving ceremony, constituted a central role in the political culture and economy of Qajar Iran, and was part of the process of presenting Qajar rule as a continuation of previous Iranian royal dynasties. Nevertheless, pīshkish ceremonies also illustrated the challenges Qajar rulers faced in exerting power in the provinces and winning the loyalty of provincial elites. Qajar statesmen viewed gifts and bribes, at least at a discursive level, in different terms, with the former clearly understood as an acceptable practice. Gifts and honors, like the khil‘at, presented to society were part of Qajar rulers' strategy of presenting themselves as just and legitimate. Finally, the article considers the use of gifts to influence diplomacy and ease relations between Iranians and foreign envoys, as well as the ways in which an inadequate gift could cause offense.

This paper studies examples of how exponents of Roman declamation could insert into arguments on the trivial, even fantastic, cases known as controuersiae statements of striking relevance to the political culture of the triumviral and early imperial period. This is particularly apparent in the Controuersiae of Seneca the Elder but some traces remain in the Minor Declamations attributed to Quintilian. The boundaries separating Rome itself from the declamatory city referred to by modern scholars as Sophistopolis are significantly blurred even in those instances where the exercise does not turn on a specific event from Roman history, and there is much to be gained from how the declaimers deploy Roman historical examples. Some of the most sophisticated instances of mediated political comment exploit the employment of universalizing sententiae, which have considerable bite when they are related to contemporary Roman discourse and experience. The declamation schools are a forum for thinking through the implications of the transformation of the Roman state and deserve a place within any history of Roman political thought.

The introduction considers the place of the spoken word in Russian history, presenting a pre-history of rhetoric and oratory in Russia before the 1860s. Examples are drawn from sermons, literature, theatre, and the universities, as well as from the political practice of Russia’s rulers. The introduction goes on to explain the significance of public speaking in Russia’s ‘stenographic age’, highlighting the challenges of modern mass politics and communications. It further offers comparisons between Russian political culture and the political culture of Britain, Germany, and the United States, paying particular attention to the place of oratory in the political imagination. It concludes by outlining the structure and rationale of the book.

Abstract The history of Khaldunian readings in the twentieth century reveals an analytical capacity of non-Orientalists definitely greater than that demonstrated by the Orientalists. The latter, at least until the 1950s, prove to be prisoners of that syndrome denounced by Edward Said’s Orientalism (1978), which projected on Islamic historical development a specificity and an alterity, which make it an exception in world history. Orientalist scholarship has often wanted to see in Ibn Khaldūn’s critical attitude to the philosophy of al-Fārābī and Averroes only the confirmation of the primacy of the sharīʿa over Platonic nomos. This article seeks to highlight some aspects of Ibn Khaldūn’s critique of classical political thought of Islamic philosophy. His critique focuses on the importance given to the juridical dimension of social becoming, and to the role of the political body of the jurists in the making of the City. Those aspects witness Ibn Khaldūn’s effort to interpret change and fractures as factors which make sense of history and decadence.

The role of boyars in the political life of the country has changed with the development of the role of the Prince´s administration and overcoming feudal disunity. Boyars´ management in real historical practice was ineffective. But this fact has become an important factor in the formation of national political culture.

ALL POLITICAL CULTURES ARE MIXED AND CHANGING. WHAT IS interesting in the English case, however, is the way in which a veritable army of scholars has seized on the deferential component. Other features in the overall cultural pattern have been neglected. This paper is devoted to an examination of the concept of deference as it is applied to English politics. In particular it will focus on the different meanings that the concept has assumed in the literature describing and analysing the popular political attitudes, and those aspects of the political system, including stability, which it has been used to explain. My concluding argument is that deference, as the concept is frequently applied to English political culture, has attained the status of a stereotype and that it is applied to such variegated and sometimes conflicting data that it has outlived its usefulness as a term in academic currency.

The history of public administration in the state of emergency: the system of public administration in the territories of the former Austrian partition on the threshold of the Second Republic of PolandIn the reborn Poland, in the territories of the three former partitions, the creation of Polish centres of administrative power and its structures took place in a different political and legal environment. The main purpose of this article is to present the specificity of the process of creating public administration structures and determining its organizational model in the territories of the former Austrian partition in the context of the reconstruction of the Polish country. The article focuses on the status and rules of organization of public administration introduced by the Polish Liquidation Committee, Interim Governing Committee of Eastern Galicia, the Governing Committee, the General Government Delegate of Galicia and the National Council of the Duchy of Cieszyn. The main thesis of the author of the article is the statement that at the time of creating public administration structures in the territories of the former Austrian partition, the duality principle of the government and self-government administration was no longer in use, transferring the responsibility of administering to the monocratic administration authorities.

In this essay I analyze the idea of aspháleia (safety) in the political thought of the Byzantine historian Niketas Choniates (1150-55/1217 ca.), as it appears in his Chronikè Diéghesis. This historical work covers the period 1118-1206 and is a very significant source about the history of Byzantine Empire in the XII century and about its fall in the 1204. Particularly I focus on three aspects of the idea of aspháleia in the “second class aristocracy”, as Paul Magdalino defined it in his works. According to Niketa’s thought, the lack of safety in the Empire competes to create in the XII century some preconditions of the Constantinople’s fall in 1204.

Abstract The topic of non-western (or ethnic, exotic, world or fusion) fashion has been gaining traction as a legitimate field of scholarship in recent years. This rich vein of research and practice requires more attention to developing new approaches to analytic frameworks in which to evaluate the state of fashion in non-western contexts and to discuss more seamlessly the convergence and dialectical appropriation of non-western inspirations in western fashion and western inspirations in forging and negotiating non-western fashion identities. One indication of the inadequacies of current analytic frameworks used to understand non-western fashion is the use of oppositions and polarities such as colonial/postcolonial, exotic/indigenous and local/global. This article argues that non-western fashion can only be adequately unpacked and understood if the embedded politics of the cultures in which non-western emanates are recognized, drawing on the history of fashions in China and references to Chinoiserie in Eurocentric fashion.
