The structure of the article is determined by the logic of designing the goals of foreign language teaching in a technical university. The highest level of generality of goals reflects the social demand of society as a whole and is presented in the Federal State Educational Standard of Higher Education. At the second level of goal formulation (Model Discipline Programs), they are specified according to the needs of the spheres of economics. In the development of Work Programs of Discipline within the framework of teaching in a specific university, final clarification of goals is required depending on the requirements of regional employers (the third level of specification of goals). In order to clarify the objectives of teaching foreign language to students of technical universities taking into account the requirements of the regional labour market, a questionnaire was conducted in 2019 for graduates of the National Research University „Moscow Institute of Electronic Technology,” working in a specialty in enterprises in the field of exact technologies in Zelenohrad (Moscow). The questionnaire showed that in addition to the four types of speech activities specified in the Model Programs on Foreign Language for Non-Language Universities, engineers use interpretation and translation in their professional activities. The rating of types of foreign language speech activity in descending order of their importance for professional activity of the engineer is as follows: reading – auditing – translation – writing – speaking. The most demanded professional foreign-language tasks in all types of speech activities (except translation) are solved by modern engineers in communicative situations using information technologies.

The article provides a system-activity analysis of applied possibilities for the grounded application of already available instrumental results of the integration of authorial pedagogical and information technologies for specifi c and system-methodological support of the full-fl edged functioning of the FSES. The ongoing global changes in society and in education naturally imply the need to revise the traditional view and rethink the subject, tasks and methods of didactic research. The results of many years of research on the introduction and approbation of authorial pedagogical technologies and the cognitive theory of pedagogical technologies created at the same time have irrefutably shown that the formation of the beginnings of modern didactics should be connected with the technology of the model of the educational process and the model of the methodological system of education (MSE). The methodological key to the transition to modern didactics is naturally the “Technological Map”, as the form, language and toolkit of communication between the teacher, students and the teacher-researcher with the computer. Particular attention is paid in the article to the systematization and generalization of the available information on the evolution of learning theory and the rapid change in the generations of digital computer technologies. Didactics in the article is treated and considered as an innovative approach to modern learning theory, which continues to function and tries to develop together with digital technologies, operatively interpreting and using all the latest created electronic and technological achievements from the world of computers and digital technologies.

The authors of the article are the experts of Federal Educational and Methodological Union (FEMU) in the training direction “Linguistics and Literature”, who have worked out three subsequent versions of State Educational Standards, including the last version of Federal State Educational Standard (FSES 3++) and Samples of Basic Educational Programs (SBEP) in the training direction of higher education (HE) “Philology”. The given article provides an overview of the main stages of Russian education standardization within the period of 1990–2010 and its further adaptation to the market requirements. The experts focus their attention on the problems of working out and implementing since 2012 the Professional Standards essential for carrying out different kinds of professional activities. The given investigation summarizes the problems discussed in substantive methodological literature that the Russian higher education has to deal with in the conditions of professional standardization. The authors of the article analyze in detail the experience of the FEMU with the view to display the variety of approaches suggested by the authors of FSES HE in correlation with professional standards – from the broadest approach implying the conformity of FSES HE with dozens of professional standards to the narrowest trend designating that a graduate student’s professional activity is only restricted to scientific and pedagogical spheres. Consequently, there is a threat that the variety of approaches may cause in future certain difficulties in coordinating the educational processes in higher educational institutions and in case of uncontrolled extrapolation may result in the downfall of the unified Russian educational system. In the concluding part of the investigation the authors share their know-how in correlating the Educational Standards in “Philology” (HE) with professional standards, dwell on their positive experience of aligning the competence model of the graduate student in FSES and SBEP with the norms of professional standards.

The article substantiates the criteria for assessing the preparedness of future geologists from college graduates - to use geoinformation systems (hereinafter - GIS) and technologies (hereinafter - GIT) in their future professional activities and defines the indicators of these criteria. We have proved that when purposeful implementation of the system of pedagogical conditions regarding their preparation for the use of GIS there are significant potential opportunities for geologists to form geo-informational competence in them as an integral part of their information competence as a professional subject. Proving the readiness to use GIS, taking into account the structure and content of geo-informational competence, we have taken into account the theoretical and practical aspects of their preparation. The process of mastering the complex of intellectual, activity and subjective capabilities and the formation of the main types of readiness (professional, personal, psychological) for the application of GIS in the process of realizing their competences for a specific post is described. These are the following criteria: value-motivational, professional-cognitive, technological, individual-psychological and subjective. We have proved that such a system of criteria makes it possible to comprehensively diagnose the preparedness of future geologists for the professional use of GIS in their professional activities. In particular, these criteria give an opportunity to find out their positive attitude to the chosen specialty - the geologist and to the application of GIS and GIT in the process of professional activity as a subject of geological existence; formation and development of internal motivation to master this specialty and its modern information technologies, including directly geological; the formation and development of a system of special professional knowledge, skills and abilities in many branches of science, which forms the basis of the theoretical ability of a geologist to work on modern GIS; formation and development of special practical abilities of GIT as a subject of specific - geological - being; formation of professionally important qualities and professional, informational and geoinformational - thinking of a geologist, necessary for work on modern GIS; formation the subject of geoinformation activity in the field of geology. We discovered that due to the fact that the geologist at the same time is a geological subject (in the direction of preparation), such geoinformation activities (as an expert in the field of geology) of activities, he must have formed professionally important qualities that contribute to the successful implementation of official competencies in the information society as a geological worker.
