The article discusses the dynamics of the development of federal state educational standards (FSES) for the preparation of bachelors, masters and specialists in the field of photonics, instrumentation, optical and biotechnological systems and technologies over the past twenty-five years. The authors analyze the features, advantages and disadvantages of tiered and continuous higher education. Particular attention is paid to the development and improvement of state educational standards of higher education in the specialty “Electronic and Optical-electronic Devices and Special-purpose Systems.” The article substantiates the expansion of the scope of professional use of a specialist in the field of electronic and optoelectronic devices and systems and the need to introduce a new – information-analytical type of activity. based on the developed competency models of the results of mastering the educational programs of graduate, undergraduate and specialty studies, a comparative analysis of their orientation in various fields of activity is carried out. One of the main trends in the development of state regulation of training students in an enlarged group of specialties and areas of training “Photonics, Instrumentation, Optical and Biotechnical Systems and Technologies” is providing universities with greater freedom in the development of educational programs and the selection of applied educational technologies. It is shown that the main strategic task of the developer of the main professional educational program is to form a set of competencies that will allow the graduate to work in one of the areas of professional activity. At the same time, this set of competencies should be correlated with some labor functions formally described by professional standards and qualification requirements. It is concluded that the main result of the evolutionary development of educational programs of tiered and continuous higher education was the transition from their academic orientation to a practice-oriented character providing focus on certain professional qualifications and requirements of the employer.

The article discusses the experience of automation developing educational programs of university (EdProgram). The analysis of the results of the project of software creating to preparе components of EdProgram according to the requirements of the Federal State Educational Standards of Higher Education of the latest generation (FSES 3+) at the Bashkir State Agrarian University is given. The developed software product is created by extension technology of 1C:Enterprise 8.3 platform and expands the functionality of 1C:University PROF information system.The article actualizes the need to use automation tools in modern conditions when developing and updating the components of the EdPrograms are based on the Federal State Educational Standards of Higher Education. The proposed approach allows you to take into account the requirements of professional standards, as well as the requirements of employers (labor market) for graduates. The names of indicators of achievement of professional competencies are the names of the labor functions of the professional standards, the implementation of which requires the graduate to perform certain labor activities (skills) of the professional standards, acquisition relevant knowledge and skills as learning outcomes in the disciplines and practices of the higher education and vocational education and training institute of higher education, including those formulated as specific employer requirements.The proposed approach in the field of creating an automated technology for the preparation of EdProgram components on the basis of professional standards in accordance with the Federal State Educational Standards of Higher Education 3++ can be used by any university operating the 1C:University of PROF.

Рассмотрены проекты Федеральных государственных образовательных стандартов высшего образования ФГОС ВО (3) по направлениям подготовки кадров для пищевых и биотехнологических сфер экономики. Новые ФГОС ВО (3) предусматривают больше свобод образовательным организациям, разрабатывающим на их основе основные профессиональные образовательные программы. Проблемой актуализации ФГОС ВО (3) является отсутствие профессиональных стандартов по соответствующим сферам деятельности выпускников. Калининградский государственный технический университет (КГТУ) является координационным вузом при ФУМО по направлениям 19.00.00. При содействии КГТУ разработаны проекты восьми ФГОС ВО (3) и двух примерных основных образовательных программ по пищевым и биотехнологическим направлениям подготовки кадров бакалавриата и магистратуры: 19.03.01 и 19.04.01 Биотехнология 19.03.02 и 19.04.02 Продукты питания из растительного сырья 19.03.03 и 19.04.03 Продукты питания животного происхождения 19.03.04 и 19.04.04 Технология продукции и организация общественного питания 19.03.05 и 19.04.05 Высокотехнологичные производства пищевых продуктов функционального и специализированного назначения. Новые ФГОС ВО (3) стимулируют постоянный мониторинг рынка труда, способствуют укреплению взаимодействия образовательных учреждений с работодателями. The projects of the Federal State Educational Standards of Higher Education FSES HE (3) in areas of training for the food and biotechnological sectors of the economy are considered. The new Federal State Educational Standards of Higher Education (3) provide for more freedoms for educational organizations that develop on their basis the main professional educational programs. The problem of highquality updating of FSES HE (3) is the lack of professional standards in the relevant fields of activity of graduates. Kaliningrad State Technical University (KSTU) is the coordinating university at the Federal Educational and Methodological Association in the areas of 19.00.00. Under the assistance of KSTU, projects of eight Federal state educational standard of higher education (3) and two exemplary basic educational programs in food and biotechnological areas of undergraduate and graduate training were developed: 19.03.01 and 19.04.01 Biotechnology 19.03.02 and 19.04.02 Food products from plant materials 19.03.03 and 19.04.03 Food products of animal origin 19.03.04 and 19.04.04 Product technology and catering 19.03.05 and 19.04.05 Hightech production of functional and specialized food products. The new Federal State Educational Standards of Higher Education (3) stimulate continuous monitoring of the labor market and contribute to strengthening the interaction of educational institutions with employers. The article gives the information on the modern state of education in the group 20.00.00 — «Technospheric Security and Environmental Management». The attention is paid to the contribution of educational and methodological associations in the formation of the structure of modern multilevel education in Russia. The contribution of educational and methodological association to the creation of specialties and directions in the field of safety, protection of the environment and rational nature management and the creation of new state educational standards is indicated. The problems of the application of updated educational standards of the third generation are analyzed and ways of solving them by creating exemplary basic educational programs with compulsory sections for universities are suggested. The combination of federal state educational standards and exemplary basic educational programs forms the normative and recommendatory base for the further development of higher education, which ensures the unity of the educational space and the variability of education. The project of the updated federal state educational standard of the bachelor degree in the direction of «Technospheric security», updated in accordance with existing professional standards, is presented. The standard is submitted for approval to the Ministry of Education and Science of the Russian Federation. This publication opens a series of publications of updated educational standards and approximate basic educational programs for the enlarged group of specialties and areas 20.00.00 — «Technospheric security and environmental management» with comments and methodological recommendations for their implementation and information on the practice of their implementation.

The drafts of Federal state educational standards in the direction “Technosphere Safety” which on the instructions of the Ministry of Education and Science of the Russian Federation were processed in connection with adoption of the Federal law “About education in the Russian Federation” No. 273 dated 29.12.2012, taken effect from 01.09.2013. The contents of standards didn´t undergo essential changes: the educational program of applied bachelor training is entered; the rights of higher education institutions in formation of the curriculum and the educational programs providing the achievement of competences regulated by the standard and results of training are expanded; requirements to educational institutions realizing the educational programs on material, technical, personnel and educational support are specified and expanded. Standards to the present aren´t approved and are published for the purpose of informing of higher education institutions and the faculty on planned changes in higher education standardization system. To the approval of standards the standards which have taken effect since 01.09.2011 work.

The article considers issues of continuity of "Life Safety" disciplines through secondary vocational education and higher education. Several Federal state educational standards of secondary professional education in different fields, structure and content of the draft program of "Life Safety" discipline have been analyzed. Main priorities of “Life Safety” content for secondary professional education related to the issues of civil defense and basic military service have been revealed. Inconsistency between the "Life Safety" title and program contents in secondary professional education has been defined. Introduction of alternative disciplines into educational programs to study issues of human labour and environmental security has been examined.
