The drafts of Federal state educational standards in the direction “Technosphere Safety” which on the instructions of the Ministry of Education and Science of the Russian Federation were processed in connection with adoption of the Federal law “About education in the Russian Federation” No. 273 dated 29.12.2012, taken effect from 01.09.2013. The contents of standards didn´t undergo essential changes: the educational program of applied bachelor training is entered; the rights of higher education institutions in formation of the curriculum and the educational programs providing the achievement of competences regulated by the standard and results of training are expanded; requirements to educational institutions realizing the educational programs on material, technical, personnel and educational support are specified and expanded. Standards to the present aren´t approved and are published for the purpose of informing of higher education institutions and the faculty on planned changes in higher education standardization system. To the approval of standards the standards which have taken effect since 01.09.2011 work.

This article analyzes the Federal State Educational Standards of Higher Education from the perspective of substantive component that contributes to the formation of civic qualities and civic position of the students. It is noted that in modern political and socioeconomic life, the Russian Federation gives priority to the development of youth activity in the conditions of building civilian, democratic and constitutional state. Young people should be competent in order to be engaged in the country’s socially useful events to the fullest and make conscious political choice.  Higher education institutions play a considerable role in preparing educated and critically minded citizens, who possess high level of responsibility and patriotism. The goal of this article is to establish the the pedagogical conditions for the formation of civic position of students of higher education institutions. Analysis of the standards and existing normative legal acts allowed outlining the key priorities vectors in the development of higher education system of the Russian Federation. One of the crucial tasks of higher education system is to improve competitiveness of higher education institutions of the Russian Federation, as well as develop general cultural and professional competencies of future specialists. However, despite legislative consolidation on the federal level of the importance of development of civic position, the direct requirements for the results of formation of civic position among students are indicated only in part of the Federal State Educational Standards for Higher Education.

Meets the requirements of the federal state educational standards of higher education of the latest generation. For students and cadets studying in the specialty 40.05.01 "Legal support of national security", officials of the bodies of inquiry, as well as students studying in the areas of training 40.03.01 and 40.04.01 "Jurisprudence". It can be used by graduate students, adjuncts and applicants in preparation for passing exams according to the candidate's minimum program and conducting training sessions during pedagogical practice.

The project of the updated federal state educational standard of the master’s degree in the direction of «Technosphere Safety», updated in accordance with existing professional standards, is presented. The standard is submitted for approval to the Ministry of Education and Science of the Russian Federation. The features and problems of training of master’s degree specialists are considered. It is proposed to create the list of master’s degree educational programs. At the same time, it is necessary to complicate the procedure for introducing new educational programs into educational practice by introducing the requirements to justify the impossibility of training personnel with new professional competencies within the framework of the variable part of already implemented programs.

The article substantiates the importance of including several groups of universal competencies, reflecting the integral competence of interaction with other people, into the Federal State Educational Standards of Higher Education (FSES HE) of the Russian Federation. The article presents the results of studying the determinants of personality in this aspect – empathy, proneness to conflict, and tolerance among teachers of primary and preschool education, as well as the positions of their professional and pedagogical activities. The prospects for eliminating the identified deficiencies are shown both at the stage of training a future teacher at a university and in professional activity.

The subject of this research is the problems of instilling culture of interethnic communication among future physicians in sociocultural environment of a Russian medical university. Special attention is given to nurturing culture of interethnic communication among students in the process of developing general cultural competencies within the framework of academic and extracurricular activity. The key obstacle in realization of social procurement by higher education institutions aimed at instilling the culture of interconfessional communication among university students lies in the absence of holistic concepts for solving this complicated pedagogical problem, which would meet the modern requirements and sociocultural conditions. Therefore, there is a need for theoretical analysis of the established pedagogical practice in higher education institutions of the Russian Federation, development  of science-based approaches towards constructive generalization of knowledge on nurturing the culture of interconfessional communication alongside the concept of nurturing the culture of Interconfessional communication among students of higher education institutions of the Russian Federation, and the  model for its implementation. The relevance of the problem of instilling culture of interethnic communication among students of medical universities at the current stage of the development of higher medical education is substantiated by legislative requirements to youth upbringing in the Russian Federation and Federal State Educational Standards of Higher Education. The novelty of this article consists in mainstreaming the need for nurturing the culture of interethnic communication among the students of Russian universities, which merits special attention.

The textbook is based on the normative acts of the system of regulatory regulation of accounting currently in force in the Russian Federation in accordance with the latest amendments to the Tax Code of the Russian Federation and the Labor Code of the Russian Federation. The basics of the organization of accounting and the principles of its differentiation into financial and managerial accounting are considered. The methodology of accounting for the assets, liabilities and capital of the organization is described, the main aspects of taxation are presented. Numerous practical examples, questions for self-examination and interviews, tests and workshops are given for all chapters. The content of the textbook and the professional competencies formed based on the results of its study meet the requirements of the federal state educational standards of higher education of the latest generation, the Main Professional Educational Program of Higher Education (OPOP HE) "Accounting, analysis and audit" in the direction of training 38.03.01 "Economics" and the working program of the discipline "Accounting financial Accounting" (MFUA). Higher education today is not going through the best of times: decisions taken in the educational process at various levels (Federal Laws “On Education in the Russian Federation” of 29.12.2012 No 273-FZ and “On Amendments to the Federal Law “On Education in the Russian Federation” on the education of students” of 31.07.2020 No 304-FZ, Federal State Educational Standards of Higher Education, etc.), related to global changes taking place in society and in the world in recent decades, were made without careful didactic study. This cannot help to improve the quality of specialist training. Teachers are forced to work “by trial and error”, producing countless didactic documents. At present, identification of didactic problems in the educational process of higher educational institutions is extremely relevant due to the expansion of the field of didactic research in higher school pedagogy.The aim of the authors was to analyze some of the most relevant didactic phenomena in the digital reality that have not yet received proper understanding. As a result of the analysis, some important didactic problems of higher education are identified, concerning goal-setting, compliance of teaching with classical didactic principles, organization of distance learning in electronic informational and educational environment, mixed and project-based learning. The article also dwells on psychological problems of Internet content assimilation and “non-contact” interaction between the subjects of the educational process, etc. The most promising areas of didactic research in higher education, including the development of interdisciplinary contacts, are highlighted.

The article raises the question of legal regulation of after-hours activities in Russian schools. It is defined that in the Federal Law “On Education”, the Federal State Educational Standards and a number of other normative acts, after-hours activities along with lesson activities are considered as a direction of the main educational program. A feature of after-hours activities is learners’ voluntary participation on the basis of individual choice. This principle is revised in the letters of the Ministry of Education and Science (Enlightenment) of the Russian Federation, which states learners’ mandatory participation in after-hours activities. The logic of these letters is understandable as after-hours activities with children affect the overall results of their education and upbringing at school. At the same time, it is shown by the example of an excursion that not every form of after-hours work is methodologically adapted to the contingent of inclusive educational institutions. The authors conclude that the current requirements of the Ministry of Enlightenment of the Russian Federation for organizing after-hours activities should be, firstly, enshrined in regulatory legal acts and, secondly, methodologically adapted to the conditions of ordinary, correctional and inclusive schools.

The article gives the information on the modern state of education in the group 20.00.00 — «Technospheric Security and Environmental Management». The attention is paid to the contribution of educational and methodological associations in the formation of the structure of modern multilevel education in Russia. The contribution of educational and methodological association to the creation of specialties and directions in the field of safety, protection of the environment and rational nature management and the creation of new state educational standards is indicated. The problems of the application of updated educational standards of the third generation are analyzed and ways of solving them by creating exemplary basic educational programs with compulsory sections for universities are suggested. The combination of federal state educational standards and exemplary basic educational programs forms the normative and recommendatory base for the further development of higher education, which ensures the unity of the educational space and the variability of education. The project of the updated federal state educational standard of the bachelor degree in the direction of «Technospheric security», updated in accordance with existing professional standards, is presented. The standard is submitted for approval to the Ministry of Education and Science of the Russian Federation. This publication opens a series of publications of updated educational standards and approximate basic educational programs for the enlarged group of specialties and areas 20.00.00 — «Technospheric security and environmental management» with comments and methodological recommendations for their implementation and information on the practice of their implementation.
