From “Sustainable Development” to a Governmentalization of Change? Translations and Implications of an Institutional Concern in France and the European Union

The objective of “sustainable development” has institutional implications that deserve to be better understood. It conveys a transformative ambition that has gradually contributed to equating change with a collective purpose ideally adopted and accompanied by the relevant institutions. Focusing on the activities of government that have begun to carry out this goal, this article analyzes how rationalities, devices, and procedural arrangements merge, making change management a renewed stake in the institutional sphere. In order to understand its logics and directions, this study gives an account of this process in the initiatives of French public authorities and European Union institutions. Considering this new interpretation of “change,” it reviews the range of both programmatic and instrumental by-products that take the form of documents presented as “strategies” and the procedural bases that begin to provide support. By capturing how institutional protagonists and their potential partners have taken into consideration the issues linked with sustainable development, this article shows how this renewed form of change management contributes to an evolution in the work of public institutions and the devices they use. What is at stake is a collective relationship to change. The institutional takeover of this issue is carried out in such a way that it also induces a process of governmentalization of change.

This chapter focuses on the analysis of the efforts made by the European Union authorities to encourage companies in the process of promoting sustainable development and involvement in various CSR actions. On the one hand, at the EU level, many regulations provide the general framework for the voluntary development of CSR programs. On the other hand, public institutions are involved in meeting sustainable development objectives set at the European and international levels. The tools are numerous, having a higher degree of adaptability depending on the company size, activities, and origin of the capital. Over time, the concerns of European institutions have intensified and have targeted not only the social responsibility of companies but also of public authorities, which through specific instruments can impose certain conduct on companies. The companies paid particular attention to ensure the communication of the actions taken and the results obtained with different categories of stakeholders.

Abstract The circular economy, which minimises the level of environmental pollution, creates a promising background for sustainable development. The application of bioeconomics principles provides the use of by-products of agriculture, forestry, food waste, and wastewater as raw materials for electricity and heat. The objective is to analyse the prerequisites for bioenergy development as one of the circular economy areas. FGLS estimations are performed over the period of 2007–2018. The leading position in terms of bioenergy sphere growth is occupied by the European Union, followed by the countries of Asia and North America. The division of biomass into “traditional” and “modern” is discussed, where traditional biomass is mostly used for cooking and space heating in developing countries, while the EU is focusing on the development of second-generation (2G) biofuels when the biofuel is produced from non-food raw materials. It is estimated that the annual production of energy from renewable sources is about 225 thousand tons of o. e. in Ukraine. It is found that the legal field and the strategic directions of the bioeconomy in the European Union and Ukraine coincide, but the pace of development of bioenergy in Ukraine can be described as very slow. To increase the bioenergy potential, it is recommended to apply green tariffs, renewable energy certificates, and subsidies to energy producers.

The article is devoted to the study of the implementation of territorial cohesion policy in the European Union in order to achieve a secure regional coexistence. In particular, the regulatory and institutional origins of territorial cohesion policy in the EU are considered. The evolution of ontological models of cohesion policy has been outlined. Specifically, the emphasis is placed on the key objective of political geography – effectively combining the need for "territorialization" and the growing importance of networking. The role of urbanization processes in the context of cohesion policy is highlighted. Cross-border dimensions of cohesion policy in the context of interregional cooperation are explored. Particular emphasis is placed on the features of integrated sustainable development strategies.

Abstract While the current practice of the United Nations Security Council, the European Union, and the United States leans towards imposing only targeted sanctions in most of the cases, private actors often complain about inability to process financial transactions, ship goods, or deliver services in countries where sanctions targets are located. The impact of sanctions often ends up being widespread and indiscriminate because sanctions are implemented by for-profit actors. This article investigates how for-profit actors relate to the imposition of sanctions, how they reflect them in their decisions, and how they interact with the public authorities. The findings of our research show that for-profit actors, with the possible exception of the largest multinationals, do not engage with public authorities before the imposition of sanctions. The behaviour of for-profit actors in the implementation phase is in line with the assumption of firms and business as profit-maximisers. Weighting the profits from business against the costs of (non-)compliance and make the decisions that in their view maximise their profit. Indeed, de-risking seems to be the most common approach by the companies due to the uncertainties produced by the multiple and overlapping sanctions regimes imposed by the United Nations, the European Union, and the United States.

The concept of sustainable development is widely used, especially in social, environmental and economic aspects. The principle of sustainable development was derived from the concept of sustainable development, which appears in legal terms at the international, EU, national and local levels. Today, the value of cultural heritage that should be legally protected is indicated. A problematic issue may be the clash in this respect of the public interest related to the protection of heritage with the individual interest, expressed, e.g., in the ownership of cultural heritage designates. During the research, scientific methods that are used in legal sciences were used: theoretical–legal, formal–dogmatic, historical–legal methods, as well as the method of criticism of the literature, and legal inferences were also used. The analyses were carried out on the basis of the interdisciplinary literature on the subject, as well as international, EU and national legal acts—sources of the generally applicable law. Research has shown that the interdisciplinary principle of sustainable development, especially from the perspective of the social and auxiliary environmental aspect, may be the basis for weighing public and individual interests in the area of legal protection of cultural heritage in the European Union. It was also indicated that it is possible in the situation of treating the principle of sustainable development in terms of Dworkin’s “policies” and allows its application not only at the level of European Union law (primary and secondary), but also at the national legal orders of the European Union Member States.

Abstract In the present conditions when the demographic pressure upon the environment is higher than ever, the humanity faces the challenge of sustainability. Namely the sustainability of human activities is important and nothing can assure it better than sustainable energy supplies. The European Union is the leading global power in terms of adjusting its policies to increase innovation to assure a sustainable growth of its energy sector as a key to an advanced economic system. The present research focuses on the impact of European Union policies on the sustainable development of its energy sector by analyzing quantitatively and qualitatively various indicators intended to offer a throughout insight. The results obtained focus on the identification of the main innovation paradigms; the description of the main modern environmental challenges, especially in the energy domain; the determination of the relation between innovation and energy sustainability, and its analysis at the level of European Union.

The formation of Disinfection By-Products (DBPs) in drinking water results from the reaction of chlorine or other disinfectants added to the water with naturally occurring organic materials, and has raised concerns during the last decades because these compounds are harmful for human health. During the present work, the formation of different categories of DBPs was investigated in four water treatment plants (WTP) using chlorine as disinfectant, and in selected points of the distribution network of Athens, Greece, which is supplied from these four WTP, during a period of ten years. The concentrations of DBPs were generally low and the annual mean concentrations always well below the regulatory limit of the European Union (EU) for the total trihalomethanes (TTHMs). The haloacetic acids (HAAs) have not been regulated in the EU, but during this investigation they often occurred in significant levels, sometimes exceeding the levels of TTHMs, which highlights the importance of their monitoring in drinking water. Apart from THMs and HAAs, several other DBPs species were detected at much lower concentrations in the chlorinated waters: chloral hydrate, haloketones and, in a limited number of cases, haloacetonitriles.

The article considers cooperation patterns between the European Union (EU) and CELAC (Community of Latin America and the Caribbean) in the context of creatively applying this experience to a broader topic of Russia - Latin America multilevel cooperation. The concept of sustainable development, which implies interaction in accordance with its three main dimensions: environmental, social and economic, is adopted on the global level. The interaction between EU and CELAC contributes to the progress in achieving the goals of sustainable development, where a lot of attention is paid to the green economy, alternative energy, and social aspects, since the environmental aspects constraints are providing the most significant impetus to structural changes in the existing development paradigm. This in return is expected to create a model that ensures economic growth based on a green economy, alternative energy, with greater equality and social inclusiveness. At supranational level in the European Union an effective and systemic policy has been formed in the field of nature conservation and combating climate change, which without a doubt can be considered one of the most progressive ones in the world, which creates potential for sharing these experiences with less developed and fortunate nations. European programs for Latin American and Caribbean (LAC) countries have become an important factor in the development of interregional cooperation in environmental protection, biodiversity conservation, and countering natural disasters. The article also focuses on the most recent changes that have occurred in the sphere of interaction between CELAC and EU in the context of COVID-19 pandemic. Massive structural and conceptual changes that have seriously reshaped the priorities and funding of joint programmers between two organizations reflects new priorities for sustainable development in general when it comes to new world realities in post-pandemic world, and could be useful for Russian model for the relations with this region.
