Explaining Japanese Antimilitarism: Normative and Realist Constraints on Japan's Security Policy

Since the late 1990s, Japan has sent increasing numbers of its military forces overseas. It has also assumed a more active military role in the U.S.-Japan alliance. Neither conventional constructivist nor realist approaches in international relations theory can adequately explain these changes or, more generally, changes in Japan's security policy since the end of World War II. Instead, Japan's postwar security policy has been driven by the country's powerful antimilitarism, which reflects the following normative and realist factors: pacifism, antitraditionalism, and fear of entrapment. An understanding of the influence of these three factors makes it possible to explain both Japan's past reluctance to play a military role overseas and its increasing activism over the last decade. Four case studies—the revision of the U.S.-Japan Security Treaty in 1960, the anti–Vietnam War period, increases in U.S.-Japan military cooperation during détente, and actions taken during the administration of Junichiro Koizumi to enhance Japan's security profile—illustrate the role of antimilitarism in Japan's security policy. Only through a theoretical approach based on analytical eclecticism—a research strategy that considers factors from different paradigms—can scholars explain specific puzzles in international politics.

This study investigates the growing influence of Middle Eastern non-state actors as agents of foreign policy and their interactions with states through an analysis of the U.S.-Kurdish relationship. Incorporating archival data and interviews with Kurdish and American policy makers, the paper analyses the factors that have affected the U.S.-Kurdish relationship from World War II to the recent Syrian crisis in the context of the mainstream theoretical approaches within the discipline of International Relations. This article reviews the role of Anglo-German Naval Agreement of 1935 in escalation of crisis trends of the Versailles system. Leaning on the British Russian archival documents, which recently became available for the researchers, the author analyzes the reasons and consequences of conclusion of this agreement between the key European democratic power and Nazi Reich. Emphasis is placed on analyzing the moods within the political elite of the United Kingdom. It is proven that the agreement became a significant milestone in escalation of crisis trends in the Versailles model of international relations. It played a substantial role in establishment of the British appeasement policy with regards to revanchist powers in the interbellum; policy that objectively led to disintegration of the created in 1919 systemic mechanism, and thus, the beginning of the World War II. The novelty of this work is substantiated by articulation of the problem. This article is first within the Russian and foreign historiography to analyze execution of the Anglo-German Naval Agreement based on the previously unavailable archival materials. The conclusion is made that this agreement played a crucial role in the process of disintegration of interbellum system of international relations. Having officially sanctioned the violation of the articles of the Versailles Treaty of 1919 by Germany, Great Britain psychologically reconciled to the potential revenge of Germany, which found reflection in the infamous appeasement policy. This launched the mechanism for disruption of status quo that was established after the World War I in Europe. This resulted in collapse of the architecture of international security in the key region of the world, rapid deterioration of relations between the countries, and a new world conflict.

This chapter explores the role of leadership in military adaptation, which may be the most important factor of all. Adaptable tactical leaders must rapidly assess the battlefield and identify the need for change, remain willing to abandon accepted procedures when required, and candidly advocate for organizational change when needed. At the theater level, adaptive leaders face more challenges in identifying the need for change. They need to actively seek out ideas from throughout the chain of command, and to lead rapid battlefield change within their formations. The chapter examines the successful tactical adaptability of Captain John Abizaid during the 1983 invasion of Grenada and the failed tactical adaptability of Lieutenant Colonel Robert McDade in 1965 during the Vietnam War. It also examines the successful theater adaptability of Field Marshall William Slim during the Burma campaign of World War II, and the failed theater adaptability of General William Westmoreland in Vietnam War.

This article aims to present a history of International Relations (IR) that looks at the role of three big American foundations (Carnegie Endowment for International Peace, Rockefeller, and Ford foundations) in the development of IR as an academic field in continental Europe. Its framework goes beyond the usual disciplinary history narratives that focus on IR’s US or UK trajectories, pointing instead to American foundations’ interwar and early post–World War II influence on French and German IR. The cases emphasize US foundations’ interactions with European scholars and international scholarly organizations as major factors shaping IR’s developmental pathways. This study offers a way to consider foundations’ role in IR’s gradual academic institutionalization by connecting disciplinary historical approaches to disciplinary sociology. Its sociologically conscious position underlines the significance of American philanthropies in a historical narrative and recognizes the relevance of transnational dynamics by going beyond usual emphases on ideas and national contexts.

After World War II (West-)Germany was supposed to never again become a military Power. When it joined NATO all its troops had to be under the command of the alliance – but its contributions to NATO grew steadily. In the 2 + 4 treaty the united Germany pledged to never undertake any military aggression. With the Treaty of Masstricht the EU started to establish its own security policy. Germany’s active engagement in both alliances became its instrument for military emancipation. With growing military engagement of the EU (and Germany) -- especially in Africa -- as well as the predominant role of Germany in the EU and its engagement in the UN and NATO, the country is back on its way to becoming one of the big powers.

This article attempts to cast an analytic light on China’s “One Belt and One Road” (OBOR) initiative and investigates the prospects for a new China-led Eurasian integration discourse as an alternative to the U.S.-led Euro-Atlanticism. To this end, it compares China’s development-oriented strategy in Europe with the security-driven Atlanticist model and examines how the new governance framework relates to present-day international relations. It holds that the Eurasia-centered OBOR signifies a paradigm that is fundamentally different from the Atlanticist strategy that has come to define the European geopolitical landscape since the end of World War II. The OBOR aims to de-emphasize security arrangements and ensure sustainable development and prosperity by introducing an omnidirectional connectivity and cooperation agenda in the Eurasian strategic context. It is recognized, however, that although the new Eurasian discourse of inclusive development does not aim to directly challenge the United States’ highly-institutionalized security presence in Europe, mindful of its larger paradigmatic implications, the United States is likely to view the OBOR unfavorably and seek to reinforce material and ideational fundamentals of the Atlantic alliance.

Abstract Scholars have long examined how generations or, more technically, cohorts produce social change. According to theory, people’s lives are shaped by the years in which they were born because they experience, along with their peers, particular historical events at the same points in the life course. Despite the importance of history, however, many scholars have evaluated cohorts not defined by clear start and end dates, but rather by arbitrary cut points, such as five-year intervals. In contrast, this article uses defined changes in military service in the United States stemming from shifts between war and peace, and from draft to volunteer service to assess how cohorts have contributed to change in socioeconomic attainment. It uses the Current Population Survey from 1971 to 2017, which has not previously been used to evaluate how veteran status may have produced shifting outcomes across cohorts. It finds evidence that cohorts had different average income overall and between groups, with veterans earning more money than nonveterans who were eligible to serve during the draft era before the Vietnam War. These gaps are partially explained by racial and educational differences. The findings provide a model for analyses of changes in the relative status of other groups, as well as information about how the role of military service in social mobility changed historically.

The paper begins with an analysis of the causes of strong rebalancing of the world economy at the end of the first decade of the 21st century, which leads to weakening of the relative economic importance of developed countries. Then, the authors analyze whether we are in the process of creating a new multilateral geopolitical stage and how much has become important the role of some groups of countries (BRIC and G20). The authors analyze the changes in the global financial architecture defined after World War II under the predominant US influence. In the next two sections the authors first discus how the global crisis will affect the geopolitical constellation and second, they present some estimates that the U.S. dominance, with some dispersion of its global power, could be retained. The authors have concluded that not any of constant geopolitical elements in the leading world countries has substantially changed since 2007, although the economic supremacy of developed economies has significantly decreased in comparison with developing countries and China, in particular. The U.S. leadership is not just a result of its economic and military superiority, but it also results from the relative attractiveness of its ideas and values. So, it is hard to believe that a strong geopolitical reconfiguration could be caused by the global economic crisis, especially in the medium term.
