This paper classifies environmental regulation into two types and constructs a theoretical framework to explore the influences of fee-based environmental regulation and invest-based environmental regulation on environmental pollution. It then establishes some dynamic spatial autoregressive nonlinear econometric models to test the theoretical hypothesis based on 30-area panel data from 2004 to 2016. The results illustrate that inverted “U” shape curve relationship exists between fee-based environmental regulation and environmental pollution, while a “U” shape curve relationship between invest-based environmental regulation and environmental pollution exists. In addition, the findings suggest that improving the proportion of secondary industry can directly promote the environmental quality while effectively control of foreign direct investment and fiscal decentralization is also indispensable. Thus, the government should make targeted research about the optimal intensity of fee-based environmental regulation and invest-based environmental regulation and make targeted enterprise policy for the environmental pollution reduce, which contains promoting the energy revolution and strengthening the depth and strength of opening-up step by step.

As for the academics and policymakers, more attention has been given to the issue on how to reduce environmental pollution through the cooperation of environmental regulation and local officials’ promotion incentives. With the use of a city-level panel data of 266 Chinese cities from 2005 to 2016, this study preliminary explores the impacts of environmental regulations, local officials’ promotion incentives, and their interaction terms on urban environmental pollution at national and regional levels by using the spatial Durbin model. The results indicate that the impacts of environmental regulations and local officials’ promotion incentives on urban environmental pollution have achieved the desired goal with the other’s cooperation, and their interaction term’s coefficients on urban environmental pollution are significantly negative. Moreover, spatial heterogeneity is established, and the uneven development of urban environmental pollution among different regions deserves more attention. In order to effectively reduce the level of urban environmental pollution in China, the government should focus on such solutions as enhancing the implementation and supervision efficiency of environmental regulation, optimizing the performance appraisal system of local officials, improving the synergistic effects of environmental regulations and local officials’ promotion incentives, and establishing a multi-scale spatial cooperation mechanism based on both geographical and economic correlations.

AbstractIn recent years, China’s environmental pollution is serious, manufacturing industry has become one of the main targets of government environmental regulation. This paper uses the SBM model to calculate efficiency value of 29 manufacturing industries from 2008 to 2017. The results show that the overall performance of environmental regulation in manufacturing industry is high (the average efficiency value is 0.7806), but it shows a declining trend. The efficiency of environmental regulation also varies widely. The government should consider focusing on the 11 industries with low SBM value in the next step to improve the performance of environmental regulation.

This paper studies the environmental pollution and its impacts in China using prefecture-level cities and municipalities data. Moran’sI, the widely used spatial autocorrelation index, provides a fairly strong pattern of spatial clustering of environmental pollution and suggests a fairly high stability of the positive spatial correlation. To investigate the driving forces of environmental pollution and explore the relationship between fiscal decentralization, economic growth, and environmental pollution, spatial Durbin model is used for this analysis. The result shows that fiscal decentralization of local unit plays a significant role in promoting the environmental pollution and the feedback effect of fiscal decentralization on environmental pollution is also positive, though it is not significant. The relationship of GDP per capita and environmental pollution shows inverted U-shaped curve. Due to the scale effect of secondary industry, the higher the level of secondary industry development in a unit is, the easier it is to attract the secondary industry in adjacent units, which mitigates the environmental pollution in adjacent units. Densely populated areas tend to deteriorate local environment, but environmental regulation in densely populated areas is often tighter than other areas, which reduces environmental pollution to a certain extent.

Based on annual data over the period 2003 to 2017 covering 31 provinces in China, the environmental pollution index and environmental regulation index are constructed. Moran’s I, the widely used spatial autocorrelation index, is used to analyze the spatial distribution of environmental pollution, which provides a fairly high stability of the positive spatial correlation of environmental pollution. Then, the 0-1 matrix, distance weighting matrix, and economic distance mixed matrix are carried out to weigh space separately. To analyze the impact of fiscal decentralization on environmental pollution, the spatial Durbin model is employed. In the meanwhile, fiscal decentralization is measured from the perspective of both fiscal expenditure decentralization and fiscal revenue decentralization. The results show that the impact of fiscal decentralization on environmental pollution is positive and appears the phenomenon of “race to bottom.” To improve environmental quality, appropriate environmental regulation target, implementing green GDP accounting, and adjusting economic structure should be adopted.

Purpose China intends to enhance its environmental regulations, which will affect many industries, because of the serious environmental pollution that the country faces. This study aims to investigate the influence of environmental regulations on China’s provincial tourism competitiveness. Design/methodology/approach A vertical-and-horizontal scatter degree method is used to construct provincial-level tourism competitiveness and environmental regulation indices in China. Thereafter, a spatial econometric model is established to empirically assess the influence of environmental regulations on China’s provincial tourism competitiveness and investigate the spatial spillover effects of environmental regulations. Findings Environmental regulations and China’s provincial tourism competitiveness exhibit a “U”-shaped relationship, mainly because of the indirect effects of environmental regulations (spatial spillover effects). The environmental regulation indices of the majority of the provinces have crossed the turning point. Thus, improving environmental regulations has a positive effect on tourism competitiveness. This effect mainly originates from the positive spatial spillover effects. Social implications Tourism development plays an important role in promoting economic growth. However, increasing environmental pollution may constrain the development of tourism. Therefore, the possible influence of environmental regulations on tourism development should be understood. Originality/value At present, no research has explored the influence of environmental regulations on China’s tourism competitiveness. The current study considers the nonlinear effects of environmental regulations and investigates their spatial spillover effects.

Fiscal decentralization is one of the strategies applied to involve both the national and local governments in environmental management. Although, this study tries to examine its effectiveness in Nigeria which has been ambiguous. Using a multiple regression method, the study examines the effect of revenue fiscal structure on CO2 emission management in Nigeria from 2007 to 2020. Controlling pollution through the fiscal system is exceedingly difficult. According to the t-statistic results, it is only the central government that has a significant favorable influence on pollution management. State and local governments have a minimal impact on CO2 emissions reduction. This outcome leads to a suggestion that resource accumulation powers should be equitable with a higher consideration to the state and local governments which have a greater burden of controlling pollution in the rural areas where majority of the citizens have their abodes. The government at all levels should guarantee that the country's environmental policies and regulations are effectively implemented in order to reduce carbon emissions and other types of environmental pollution.

Under the low-carbon background, with the aid of the Malmquist–Luenberger SBM (Slack-based Measure) model of unexpected output, the green total factor productivity (GTFP) of the logistics industry in Jiangsu Province, China, was measured and decomposed in this study based on the reality and experience of logistics industry development in 13 cities in three regions of Jiangsu Province in the years 2006–2018 by taking resource consumption into the input system and discharged pollutants into the output system. It is concluded that the environmental regulation (ER) has a significant positive effect on the growth of the GTFP of the logistics industry, and technological progress has become an important endogenous force that promotes the GTFP of the logistics industry in Jiangsu Province. On this basis, a dynamic GMM (Generalized method of moment) model and a Tobit model were constructed to further study the possible temporal and spatial effects of ER on the GTFP of the logistics industry. The research results reveal that the ER can exert both promoting and inhibitory effects on the GTFP of the logistics industry, and there is a temporal turning point for the effects. Besides, the effects notably differ spatially and temporally. Finally, some policies and advice for the green sustainable development of the logistics industry were proposed. For example, the government and enterprises should pay attention to the green and efficient development of the logistics industry and dynamically adjust the ER methods. They should consider the greening of both forward logistics links and reverse logistics system in the supply chain.

Pollution-intensive industries (PIIs) have both scale effect and environmental sensitivity. Therefore, this paper studies how environmental regulation (ER) affects the location dynamics of PIIs under the agglomeration effect. Our results show that, ER can increase the production costs of pollution-intensive firms (PIFs) by internalizing the negative impact of pollutant discharge in a region, and thus, directly reduces the region’s attractiveness to PIFs. Meanwhile, ER can indirectly reduce the attractiveness of a region to PIFs by reducing the externality of the regional agglomeration effect. Moreover, these influences are regulated by the level of local economic development. Based on the moderated mediating effect model, we find evidence from the site selection activities of newly built chemical firms in cities across China. The empirical test shows that compared with 2014, the proportion of the direct effect of ER to the total effects significantly decreased in 2018, while the proportion of indirect effects under the agglomeration effect increased significantly. Our findings provide reference for the government to design effective environmental policies to guide the location choice of new PIFs.
