This paper studies the environmental pollution and its impacts in China using prefecture-level cities and municipalities data. Moran’sI, the widely used spatial autocorrelation index, provides a fairly strong pattern of spatial clustering of environmental pollution and suggests a fairly high stability of the positive spatial correlation. To investigate the driving forces of environmental pollution and explore the relationship between fiscal decentralization, economic growth, and environmental pollution, spatial Durbin model is used for this analysis. The result shows that fiscal decentralization of local unit plays a significant role in promoting the environmental pollution and the feedback effect of fiscal decentralization on environmental pollution is also positive, though it is not significant. The relationship of GDP per capita and environmental pollution shows inverted U-shaped curve. Due to the scale effect of secondary industry, the higher the level of secondary industry development in a unit is, the easier it is to attract the secondary industry in adjacent units, which mitigates the environmental pollution in adjacent units. Densely populated areas tend to deteriorate local environment, but environmental regulation in densely populated areas is often tighter than other areas, which reduces environmental pollution to a certain extent.

To analyze the environmental pollution effects elicited by industrial agglomeration, a spatial econometric model is constructed based on the Green Solow model. Using data derived from 285 Chinese cities between 2003and 2014, the global Moran'I and local bivariate LISA agglomeration map demonstrates that there is significant correlation between industrial agglomeration and industrial pollution discharge. Then, the spatial Durbin model (SDM) is built and the empirical results are as follows. First, inter-city industrial pollution discharge has a demonstration effect. Cites in the same region should take measures to cooperate to lower industrial pollution discharge. Second, the relationship between the local cities' industrial agglomeration and the local cities' industrial pollution discharge fits the inverted “U” curve. While the neighboring cities' industrial agglomeration will decrease the local cities' industrial pollution discharge. So, measures should be taken to increase the industrial agglomeration degree in the long run.

This paper proposes a novel multi-radius density clustering algorithm based on outlier factor. The algorithm first calculates the density-similar-neighbor-based outlier factor (DSNOF) for each point in the dataset according to the relationship of the density of the point and its neighbors, and then treats the point whose DSNOF is smaller than 1 as a core point. Second, the core points are used for clustering by the similar process of the density based spatial clustering application with noise (DBSCAN) to get some sub-clusters. Third, the proposed algorithm merges the obtained sub-clusters into some clusters. Finally, the points whose DSNOF are larger than 1 are assigned into these clusters. Experiments are performed on some real datasets of the UCI Machine Learning Repository and the experiments results verify that the effectiveness of the proposed model is higher than the DBSCAN algorithm and k-means algorithm and would not be affected by the parameter greatly.

The present work in/estigates the ongoing development and the shaping of the relationship of the Mining Industry of Greece with the Press, mainly in national and in some cases in local environment too. The time span of this investigation covers the period form the mid 80's to the year 2000. The paper covers most of the main and traditional mining commodities of Greece. Following an introduction of the industry, the results of the assessment of 178 articles are presented for the commodities studied. The assessment was carried out in terms of the number of articles referred to each commodity, the coverage (national or local) by the publishing agent, usually a newspaper, the "geography" of the articles, the existence of an author signing each article or not and his/her specialty, the positive or the negative attitude and the relevant image which is pictured by the article, the soundness and the validity of the information given, and the reference in other relevant issues such as the environment, financial and political matters, legislation etc.

Adanya desentralisasi fiskal diharapkan dapat menciptakan kemandirian daerah dan dapat mengurangi ketergantungan pemerintah daerah terhadap pemerintah pusat. Kemandirian keuangan daerah dicerminkan dengan perbandingan besarnya PAD terhadap total pendapatan daerah. Sejak 10 tahun dilaksanakannya otonomi daerah sesuai UU No 32 Tahun 2004, kemandirian keuangan daerah di Provinsi Jawa Tengah masih berada di level yang kurang baik dibandingkan dengan provinsi lainnya di Pulau Jawa. Jumlah pengangguran dan jumlah penduduk miskin di Provinsi Jawa Tengah juga masih terhitung tinggi. Penelitian ini bertujuan untuk mengetahui hubungan dari tingkat kemandirian keuangan daerah dan tingkat ketergantungan daerah terhadap tingkat pengangguran dan tingkat kemiskinan di kabupaten/kota Provinsi Jawa Tengah Tahun 2013. Data yang digunakan dalam penelitian ini adalah data sekunder. Metode analisis yang digunakan adalah Analisis Korelasi Kanonikal menggunakan bantuan program SPSS. Hasil penelitian menunjukkan kemandirian keuangan daerah mempunyi hubungan yang signifikan, kuat, dan tidak searah dengan pengangguran dan kemiskinan. Sedangkan hubungan antara ketergantungan daerah terhadap kemiskinan dan pengangguran mempunyai hubungan yang signifikan, tidak kuat, dan tidak searah. Peningkatan kemandirian keuangan daerah guna mengurangi tingkat ketergantungan terhadap pemerintah pusat dapat dilakukan dengan cara menggali dan mengelola sumber daya atau potensi daerah yang dimilikinya secara efektif dan efisien sebagai sumber utama pendapatan keuangan daerahnya. Fiscal decentralization is expected to create  independency regional financial  and to reduce the dependence of local governments to the central government. Independency regional financial can be result by the ratio of PAD to total local revenue. Since 10 years the implementation of regional autonomy based on UU No. 32 of 2004, independency regional financial in Central Java  is still unwell compared to the other provinces in Java. As well as unemployed, and the poverty in Central Java is still high. The purpose of this research is to determine the relationship of  independency regional financial and the dependency regional to unemployment and poverty in Central Java period 2013. The data used in this research is secondary data. The method of analysis used is the Canonical Correlation Analysis using SPSS application. The results of research showed that the relationship of independency regional financial are significant, strong, and no direct relation with unemployment and poverty The relationship between dependency regional with unemployment and poverty are significant, no strong, and no direct relation. Increased the independency local financial to reduce the dependence on the central government can be done by managing the resources or the potential of region effectively and efficiently as the source from their financial local revenue

The introduction of land finance and foreign direct investment (FDI) lead to competition among provincial local governments in the background of fiscal decentralization. This paper analyzes the provincial data from 1999 to 2008 by a spatial econometric model. The main contents include the relationship between FDI policies in different provinces and the path dependence between FDI selection and land grant. The results showed that the FDI policies are significantly influenced by the similar policies of the surrounding provinces: the policy formulation and implementation is a complementary strategy between the studied province and surrounding provinces in the current year, and an alternative strategy in a lag. Land grant price significantly influent the entry of real estate. There is an obvious path dependence when FDI choose investment region. In this paper, these issues are analyzed with the actual situation in China.

Based on the spatial correlation of environmental pollution between adjacent regions, the new nonparametric spatial lag models are constructed to study the impacts of economic growth and foreign direct investment (FDI) on the environmental pollution in China. The results indicate that: There exists an inverted "U" shaped relationship between economic growth and environmental pollution and the turning point of the curve is large; there exists a "U" shaped relationship between foreign direct investment and environmental pollution while the turning point of the curve is small.

Pro environmental behavior is behavior towards environment that are oriented to minimize the negative impacts of environmental damage. Knowledge about environmental pollution will lead to pro environmental behavior that is very necessary to maintain the quality of the environment. This study aims to determine the relationship of knowledge about envionmental pollution and pro environmental behaviors on high school students. This research was conducted at SMAN 54 Jakarta on May 2018. The method used is descriptive method with correlational study. Samples were taken with Simple Random Samping technique as many as 120 students. Prerequisite test showed that data was normal and homogeneous. Hypothesis tests used linear regression test and simple correlation. Based on data analysis can be conclude, there is a positive relationship between knowledge about environmental pollution and pro environmental behavior.

This paper classifies environmental regulation into two types and constructs a theoretical framework to explore the influences of fee-based environmental regulation and invest-based environmental regulation on environmental pollution. It then establishes some dynamic spatial autoregressive nonlinear econometric models to test the theoretical hypothesis based on 30-area panel data from 2004 to 2016. The results illustrate that inverted “U” shape curve relationship exists between fee-based environmental regulation and environmental pollution, while a “U” shape curve relationship between invest-based environmental regulation and environmental pollution exists. In addition, the findings suggest that improving the proportion of secondary industry can directly promote the environmental quality while effectively control of foreign direct investment and fiscal decentralization is also indispensable. Thus, the government should make targeted research about the optimal intensity of fee-based environmental regulation and invest-based environmental regulation and make targeted enterprise policy for the environmental pollution reduce, which contains promoting the energy revolution and strengthening the depth and strength of opening-up step by step.
