Russian courts Asia for imports and export sales

Subject Shifts in Russian foreign trade. Significance The dollar value of foreign trade rose last year as a result of strengthening global oil prices. Trade is shifting gradually to non-European, non-US locations, mainly in Asia and above all China. For imports, this trend is particularly marked for sanctioned items such as hi-tech electronics and for foodstuffs where Moscow has banned Western imports. Impacts The trade shift towards Asia should offer opportunities to pursue the government policy of 'de-dollarisation'. The dollar cannot be easily abandoned because of its importance to the oil trade. Economic relationships, new and old, will form a basis for Russian political engagement. Russia will promote free trade agreements between the Eurasian Economic Union and rapidly growing countries such as China and Vietnam.

The modern development of foreign trade of agricultural products and foodstuffs in the Republic of Belarus is characterized by an intensive increase in export potential, which requires constant search and development of new promising sales markets. For Belarus, participation in regional trade and economic integration associations (free trade zone with participation of the Eurasian Economic Union (EAEU)) is considered as one of the directions for creating favorable conditions for exporters to access the markets of partner countries. Implementation of export potential of the member states of the integration association is the subject of negotiations during preparation of agreements and requires searching the balance of concessions between the parties concerned. Therefore, in terms of trade of highly sensitive to import agricultural and processing industry products, a reasoned justification is required for requesting potential partners to ease access regimes for a particular product, given the need to provide reciprocal concessions. In this regard, we have developed a technique for assessing possibilities of developing exports of agricultural products of Belarus when signing agreements on free trade zones between the Eurasian Economic Union and third countries, we also tested the presented technique by the example of such countries as Egypt, Iran, Israel, Indonesia and India as the most likely partners to conclude free trade agreements with the Eurasian Economic Union. Based on a comprehensive analysis of the competitive environment at potential sales markets and an assessment of competitiveness of Belarusian export products, as well as study of measures of foreign trade policy (customs tariff and non-tariff barriers), the most appropriate export commodity groups were identified.


Significance Officials are trying to correct high domestic prices which they see as unjustified, and to claw back what they regard as excessive profits earned by metals companies. Impacts Export duties could exert upward pressure on global prices of steel, nickel and aluminium. Exports to the Eurasian Economic Union are exempt, so the government will need a failsafe system to prevent re-exports to third countries. The export duties will reduce the corporate income tax earned by metal-producing regions.

The article examines an international legal framework of the dispute resolution under free trade agree-ments. The existing mechanisms for resolving trade disputes are analyzed and their classification is given. The article demonstrates an evolutionary change of the approach of States to the formulation of provisions on dispute settlement in international trade treaties. Special attention is paid to the systems of dispute resolution under free trade agreements to which the Eurasian Economic Union is a party. The free trade agreements of the Eurasian Economic Union and its member States with the Socialist Republic of Vietnam (2015), the Islamic Republic of Iran (2018), the Republic of Singapore (2019) and the Republic of Serbia (2019) are compared with respect to the dispute resolution mechanisms. The article focuses on such institutional aspects as the method of appointing arbitrators, the scope of interstate disputes and the competition of dispute resolution platforms. The effectiveness of the dispute resolution systems of the World Trade Organization and special-ized mechanisms under the free trade agreements of the Eurasian Economic Union and its member States is evaluated. The negative and positive aspects of the existing mechanisms under the free trade agreements of the Eurasian Economic Union and its member States are highlighted, and the ways of their development are proposed.


Significance Officials in Kyrgyzstan have complained that the Moscow-led Eurasian Economic Union (EEU) has created problems instead of improving trade and investment prospects. Russia's recession has led to reduced inward investment and migrant remittances for Kyrgyzstan. In the new government appointed in April, the only major change was the prime minister. Impacts The government will attempt to revive economic ties trade with China since the EEU has proved to be no substitute. China may offer new loans as Russia can no longer afford 'political' assistance. The problems Kyrgyzstan has encountered with EEU accession may deter would-be member Tajikistan.


Significance Despite its status as a major oil producer, Kazakhstan has struggled to meet domestic demand for refined products since the 1990s. Unprecedented fuel shortages in October and November forced the authorities to import large amounts of petrol and diesel from Russia. Impacts The loans that paid for refinery modernisation will be have to be repaid from retail fuel prices. The absence of a common energy market in the Eurasian Economic Union will complicate price harmonisation. The government believes it can square expanding production with its commitments to the Russian-OPEC output cap.


Subject Outlook for Washington's Prosper Africa initiative. Significance Six months on from the unveiling of its new Africa policy, the Trump administration’s signature new initiative -- Prosper Africa -- has finally been revealed. Prosper Africa intensifies Washington’s prioritisation of trade over aid and will attempt to double two-way trade and investment by 2025. Impacts Limited engagement by senior administration officials may hinder implementation and legitimisation. Washington will focus on new bilateral free trade agreements, though the wider African Growth and Opportunity Act should remain in place. Washington’s political engagement with Africa will remain relatively limited.


Subject Georgia's positive economic outlook. Significance GDP is growing and is being spurred on by improved conditions in Georgia's main foreign economic partners. The government is seeking to capitalise on the country's role as a transport hub by investing in infrastructure, promoting a business-friendly environment and concluding free-trade agreements. Impacts Economic stability will be assisted by an emerging political accommodation, although not a full rapprochement, with Russia. Further economic development depends on access to external financing. High external indebtedness is potentially a source of vulnerability, but currently looks manageable.

The article reveals the features of the international trade, economic and integration priorities of the Republic of Uzbekistan. The conceptual approaches to joining the WTO, diversification of the geography and structure of foreign trade, as well as the expansion of foreign economic cooperation with world and regional powers, the CIS countries and Central Asia are substantiated. Particular attention is paid to risks and building vectors for effective interaction with the Eurasian Economic Union (EAEU), as well as mitigating the effects of the coronavirus pandemic on the national economy.
