Considerable progress has been made in reducing starvation during the past century. This was achieved through increased use of arable land and adoption of new technologies. Future increases in food production will depend to a greater extent than in the past on the adoption of new technologies and must be even more rapidly achieved than in the past to meet the increase in demand for food. Intensive industries such as the poultry industry are under pressure from those engaged with a naturalistic fallacy. Technologies such as antibiotics for chickens or hormonal growth promotants (HGPs) for beef cattle that are safe for people, reduce environmental impacts of production, increase profits for producers, and improve animal well-being will be needed to achieve these increases in food production. The precedent set in the EU in banning HGPs can be understood as a response to the illegal abuse of diethylstilboestrol in the EU and as a non-tariff trade barrier to reduce the importation of beef from more efficient producers. The banning of antibiotics in the EU reflects the unwise application of a ‘precautionary principle’ through which risks were not soundly assessed. However, the unilateral ban established by Coles Supermarkets Pty Ltd on HGPs in Australia represents a more dangerous development, in which marketing ploys have been accorded a higher value than the care of animals, the environment, or the profit made by producers. Decisions such as these have reduced the viability of animal production in the UK and pose a threat to sustainable agricultural production in Australia.

Herbicide resistance in problem weeds is now a major threat to global food production, being particularly widespread in wild grasses affecting cereal crops. In the UK, black-grass (Alopecurus myosuroides) holds the title of number one agronomic problem in winter wheat, with the loss of production associated with herbicide resistance now estimated to cost the farming sector at least £0.5 billion p.a. Black-grass presents us with many of the characteristic traits of a problem weed; being highly competitive, genetically diverse and obligately out-crossing, with a growth habit that matches winter wheat. With the UK’s limited arable crop rotations and the reliance on the repeated use of a very limited range of selective herbicides we have been continuously performing a classic Darwinian selection for resistance traits in weeds that possess great genetic diversity and plasticity in their growth habits. The result has been inevitable; the steady rise of herbicide resistance across the UK, which now affects over 2.1 million hectares of some of our best arable land. Once the resistance genie is out of the bottle, it has proven difficult to prevent its establishment and spread. With the selective herbicide option being no longer effective, the options are to revert to cultural control; changing rotations and cover crops, manual rogueing of weeds, deep ploughing and chemical mulching with total herbicides such as glyphosate. While new precision weeding technologies are being developed, their cost and scalability in arable farming remains unproven. As an agricultural scientist who has spent a working lifetime researching selective weed control, we seem to be giving up on a technology that has been a foundation stone of the green revolution. For me it begs the question, are we really unable to use modern chemical and biological technology to counter resistance? I would argue the answer to that question is most patently no; solutions are around the corner if we choose to develop them.

AbstractAquaponics is a food production system which connects recirculating aquaculture (fish) to hydroponics (plants) systems. Although aquaponics has the potential to improve soil conditions by reducing erosion and nutrient loss and has been shown to reduce food production related carbon emissions by up to 73%, few commercial aquaponics projects in the EU and UK have been successful. Key barriers to commercial success are insufficient initial investment, an uncertain and complex regulatory environment, and the lack of projects operating on a large scale able to demonstrate profitability. In this paper, we use the UK as a case study to discuss the legal and economic barriers to the success of commercial aquaponics in the EU. We also propose three policies: (1) making aquaponics eligible for the new system of Environmental Land Management grants; (2) making aquaponics eligible for organic certification; and (3) clarifying and streamlining the aquaponics licence application process. The UK’s departure from the EU presents a unique opportunity to review agricultural regulations and subsidies, which in turn could provide evidence that similar reforms are needed in the EU.

In this paper a paradox is revealed in the politics of well-being over the means and ends of happiness. That paradox, in brief, is that although happiness is argued to be the ultimate end of all governmentality, in order to serve as that end, it first needs to be translated into a means for bolstering the economy, for only that way can a teleology of happiness gain a foothold in a world which prioritizes economic growth as an end in itself. To show this the paper gives a history of subjective well-being (SWB) research, and contrasts it with the politics of happiness in the UK, where SWB has in the past decade been translated into a discourse around the psychological wealth of the nation via the concepts of mental capital (MC) and mental well-being (MWB).

Leaving the EU is one of the major political decisions made in the UK over the past half-century. Brexit brought about a virtual political earthquake not only in EU-UK relations but also in terms of UK future place and role on the international scene. Immediately after the decision of UK citizens to leave the EU at a referendum held on 23 June 2016, the question arose as to whether the UK will lose some of its international influence, whether Scotland will remain part of the Union, whether the UK will retain its privileged relations and special status with the USA, and what its future relations with the EU will be. The purpose of this article is to point to the basic priorities of the contemporary British foreign policy as well as to place and role of the UK on the contemporary international scene particularly in view of its decision to leave the EU. We shall first try to define the status of present-day Britain in international relations. Second, we shall address the traditional dilemma of the UK foreign policy - what should be given priority - relations with the USA, Europe or the Commonwealth? After that, we shall discuss in more detail the phases the UK foreign policy went through following the end of the cold war. In the third phase, we shall analyze the British contemporary foreign and economic policy towards Gulf countries and China. In the fourth part of the article, we shall discuss relations with the USA. It should be pointed out that the article does not seek to analyze all aspects of British foreign policy, even if we wanted to, due to a shortage of time. Of course, the topic of Brexit will be present in all chapters and especially in the last one and conclusion remarks. By its decision to leave the EU, the UK appears to have given priority to its relations with the USA, China, Gulf countries as well as Commonwealth countries instead of the EU which has been economically and politically dominant over the past few decades. This decision taken by UK citizens will no doubt have a great impact not only on their personal lives and standard of living but on the UK role in international relations. Despite its military, political, economic and cultural capacities, it is highly unlikely that the UK will manage to overcome the consequences of an exit from the single market, currently generating 18 trillion dollars on an annual basis as well as the loss of a privileged partner role with the USA within the Union. We are, therefore, more likely to believe that in the foreseeable future, the role of the UK on the international scene will continue to decline and be increasingly focused on its economic and financial interests. This concluding chapter surveys the key findings and issues raised in the previous chapters. This study of a child's day provides the most extensive picture currently available in the UK, and elsewhere in the world, into how children's time use has changed over the past several decades. It identifies areas of expected change as well as other areas of surprising stability. It reveals how change and stability in children's time use blend together to comprise a child's day, uncovering also the multi-layered contexts of a child's day. Aspects of children's time use, and how this may have changed, will no doubt continue to surface in public debate in connection with their well-being. While welcoming this, it is necessary to always question and seek to understand how supposed changes actually fit within a child's day, the types of days where these changes are concentrated, among whom, and to seek out evidence on how such changes relate to other activities and the social contexts of daily life.

This chapter considers the evolution of modern copyright law against the background of its historical development in the UK and the international and European legal frameworks within which UK copyright law has been increasingly set since the nineteenth century. It examines the rationale and justifications for copyright and identifies the general policy context within which law and policy has developed in the UK and the EU. It also highlights the rapid development of new technologies which has brought copyright reform to the forefront in recent times, the difficulties which this new environment presents for the copyright framework, and how the framework has developed to such challenges.

Urban agriculture in Global North cities is strongly promoted as a sustainable solution to achieve different goals, such as food production, quality of life, and well-being. Although several attempts have been made to evaluate urban agriculture production, few studies have investigated food production in a multitemporal geospatial way and considered per capita population needs, gender, and age strata consumption. This study presents a spatiotemporal quantification of urban agriculture in the city of Milan (Italy) for assessing food self-provisioning potential. We utilized high-resolution Google Earth images and ancillary data to create a detailed cadaster of urban agriculture for the years 2007 and 2014. Based on four scenarios of food production and statistical data on vegetables and cereals consumption, we estimated current total production and requirements for the city dwellers. Our results showed that the actual extension of vegetable gardens (98 ha) and arable land (2539 ha) in the best scenario could satisfy approximately 63,700 and 321,000 consumers of vegetables and cereal products, respectively. Overall, current urban agriculture production is not able to meet vegetables and cereal consumption for more than 1.3 million city residents. Scenario estimates suggest rethinking land use promoting horticultural production to achieve more sustainable food systems.

The recently adopted National Emission Ceilings (NEC) Directive within the European Union and the 1999 Gothenburg Protocol within the Convention on Long-Range Transboundary Air Pollution (CLRTAP) require a substantial further reduction of emissions. What are the chances for implementation success and what are the determining factors? The earlier central air pollution ‘laggard’ the UK is singled out for specific scrutiny, along with Germany and France. With regard to the UK, it does not seem reasonable to assume that the ‘high hopes’ in Geneva/CLRTAP and Brussels will be dashed in London. Despite a recent worrying increase in the use of coal, the UK as ‘the dirty man of Europe’ seems to be history. The prospects for German implementation are more uncertain, but it seems reasonable to assume that the Germans will do quite well, but be less impressive than in the past. France is even more of an uncertain card here, and its unimpressive NOx and VOC performance so far does not bode well. As these countries are central in both the EU and CLRTAP contexts, the implementation prospects for the new EU and CLRTAP commitments are overall quite promising, even though there are huge uncertainties to be clarified further.

For more than 35 years the author has been directly involved with the preparation of Structural Steel Design Codes – both in the UK and, more widely, in the EU. This activity has also extended to include direct association with Code developments in several other countries around the world e.g. South Africa, Hong Kong etc. plus observation of the process in many places. Utilising the UK position as the timeline, this paper presents a largely personal view of developments over the past 100 years, beginning in the pre-code era and culminating in today's age of international cooperation.

Concrete materials and paving technologies have evolved considerably during the past century. However, testing technologies for concrete during construction have not kept pace. Some of the tests that are routinely used are not necessarily performance indicators and some are not made in real time. Seven new technologies are presented that are simple, real-time, field implementable, and economical and in many cases are performance indicators. Although some of these technologies could be used during the mixture design stage, others could be used during construction and some for both purposes. These technologies can be used to supplement or, in some cases, to replace the traditional tests for paving concrete. The discussion focuses on three items: ( a) traditional tests for paving concrete, ( b) new tests and technologies that could be used to supplement or replace the traditional tests, and ( c) suggested future specifications. Data collected by the FHWA Mobile Concrete Laboratory from its technology implementation efforts are presented to support the narrative on the benefits of these new technologies.
