Situated Voices: ‘Black Women's Experience’ and Social Work

The article uses a discourse analytic approach to explore some of the ways in which black women social workers invoke the category ‘experience’ as a means by which to mediate their structural and discursive location in social services departments. The article draws on current feminist theoretical debates about ‘experience’ and the ‘multivocality’ of black women as they construct dialogic spaces with diverse interlocutors. In so doing an argument is made for an understanding of ‘black women's experience’ as constituted rather than descriptive.

Radical and critical social work has existed since the start of the profession. Still, the history of social work education in South Africa does not put prominence on black women social workers like Ellen Kuzwayo and Winnie Madikizela-Mandela, among others. Remarkably, these women also participated in the national women’s protest against the pass laws in 1956 by the apartheid government. The authors espouse radical perspectives, such as feminist, human rights and social justice frameworks, embedded in an Afro-sensed approach. Expressly, the authors argue that, in its very nature, social work is protest, which can be used to restore ravaged history, as well as to influence the teaching and practice of social work.

Abstract How do welfare-reliant mothers enact their agency in relationships with social workers and social services? The present article addresses this question by investigating how twenty Israeli welfare-reliant mothers expressed different modes of human agency in in-depth interviews. Results show how research participants enact agency through (i) expressing anger, (ii) seeking help, (iii) resisting and (iv) engaging in non-action. By highlighting the multidimensional and situational nature of agency, this article offers a new relational lens for conceptualising and empirically studying human agency in social work.

Dr. Iryna Zvereva (1952–2013) was one of the prominent founders of social work and social pedagogy in Ukraine. From 1992 through to 1998 she worked at the State Center of Social Services for Youth, the first professional public social work organization in Ukraine. She became a professor at the Taras Shevchenko National University of Kyiv and the Borys Grinchenko University of Kyiv. She led the development and international recognition of the Ukrainian professional community: under her leadership the Ukrainian Association of Social Educators and Social Work Specialists had joined the International Federation of Social Workers (IFSW) in 1994. She initiated the elaboration of the National Code of Ethics for Social Workers in accordance with international standards. She worked for the Ukrainian and international organizations that had introduced innovative, pioneer social work practices in Ukraine, and she authored over 200 publications on social work and social pedagogy.

The authors review the current status of the social work labor force within the public sector by means of an analysis of the National Association of Social Workers member data base for 1988 and 1991, with additional data drawn from a 1993 member survey. Changes in the proportion and composition of the public social services labor force are documented, including education, experience, gender, and ethnicity. The decreasing professional social work labor force within public social services is discussed within the context of the realities of public social services practice and social work's historic place within this sector. The authors encourage debate about the implications of these trends, focusing on whether social work should influence labor-force trends or be influenced by them.

The article presents an analysis of different approaches of domestic scientists to the interpretation of the concept of «social work management». The author surveys the features of management as an object of governance in the activities of a social worker. Features include the social nature of management information; the need for motivation methods that effectively influences and motivates professionals to better results in social work; availability of social workers' professional competence; the presence of problems with forecasting the results of management in the social sphere; the importance of current and final management results. The author proves the necessity of social workers' self-management skills (time management, motivation, stress resistance and recuperation, development of emotional intelligence) for the effective performance of management tasks in professional activities.  The article highlights the principles that should be followed in solving organizational and managerial tasks in social work management (purposefulness, ability of realization, adaptability, efficiency). The researcher presents the structure of social work management methods in the study (economic, administrative, social counselling, psychological and pedagogical influence, social influence). Research characterizes the methods of social work management while working with recipients of social services (methods of individual social work, methods of group social work, methods of community work, methods of social service design).

Social work in the Czech Republic is confronted with the impact of global neoliberalism, which is manifested by privatisation of social services, individualisation of social risks and economisation. Reflexivity of social workers working with vulnerable children and their families has the potential to lead to a higher quality of social work, strengthening of social workers' identity, and empowering social workers to promote changes in everyday practice. Meeting this potential requires an understanding of constructing reflexivity by social workers, which is the objective of this paper. We used a qualitative research strategy, particularly group and individual interviews with social workers and their analysis using current approaches to grounded theory. Concerning data analysis, we found out that constructing reflexivity (nature and subject of reflexion) derives from the perceived roles of social workers (social worker as an ununderstood artist, social worker a as mediator between social and individual, social workers as an agent of a (society) change, social workers as an agent of normalisation and reflexive professional). The acquired data, within the situational analysis, was inserted into a position map on the scale of holistic and technical reflection. The conclusion discusses the implication for practice and education in social work.

This book describes the new Poverty-Aware Paradigm (PAP), which was developed in Israel through intense involvement with the field of social work in various initiatives. The paradigm was adopted in 2014 by the Israeli Ministry of Welfare and Social Services as a leading paradigm for social workers in social services departments. The book draws from the rich experience of the implementation of the PAP in practice and connects examples of practice to theoretical ideas from radical/critical social work, critical poverty knowledge, and psychoanalysis. The PAP addresses poverty as a violation of human rights and emphasizes people’s ongoing efforts to resist poverty. In order to recognize these sometimes minor acts of resistance and advance their impact, social workers should establish close relationship with service users and stand by them. The book proposes combining relationship-based practice and rights-based practice as a means of bridging the gap between the emotional and material needs of service users. In addition to introducing the main concepts of the PAP, the book also contributes to the debate between conservative and cultural theories of poverty and structural theories, emphasizing the impact of a critical framework on this debate. The book consists of four parts. The first, “Transformation”, addresses the transformational nature of the paradigm. The second, “Recognition”, is based on current psychoanalytic developments and “translates” them into social work practice in order to deepen our understanding of relationship-based practice. The third, “Rights”, describes rights-based practice. The fourth, “Solidarity”, presents various ways in which solidarity might shape social workers’ practice. The book seeks to reaffirm social work’s core commitment to combating poverty and furthering social justice and to offer a solid theoretical conceptualization that is also eminently practical.

ObjectivesThis study examined time to return-to-work (RTW) among direct healthcare and social workers with violence-related incidents compared with these workers with non-violence-related incidents in British Columbia, Canada.MethodsAccepted workers’ compensation lost-time claims were extracted between 2010 and 2014. Workers with violence-related incidents and with non-violence-related incidents were matched using coarsened exact matching (n=5762). The outcome was days until RTW within 1 year after the first day of time loss, estimated with Cox regression using piecewise models, stratified by injury type, occupation, care setting and shift type.ResultsWorkers with violence-related incidents, compared with workers with non-violence-related incidents, were more likely to RTW within 30 days postinjury, less likely within 61–180 days, and were no different after 181 days. Workers with psychological injuries resulting from a violence-related incident had a lower likelihood to RTW during the year postinjury (HR 0.61, 95% CI 0.43 to 0.86). Workers with violence-related incidents in counselling and social work occupations were less likely to RTW within 90 days postinjury (HR 31–60 days: 0.67, 95% CI 0.48 to 0.95 and HR 61–90 days: 0.46, 95% CI 0.30 to 0.69). Workers with violence-related incidents in long-term care and residential social services were less likely to RTW within 91–180 days postinjury.ConclusionsWorkers with psychological injuries, and those in counselling and social work occupations and in long-term care and residential social services, took longer to RTW following a violence-related incident than workers with non-violence-related incidents. Future research should focus on identifying risk factors to reduce the burden of violence and facilitate RTW.

Social workers were introduced to funeral homes in China amid the transition and expansion of both the funeral home industry and the social work profession and are proving to play a valuable, though under-researched role in serving not just clients but also communities and funeral home staff. Funeral home social work fills gaps in after-death care and mental health and is distinct from palliative, hospice, end-of-life, and bereavement social work. Based on the experiences of funeral homes that employ social workers, this article argues that this innovation may bring new ideas to bridge some of the service gaps in after-death care in China and globally. This article outlines the support that will be needed from funeral homes, social work service agencies, and educational and research institutes to facilitate further development of funeral home mental health and social services and to promote the professionalization of funeral home social workers in China.

Abstract The helping relationship between a client and a practitioner is often described as the heart and soul in social work. This research explored the helping relationship between social workers and clients (the clients were mothers) in the context of public social services in Israel. The results presented here are part of a larger ethnographic study that included interviews with 14 social workers, 20 mothers who are clients, and extensive participant observations and textual analysis. Presented in this article are the results pertaining to the essential elements of the helping relationship as perceived by the research participants. Social workers and clients pointed to similar elements that comprise a good helping relationship: love and support; trust and feeling safe; listening and feeling understood; making an effort to help; humanness, compassion, and sensitivity; availability, continuity, and being there when needed; and chemistry. Participants’ accounts exemplify the importance and centrality of the helping relationship in social work. The article concludes with a discussion of the study’s implications for practice, policy, and research.
