This paper mainly studies the emergency resource scheduling algorithms and optimization problems. Through study the effect of explain emergency supplies of resources system, understanding the characteristics of emergency resource, emergency scheduling characteristics and process, and the characteristics of the demand for resources. Emergency resource scheduling model for emergencies, and emergency management by learning the theory and method of study, effective analysis of disaster impact on resource supply system. Select the appropriate scheduling, to the disaster area resources required for effective and reasonable to rise and scheduling is advantageous to the resource scheduling work smoothly. Emergency resource scheduling model is established, provide certain theoretical support for the actual emergency scheduling decisions.

In recent years, major public safety incidents occur frequently in smoke-free cities. Under the complex and severe situation, the emergency preparedness capacity of smoke-free cities in China needs to be improved. In this paper, 50 fire emergency plans in smoke-free City F are taken as samples, and the qualitative comparative analysis method of clear set (csqca) is applied to explore the improvement path of emergency preparedness ability. Three influence paths are obtained to improve the emergency preparedness ability, which are information resource integration mode, business collaboration pre control mode and system route mode. The results provide reference for improving the effectiveness of pre disaster prevention, enhance the emergency preparedness capacity of smoke-free cities and improving the effect of emergency management.

The emergency management community is working toward developments associated with the reduction of losses in lives, property and the environment caused by natural disasters. However, several limitations with the particular collaborative nature of current Information and Communication Technology (ICT) in use have been reported. In particular, how emergency management stakeholders within an ICT environment can bring together all their resources in a collaborative and timely manner so as to improve the effectiveness and efficiency of emergency response tasks. With this in mind, the authors describe the Grid-Aware Emergency Response Model (G-AERM) to make the best of functionality offered by emerging ICT to support intelligence in decision making toward a more effective and efficient emergency response management.

In this study, security and safety in rural parts of Sweden are investigated. New ways of organizing for efficient response can be found in the extended collaboration between societal sectors and in the utilization of local social capital. New categories of first responders and their requirements are identified and technical and non-technical solutions as support are proposed. The solutions include e.g. mobile applications and a technical infrastructure making it possible for volunteers to obtain information about events requiring emergency response. Emergency management in rural areas shows several similarities to large-scale crises, e.g. in terms of insufficient infrastructure available and the need to use local resources in the immediate aftermath of the event. Therefore, the results of the study can be transferable to large-scale crises.

Pharmacists, and pharmacy students, normally have a limited exposure to the principles and structures of emergency management necessary to help coordinate effective and rapid responses. However, pharmacists’ work in disaster preparedness has taken many focuses. Community pharmacists develop emergency preparedness manuals, organize health-system pharmacy teams to respond to terrorism attacks, and identify essential actions for effective emergency response. This chapter focuses on the US health care system and emergency preparedness within its borders, starting with basic terminology and concepts and then moving onto the key components of U.S. National Response Frameworks and the role of pharmacists in the Frameworks and larger emergency preparedness and planning efforts.

The Tohoku earthquake of 11 March 2011 caused very large tsunamis and widespread devastation. Various high-resolution satellites captured details of affected areas and were utilized in emergency response. In this study, high-resolution pre- and post-event TerraSAR-X intensity images were used to identify tsunami-flooded areas and damaged buildings. Since water surface generally shows very little backscatter, flooded areas could be extracted by the difference of backscattering coefficients between the pre- and post-event images. Impacted buildings were detected by calculating the difference and correlation coefficient within the outline of each building. The damage estimates were compared with visual interpretation results, which suggest that the overall accuracy of the proposed method for flooded areas was 80%, and for damaged buildings was 94%. Since the proposed half-automated method takes less processing time and is applicable to various cases, it is expected to provide quick and useful information in emergency management.

PKP-PK unit is an emergency response unit at the airport whose location is within the air-side area that not everyone can enter. The community around the airport and many vocational aviation students have not received comprehensive information related to this PKP-PK Unit. This Unit has a vital role, especially at the time of the accident at the airport. Community Service Activities (PKM) is one of the activities of Tridharma Higher Education that the academic community must carry out at the Polytechnic of Aviation Indonesia Curug. Because it is still in the pandemic condition, Covid-19 PKM activity is done through Webinar with Zoom.  This webinar activity was attended by Vocational Aviation Students in Lampung and Sidoarjo regions in collaboration with Karang Taruna Sedati Gede Sidoarjo village, East Java. After this activity is completed, it is expected that it will increase the knowledge and insight of the students of SmK Flight regarding emergency management units at the airport.

Emergency responders at the local community level are the prime actors concerning emergency management. It has been claimed that information systems have considerable potential to support emergency management. However, development of such systems is demanding, due to the complexity of emergency management. The ability to be able to reveal the stakeholders' needs for support are essential for successful system developments. The objective of this paper is to explore the rationale for emergency management information systems at the local community level. This was accomplished by an extensive needs assessment based on 49 governing documents and 12 interviews with representatives for local as well as regional emergency response organizations. The analysis uncovered eleven areas where emergency management information systems could enhance the capability of local communities' to manage emergencies. The identified needs categories are proposed to constitute a foundation for design patterns for the development of emergency management information systems for local communities.
