У статті зроблено спробу проаналізувати феномен "досвід" у форматі дослідження творчого потенціалу особистості. Теоретико-методологічними засадами заявленої вище проблеми стали концептуальні засади гуманістичної психології, феноменологічного підходу. Досвід, як вагома складова творчого потенціалу особистості, розглядається у співвідношенні таких провідних тенденцій, як стереотипність та оригінальність. Наголошується, що досвід, з одного боку, може сприяти все більшій алгоритмізації та стереотипізації, консерватизму у розв’язанні нових задач, що безумовно перешкоджає творчості. З іншого боку, в осіб з високим творчим потенціалом він стає інтегрованою формою життєтворчості, де в структурі старих знань завжди знайдеться місце новим знанням як привнесених "ззовні", так і знанням, що їх отримує автор через власні ініціації, пошук, накреслюючи власноруч вектор руху. Звідси він отримує "побічний продукт" творчої діяльності – саморозвиток. Відтак творчий досвід трактується як такий, що містить у собі акумуляцію та інтеграцію усіх прижиттєвих творчих напрацювань особистості, готовність її до творчої діяльності та безперервної освіти. Суб’єкт творчої діяльності залишається відкритим новому досвіду, сповнений готовності до нового пізнання, творчих пошуків. In the article there was an attempt to analyze the phenomenon "experience" in the form of investigating a person’s creative potential. The theoretic methodological background of the performed above problem is conceptual background of humanistic psychology and phenomenological approach. Experience as an essential part of a person’s creative potential is regarded in relation to such leading trends as stereotype and originality. On the one hand, the experience is emphasized to be able to promote the model of algorithm and stereotype, conservatism in solving new tasks that is certain to inhibit creativity. On the other hand, personalities with high creative potential have an experience that is becoming an integral form of life work where in the structure of old knowledge you can always find a place for both new ones coming out "from inside" and the ones the author takes due to his own initiation and search. In this way he sketches motion vector and gets the "by-product" of his creativity, it means self-development. Hence, creative experience is interpreted as the one to absorb accumulation and integration of all creative experience in a person’s life; also his/her readiness to creativity and continuing education. The subject of creativity remains opened to a new experience that is fully ready for a new cognition and creativity.

Аналізується важливість і проблемний ряд здійснення реформи місцевого самоврядування в регіонах країни і шляхи її розв’язання у галузі культури. Пропонуються найбільш ефективні кроки для управлінських структур різних рівнів щодо зміни ставлення як представників керівної ланки, так і місцевого населення щодо різноманітних культурних практик. Акцентується увага на ролі методичних служб галузі у процесі здійснення цієї реформ. Наголошено на використанні досвіду інших країн в активізації місцевого населення у цьому процесі. Здійснено спробу запропонувати ефективні, на думку авторів, рішення у питанні проведення зазначеної реформи. Акцент зроблено на освітній чинник. . Ключові слова: культурні практики, місцеве самоврядування, соціальна активність, заклад вищої освіти, організаційно-культурна діяльність.   On the example of organizational, cultural and artistic activity the practice of holding anniversary art exhibitions of regional artistsOleksandr Harvat (photo art) and the first Head (1991-1998) of the regional department of the National Union of Artists Kostiantyn Lytvyn (fine arts, graphics)is analyzed. The specificity of their creative experience, influence on the cultural environment is considered. The most striking pages of the creative biographiesof each of them and the influence of exhibition activity on the artistic environment of the region are revealed. The importance of continuing to preserve the culturalheritage of regional artists in order to position Ukraine in the cultural space of the world is emphasized. Nowadays, within just one generation digital technologies have revolutionized visual communication – from the process/the act of creating a “message”, through the communication channels to the “addressees”, to the interaction with the viewer-participant in this ancient civilization process. As an important component of “communicating through images”, strong impetus was given to traditional technologies and media. Meanwhile, multimedia and the Internet emerged and have quickly developed. It can be said that Internet is a factor transforming almost every aspect of modern culture. This report will attempt to present a small part of my observations (as part of the generation that was witness and process participant) for about twenty years, and mostly in the field of graphic design as an important “forming factor” in visual communication. Due to the wide range, and varied forms of graphic design, I‘ll focus on (and only on some aspects of) my creative experience and my observations in: • The transformations in typography and fonts development; • The forms combining text and graphics / photography (book, publication, page etc.); • Some multidisciplinary aspects of the graphic design. Also I will share some conclusions from my observations.

Lateral learning in the last two decades can be seen in peer-to-peer learning that is being promoted by new technologies where there are apps that allow students to work together in real time through virtual space, a method which thereby shifts the focus from the solitary self to the interdependent group which lives an educational experience of a collaborative and distributed nature, whose focus lies in instilling the principle of the social nature of knowledge. The ideological bases of lateral thinking are sustained by issues such as emancipation of the student from the authority of the teacher, the relationship of collaboration, permitting the development of individual appreciations and ideas, based simultaneously on those of their peers, on the democratization of knowledge, and so on, which ultimately refers to a collaborative creative education, to a democratic education, and to an education for democracy that assumes the new technologized context in which we live. Because of this, lateral thinking is increasingly influencing everyday life and areas such as education and the arts, as it happens in the post-Internet art, and more specifically net.art (i.e., an online art), which is a collaborative creative experience that has become an instrument which allows us to see a “new type of art in the 21st century.” Net.art, Internet art and the most experimental design, therefore constitutes a community experience that hypertextualizes computerized languages and generates poetic perspectives as artistic practices of lateral thinking. It has bestowed upon us a series of mechanisms to devise collaborative development strategies for lateral learning based on those creative ludic educational experiences of using and interacting with new technologies. This is essential to bear in mind because, as Jeremy Rifkin says, collaborative learning helps students to expand their own self-awareness, including their “self” in reference to diverse “others,” and promotes in-depth participation in more interdependent communities. It extends the territory comprised within the boundaries of empathy.

Contemporary Russian socio-cultural, cultural and philosophical, socio psychological, artistic and aesthetic practices actualize the Russian tradition of rejection, criticism, undisguised hatred and fear of power. Today, however, power has ceased to be a subject of one-dimensional denial or condemnation, becoming the subject of an interdisciplinary scientific discourse that integrates cultural studies, philosophy, social psychology, semiotics, art criticism and history (history of culture). The article provides theoretical substantiation and empirical support for the two facets of notions of power. The first facet is the unique, not only political, but also mental determinant of the problem of power in Russia, a kind of reflection of modus vivendi. The second facet is the artistic and image-based determinant of problem of power in Russia designated as artis imago. Theoretical grounds for solving these problems are found in F. Nietzsche’s perceptions of the binary “potentate-mass” opposition, G. Le Bon’s of the “leader”, K.-G. Jung’s of mechanisms of human motivation for power. The paper dwells on the “semiosis of power” in the focus of thoughts by A. F. Losev, P. A. Sorokin, R. Barthes. Based on S. Freud’s views of the unconscious and G. V. Plekhanov’s and J. Maritain’s views of the totalitarian power, we substantiate the concept of “the imperial unconscious”. The paper focuses on the importance of the freedom motif in art (D. Diderot and V. G. Belinsky as theorists, S. Y. Yursky as an art practitioner). Power as a subject of influence and object of analysis by Russian creators is studied on the material of perceptions and creative experience of A. S. Pushkin (in the context of works devoted to Russian “impostors” by numerous authors). Special attention is paid to the early twenty-first century television series on Soviet rulers (Stalin, Khrushchev, Brezhnev, Furtseva). The conclusion is made on the relevance of Pushkin’s remark about “living power” “hated by the rabble” for contemporary Russia.
