Roads embody the experiences of those who construct, use and maintain them through time. Using a biographical approach I explore how memory and identity are entangled in the material remains of a wagon road in southwestern British Columbia, Canada. First constructed by the Royal Engineers in 1859 to enable miners to reach the Fraser River goldfields, the importance of this road transcends its colonial origins. Entwined in different webs of meaning, the material remains of the wagon road continue to play a role in the lives of people today. In this article I investigate the significance of this wagon road to the indigenous Stl’atl’imx (pronounced Stat-lee-um) people of the lower Lillooet River Valley who aim to preserve it as a part of decolonizing and reclaiming their traditional territory and identity. I also look at the road’s importance to a group of Grade 10 students who experience it as part of a high school excursion that teaches outdoor survival skills alongside lessons about British Columbia’s historic past. While these two groups have different experiences of the colonial encounter, for each their understanding of the road goes beyond its physical form to its ‘place’ in understanding their own identity.

In 1991, a substantial program of cooperative salmon fishery management involving First Nations was initiated in British Columbia. This paper considers how ongoing cooperative management initiatives in this fishery could be designed and implemented. The process discussed in the paper could be viewed as an adaptive management experiment in institutional design for cooperative management. First, sets of fundamental objectives for cooperative management and strategies for achieving these objectives are developed. The methods for structuring objectives and developing strategies are drawn from decision analysis practice. Then the actual experience in implementing a version of one of the strategies during the 1992 Fraser River sockeye salmon First Nations fishery is discussed. The highly publicized and controversial events of the 1992 season are instructive about how cooperative management should be implemented in other contexts.

Application of bandpass and directional filtering to potential-field maps of western Canada has led to the discovery of regionally extensive anomalies crossing the northwest strike of Cordilleran structures. The most prominent of these, the Steamboat–Fraser trend, is a north–south-striking feature that projects from the foreland belt in northeastern British Columbia, where it becomes subparallel to anomalies east of the Mackenzie Mountains, southward to the northern limit of the Fraser River strike-slip fault, a distance of about 600 km. Within the hinterland of the Cordillera, the trend appears to spatially correlate with the margins of some Tertiary volcanics. The northeasternmost, and thus most cratonward, Tertiary volcanics are located on the northern projection of the trend. The trend may thus be interpreted as either late, post-orogenic intrusives (e.g., dikes and related volcanic rocks) that are only partially exposed, as pre-orogenic (pre-Mesozoic) features (e.g., faults, dikes) in the crust that were overridden by the Cordilleran thrust sheets, or a combination of these. Although it is not possible to determine which of these (pre- or post-orogenic) is appropriate for the trend, the eventual choice has important implications for the structure and evolution of this part of the Cordillera. If the source of the anomalies is pre-orogenic, a major implication is that Precambrian Shield rocks would be present at depth beneath the southern Canadian Cordillera as far west as the Fraser River fault. Alternatively, if the source is post-orogenic, it represents an anomalously linear feature that has no obvious expression on the surface other than a poorly defined spatial correlation with the margins of some Tertiary volcanics.

Abstract Each year, people gathered in small towns across the Canadian west to participate in rodeos and stampedes. While these events were often organized to promote and celebrate the non-Native community, organizers were keen to invite Aboriginal people. And Aboriginal people flocked to them. This paper explores the ways in which rodeos and stampedes functioned as points of contact between First Nations, mixed-heritage, and non-Native people. It explores why non-Native communities invited First Nations and why Aboriginal people accepted. It examines the place of on-reserve rodeos in the development of rodeo in western Canada and the extent to which they attracted non-Native people. It then examines how interactions at rodeos were structured by gender and racialization, and how these structures were sometimes overcome. Finally, it offers a glimpse at the emergent community of professional rodeo which, reputedly, embraced all rodeo cowboys regardless of ethnicity. In so doing, this paper explores how hybridity and liminality played a role in the development of Western Canadian rodeo and hence in the community celebrations in towns and cities in British Columbia and Alberta.

This paper examines the relationship between the Government of Canada and First Nations during and after the first seven numbered treaty negotations (1867-1900). During this time, the government viewed First Nations as impediments to economic, political, and social development in western Canada. In order to secure land for newcomers and gain control of the West, the government negotiated treaties and passed legislation to control and assimilate the Aboriginal population (1876 Indian Act). As this paper explains, unjust government actions and broken government promises only made the relationship between First Nations and Canada more contentious during the late 19th century.

The increasing division of academic disciplines and bureaucracy has led to the compartmentalization of knowledge on water security, biodiversity, Indigenous rights, and traditional ecological knowledge policy. The attempt to re-establish links among these issues in academic studies can shed light on integrated water governance and the establishment of water ethics. In order to facilitate this effort, this paper discusses three propositions: (1) the establishment of strong legal and ethical frameworks is needed; (2) policymakers and scientists alike need to recognize links between biodiversity and water security; and (3) they need to improve cross-cultural understanding and communication in using the traditional knowledge of Indigenous peoples and local people. This article examines these issues in Western Canada (British Columbia, Alberta, Saskatchewan, and Manitoba) because this region has invited cross-cultural and inter-jurisdictional conflicts since the twentieth century.

This article examines the articulation of a racialized moral panic surrounding Aboriginal gang violence and the community of Maskwacis, a collection of four First Nations in central Alberta, Canada formerly known as Hobbema. Our analysis is situated within the distinctive settler-colonial context through which Aboriginal gangs were mediated (Ginsburg 1991) by the mainstream commercial media as an issue of public concern in this particular Cree community and, indeed, throughout Western Canada. Drawing upon interviews with journalists, First Nation residents, and other community members in the region, our analysis focuses on two interrelated issues: 1) the “behind-the-scenes” production processes through which non-Aboriginal journalists condensed themes of race, crime, and youth to reproduce and amplify a powerful and punitive discourse that articulated Aboriginal gang violence with the broader community itself; and 2) the ways in which First Nations residents and community members—themselves the subjects of the media gaze—interpreted, internalized, and, at times actively manipulated this racialized discourse of crisis.

The Arctic Institute of North America (AINA) has become known among First Nations in Western Canada, the Yukon, and Northwest Territories (NWT) as an organization that does relevant and useful research with northern communities. Projects are joint ventures with the community, AINA, and either a funding partner or a cultural institute. Funding for projects comes from scholarly granting bodies, communities, tribal councils, industry, private donors, and foundations.

This paper explores the biography of a wagon road located in the First Nations (indigenous) territory of the Stl'atl'imx of the lower Lillooet River Valley in southern British Columbia, Canada. While the road is best known as a route to the Fraser Canyon during the Fraser River Gold Rush of 1858, here I investigate its multiple lives. Adopting themes from symmetrical archaeology, I show that the wagon road was not a passive outcome of colonial action but instead shifted in form and meaning as it interacted with the human and non-human world. I draw on archival documents from the Royal Engineers and oral accounts from the Stl'atl'imx of the lower Lillooet River Valley to illustrate how people, places and things were woven into the landscape through bodily engagement with the road. This paper thus highlights the complexity of the colonial encounter and the importance of movement and the materiality of movement (roads) in understanding the diversity of interaction in tensioned landscapes.
