AbstractObjective:To prevent and control public health emergencies, we set up a prescreening and triage workflow and analyzed the effects on coronavirus disease 2019 (COVID-19).Methods:In accordance with the requirements of the level 1 emergency response of public health emergencies in Shaanxi Province, China, a triage process for COVID-19 was established to guide patients through a 4-level triage process during their hospital visits. The diagnosis of COVID-19 was based on positive COVID-19 nucleic acid testing according to the unified triage standards of the Guidelines for the Diagnosis and Treatment of Novel Coronavirus Pneumonia (Trial version 4),4 issued by the National Health Commission of the People’s Republic of China.Results:The screened rate of suspected COVID-19 was 1.63% (4 of 246) in the general fever outpatient clinic and 8.28% (13 of 157) in the COVID-19 outpatient clinic, and they showed a significant difference (P = .00).Conclusions:The triage procedure effectively screened the patients and identified the high-risk population.

At the moment, the shortcomings in the system of responding to crises in the health sector lie in the imperfection of the response order and management mechanisms. The purpose of the paper is to investigate the legal regulation and reflection of public health emergencies in China, as exemplified by the case of 2019 coronavirus. The paper discusses the legal framework for the regulation of emergency situations in public health in China for the period from the end of 2019. The importance of preventing and controlling the epidemic is substantiated, and shortcomings in the work to combat the epidemic are analysed. Particular attention is paid to issues of informing the public and the rule of law in emergency situations in public health. The provisions of the legislation of the People’s Republic of China in public health emergencies were also examined. The paper is of practical importance not only for China, but for the entire world in the prevention and control of coronavirus.

After the occurrence of public health emergencies, due to the uncertainty of the evolution of events and the asymmetry of pandemic information, the public’s risk perception will fluctuate dramatically. Excessive risk perception often causes the public to overreact to emergencies, resulting in irrational behaviors, which have a negative impact on economic development and social order. However, low-risk perception will reduce individual awareness of prevention and control, which is not conducive to the implementation of government pandemic prevention and control measures. Therefore, it is of great significance to accurately evaluate public risk perception for improving government risk management. This paper took the evolution of public risk perception based on the COVID-19 region as the research object. First, we analyze the characteristics of infectious diseases in the evolution of public risk perception of public health emergencies. Second, we analyze the characteristics of risk perception transmission in social networks. Third, we establish the dynamic model of public risk perception evolution based on SEIR, and the evolution mechanism of the public risk perception network is revealed through simulation experiments. Finally, we provide policy suggestions for government departments to deal with public health emergencies based on the conclusions of this study.

<div><p class="Els-history-head">Threats to the security of the Republic of Indonesia are classified as military and non-military threats. One of the non-military threats is the danger of an epidemic, which includes a threat with a public safety dimension. The growth of novel coronavirus (2019-nCoV) cases has been very fast. As of August 4, 2020, globally 18.14 million cases were confirmed worldwide with 691,013 deaths or a Case Fatality Ratio (CFR) of 3.8%. The 2019-nCoV Outbreak became a COVID-19 pandemic which has an impact on public health and the world economy. ASEAN Plus member countries are deploying militaries to help contain the spread and control the effects of this pandemic. The military is deployed because it is considered a trained resource and is better prepared to deal with emergencies. The purpose of this study is to analyse the joint action of the regional military in the face of the COVID-19 pandemic. This study uses an explanative qualitative method using NVivo as a data processing tool and data analysis using Soft System Methodology (SSM). The results of this study found that the joint regional military actions that have been carried out to stem the spread of COVID-19 are dominated by activities carried out by the ASEAN Center of Military Medicine (ACMM) as the leading sector, activities that have been carried out are the exchange of information and sharing practical activities in managing COVID-19, holding a Tabletop Exercise (TTX) for public health emergency response, joint research and sharing health materials among ASEAN Plus member countries. Meanwhile, the ASEAN Plus network of biological and radiological defense experts has yet to show specific activities to curb the COVID-19 pandemic.</p></div>

AbstractIntroduction:Chronic diseases are major causes of death and disability and often require multiple prescribed medications for treatment and control. Public health emergencies (e.g., disasters due to natural hazards) that disrupt the availability or supply of these medications may exacerbate chronic disease or even cause death.Problem:A repository of chronic disease pharmaceuticals and medical supplies organized for rapid response in the event of a public health emergency is desirable. However, there is no science base for determining the contents of such a repository. This study provides the first step in an evidence-based approach to inform the planning, periodic review, and revision of repositories of chronic disease medications.Methods:Data from the 2004 National Hospital Ambulatory Medical Care Survey (NHAMCS) were used to examine the prescription medication needs of persons presenting to US hospital emergency departments for chronic disease exacerbations. It was assumed that the typical distribution of cases for an emergency department will reflect the patient population treated in the days after a public health emergency. The estimated numbers of prescribed drugs for chronic conditions that represent the five leading causes of death, the five leading primary diagnoses for physician office visits, and the five leading causes of disease burden assessed by disability-adjusted life years are presented.Results:The 2004 NHAMCS collected data on 36,589 patient visits that were provided by 376 emergency departments. Overall, the five drug classes mentioned most frequently for emergency department visits during 2004 were narcotic analgesics (30.7 million), non-steroidal anti-inflammatory drugs (25.2 million), non-narcotic analgesics (15.2 million), sedatives and hypnotics (10.4 million), and cephalosporins (8.2 million). The drug classes mentioned most frequently for chronic conditions were: (1) for heart disease, antianginal agents/vasodilators (715,000); (2) for cancer, narcotic analgesics (53,000); (3) for stroke, non-narcotic analgesics (138,000); (4) for chronic obstructive pulmonary disease, anti-asthmatics/bronchodilators (3.2 million); and (5) for diabetes, hypoglycemic agents (261,000). Ten medication categories were common across four or more chronic conditions.Conclusions:Persons with chronic diseases have an urgent need for ongoing care and medical support after public health emergencies. These findings provide one evidence-based approach for informing public health preparedness in terms of planning for and review of the prescription medication needs of clinically vulnerable populations with prevalent chronic disease.

The prevention and control of public health emergencies is an important challenge to national governance level and governance capacity. The increasing practical challenges of public health governance, the imperfect mechanism of public health emergency response and the insufficient investment in public health cause have affected the effectiveness of national governance of public health emergencies and hindered the in-depth promotion of the modernization of national governance. Therefore, the government, society and the people must move from crisis and prevention mechanism to forward-looking and dynamic adaptive risk governance mechanism, from multi-level structural governance to network collaborative governance, and from defense to attack, so as to improve the national system from the aspect of governance efficiency in response to public health emergencies, and then promote the modernization of national governance.

This paper focuses on the using of choral reading technique to the eleventh grade students’ reading mastery at SMA Negeri 1 Kasimbar. The writer applied quasi experimental research design and need pre-test and post-test to both experimental and control class. The pre-test was to know the level of students’ reading mastery ability before giving treatment while the post-test was used to know the result after giving treatment. There was a significant difference score of the post-test of the experimental class (1.495) and the control class (1.235). The level of significance was set up 0,05 with 40 degree of freedom ( (df) = Nx + Ny = 21 + 21 + 40). The result of data analysis indicates that tcounted (3,729) which was higher than ttable, it means that the hypothesis of the research was accepted. Thus, there was significant influence of using choral reading technique to the eleventh grade students at SMA Negeri 1 Kasimbar.

AbstractBackgroundThe novel coronavirus disease 2019 (COVID-19) outbreak is spreading rapidly throughout China and the world. Hence, early surveillance and public health emergency disposal are considered crucial to curb this emerging infectious disease. However, studies that investigated the early surveillance and public health emergency disposal for the prevention and control of the COVID-19 outbreak in China are relatively few. We aimed to compare the strengths and weaknesses of early surveillance and public health emergency disposal for prevention and control between COVID-19 and H7N9 avian influenza, which was commended by the international community, in China.MethodsA case-comparison study was conducted using a set of six key time nodes to form a reference framework for evaluating early surveillance and public health emergency disposal between H7N9 avian influenza (2013) in Shanghai, China and COVID-19 in Wuhan, China.FindingsA report to the local Center for Disease Control and Prevention, China, for the first hospitalized patient was sent after 6 and 20 days for H7N9 avian influenza and COVID-19, respectively. In contrast, the pathogen was identified faster in the case of COVID-19 than in the case of H7N9 avian influenza (12 days vs. 31 days). The government response regarding COVID-19 was 10 days later than that regarding avian influenza. The entire process of early surveillance and public health emergency disposal lasted 5 days longer in COVID-19 than in H7N9 avian influenza (46 days vs. 41 days).ConclusionsThe identification of the unknown pathogen improved in China between the outbreaks of avian influenza and COVID-19. The longer emergency disposal period in the case of COVID-19 could be attributed to the government’s slower response to the epidemic. Abstract Background Novel coronavirus pneumonia(NCP) outbreak in Wuhan, China in early 2020, resulted in over 80 thousand infections in China. At present, NCP has an explosive growth in the world. Surgeons could refuse selective operation during the outbreak, but they must face the emergency operation. We hope to avoid the spread of NCP while ensuring efficient treatment of emergency cases. Methods The data of patients with incarcerated hernia admitted to Beijing Chaoyang Hospital during NCP epidemic were analyzed and compared with those in 2019. All cases were divided into NCP group and 2019 group. The operation data and inpatient protection process of emergency cases were analyzed. Result During the NCP epidemic, 17 cases with incarcerated hernia were treated in our department. A Total of 263 cases of the same disease were admitted in 2019. There was no significant difference in age, gender, BMI and hernia type between two groups. No significant difference was observed between the two groups in operation method and hospital stay. The waiting time for emergency operation of NCP group was significantly longer than that of 2019 group (P=0.002). A buffer ward was set up by administrator of hospital during NCP outbreak. Hospitals were divided into "Red area, Yellow area and Green area" artificially, and strict screening consultation system was implemented. There was no case of SARS-nCoV-2 infection in medical staff. Conclusion It was safe and effective to carry out emergency operation on the premise of screening, protection and isolation during the NCP epidemic. The increased waiting time for operation due to NCP screening did not threaten medical safety of emergency incarcerated hernia patients.

Background: The prolonged partus is one of the causes of maternal deaths marked by the slow progress of labor. Induction of labor and caesarean section is a common procedure performed on long-term partus events to end pregnancy. The birth acupressure technique is a complementary method to activate the hormone oxytocin at a certain point to use to soften the cervix and increase contraction.Objective: To examine the effect of acupressure point LI4, SP6 and BL60 on the duration of the first stage of labor and APGAR Score of newborn in primigravida.Methods: This research employed a Quasy experimental study with posttest control group design. It was conducted at the Public Health Center of Trauma and Public Health Center of Palaran Samarinda, East Kalimantan. There were 40 respondents selected using purposive sampling, which 20 respondents assigned in the experiment and control group. The duration of the first stage of labor was assessed using partograph and APGAR Score was assessed using APGAR Score assessment sheets. Mann Whitney test was used for data analysisResults: Findings showed that the duration of the first stage of labor in the experiment group was 187 minutes and in the control group was 307 minutes. Mann Whitney test obtained p-value 0.001 (<0.05), which indicated that there was a statistically significant difference of the duration of the first stage of labor between both groups. However, Mann Whitney test for APGAR score showed p-value 0.114 (>0.05), which indicated that there was no significant difference of APGAR score in the experiment and control group.Conclusion: There was a significant effect of acupressure on the duration of the first stage of labor, but no effect of the APGAR score. Therefore, acupressure may be recommended to shorten the duration of the first stage of delivery in primigravida.
