Carausius and His Brothers: The Construction and Deconstruction of an Imperial Image in the Late Third Century AD

AbstractThis article examines the public image of the emperor Carausius, a Roman army officer who claimed authority over Britain and parts of Gaul between 286 and 293, in opposition to Diocletian and his Tetrarchic colleagues. Carausius’ coinage celebrated his fleet, his naval prowess, and his divine support from Neptune and Oceanus. These designs were created as part of a strategy to refashion Carausius’ humble background as a sailor into a statement of imperial suitability. However, Carausius’ claims were undermined by the orators who delivered speeches in praise of his Tetrarchic rivals, Maximian and Constantius, in the years 289, 291, and 297. Their panegyrics subverted Carausius’ naval experience and claim to control the Ocean, instead portraying him as a pirate, brigand, and threat to the people of Gaul. After the reconquest of Britain, the medallions and monuments of the Tetrarchic regime commemorated their own naval success and control over the Ocean, suppressing the claims of Carausius. The propaganda campaign against Carausius was driven by the fact that he was an emperor of undistinguished origin, who had risen up through the ranks of the army, just like the Tetrarchs themselves. The emperors wished to distance themselves from their former colleague in order to discourage further rebellion from within the officer corps.

In the current phase of liberalisation, privatisation and globalisation, and now broadly governance, regulatory administration has acquired growing importance as an instrument of achieving socio-economic objectives. It is through instrumentality of regulatory administration that the government is able to exercise effective political and economic sovereignty and control over the country’s governance process and resources. Governments of nearly all developing countries have initiated policies and procedures to promote and strengthen regulatory bodies and agencies. However, the results of these promotional and regular activities have varied considerably, often reflecting large inadequacies in policies, organisational structures and procedures. Increasing emphasis is now being placed at the national level on a more flexible regulatory administration to enforce compliance with nationally established policies and requirements in various political, economic and social spheres. As a watchdog for the public interest, governments both at central and state levels should engage in activities for the promotion of social and economic justice, so as to ensure the happiness and prosperity of the people.

The bureaucracy’s goal is to maintain uniformity and control within discrete areas of activity and relies on hierarchical processes and procedural correctness as means to suppress autonomous decision making. That worldview, however, is unsuited for problem solving of real world VUCA (Volatility, uncertainty, complexity and ambiguity) problems. Solving wicked problems in the VUCA world requires curiosity, creativity and collaboration, and a willingness to deeply engage and an ability to painstakingly work through their seemingly contradictory and chaotic pathways. In addition, it necessitates leadership. Leaders require a deep – indeed academic – understanding of the nature of the problems and the veracity of various problem-solving approaches. Leadership after all means "[facilitating] the necessary adaptive work that needs to be done by the people connected to the problem." That are the people at the coalface who understand and have to manage the complexities relating to problems unique to their local environment for which of the shelf solutions never work. Systems and complexity thinking is more than a tool, it is – in a sense – a way of being, namely deeply interested in understanding the highly interconnected and interdependent nature of the issues affecting our life and work. Hence, system and complexity thinking is, contrary to what Haynes and colleagues state in their "summation for the public reader," neither "overwhelming and hard [nor difficult] to use practically." Such a view is as much misleading as selfdefeating.

ABSTRAKDesa Suradadi merupakan sebuah desa yang terletak di Kecamatan Terara Kabupaten Lombok Timur. Karena letaknya yang termasuk didaerah pedesaan, warga desa Suradadi lebih banyak menggunakan bahasa daerah yakni bahasa sasak dalam kegiatan sehari-harinya dan tidak sedikit dari warga desa Suradadi yang tidak memahami bahasa Indonesia. Banyak pendapat yang mengatakan bahwa bahasa yang digunakan oleh pemerintah terkait edukasi Covid-19 kepada masyarakat masih menggunakan bahasa yang kurang dipahami oleh awam terlebih yang berada di daerah. Bahasa yang disampaikan oleh pemerintah masih menyasar pada masyarakat perkotaan terdidik yang berasal dari kelas menengah. Kegiatan ini bertujuan untuk membuat short video edukasi Covid-19 berbahasa Sasak dengan melibatkan warga Desa Suradadi. Desa Suradadi merupakan wilayah dengan angka kejadian nol Covid-19. Keberhasilan ini menjadi dasar pemilihan desa Suradadi sebagai pilot project pembuatan short movie edukasi Covid-19 berbahasa Sasak. Short movie ini akan menjadi media sosialisasi dan informasi Covid-19 serta upaya-upaya pencegahan dan pengendalian Covid-19 di kalangan masyarakat. Sasaran short movie ini ialah masyarakat di pulau Lombok yang kurang paham bahkan tidak mengerti Bahasa Indonesia. Short movie edukasi Covid-19 yang diberi judul “ITE PEDULI” ini telah disebarluaskan melalui akun youtube FIK UMMAT agar bisa dilihat oleh masyarakat. Harapannya setelah video ini disaksikan, masyarakat akan lebih memahami pentingnya penerapan protokol kesehatan untuk memutus rantai penyebaran covid-19. Kata kunci: film pendek; edukasi; covid-19; sasak; pulau Lombok.  ABSTRACTSuradadi village is a village located in Terara District, East Lombok Regency. It is located in a rural area so that Suradadi villagers use more of the regional language, namely the Sasak language in their daily activities and not a few of the Suradadi villagers who do not understand Bahasa Indonesia. There are many opinions state that the language used by the government regarding Covid-19 education for the public still uses language that is not understood by the layman, especially those in the regions. The language spoken by the government is still targeting educated urban communities who come from the middle class. This activity aimed to make a covid-19 educational short movie in Sasak language by involving the residents of Suradadi Village. Suradadi Village is an area with zero Covid-19 incidence. This success became the basis for choosing Suradadi village as a pilot project for making of Covid-19 educational short movie in Sasak language. This short movie will serve as a media for socializing and informing Covid-19 as well as efforts to prevent and control Covid-19 in the society. The target of this short movie is the people on the Lombok Island who do not even understand Bahasa Indonesia. The covid-19 educational short movie entitled "ITE PEDULI" has been disseminated through the FIK UMMAT youtube account so that it can be seen by the public. Abstract Background: Mosquito surveillance is crucial for understanding the epidemic potential, planning early-warning, and effective control strategies. As a key public place in Beijing, the Beijing Olympic Forest Park (BOFP) makes serious epidemiological means for the Beijing, and the survey on the Japanese B Encephalitis (JBE) vector of Culex tritaeniorhynchus and mosquito landing in BOFP is crucial for the people living as well as JBE surveillance and control. It was hypothesized that the Cx. tritaeniorhynchus could be trapped in a well-urbanization area of Beijing, and the distribution of Cx. tritaeniorhynchus and mosquito landing rate are determined by the environmental factors. Methods: Thus, this investigation was performed to understand the spatial-temporal distribution of Cx. Tritaeniorhynchus and landing rate in BOFP, and the relationship between environmental features and densities of Cx. tritaeniorhynchus as well as mosquito landing rate, considering the vector competent of Cx. tritaeniorhynchus and important epidemiological means of BOFP in Beijing. From July to September, the Cx. tritaeniorhynchus was trapped with CDC-lights together with CO2 and the landing rate on the same sites as light traps were also investigated. What’s more, the ties of environmental factors to the density of Cx. tritaeniorhynchus and landing rate was performed with SPSS, after the environmental factors datasets had been extracted with the 3S procedures. Results: As result showed, the highest density of Cx. tritaeniorhynchus could be detected in September in the wetland environment, and the density was related to the grass-water in 400meters buffer (GW_400) and lower-trees in 100meter buffer distance (LT_100). For the landing rate investigation, the highest landing rates was observed in the wetland environment during September. In addition, there were two environmental features could be identified to correlate to landing rates; that is, grass-water in 400meters buffer (GW_400) and high-trees in 100meter buffer distance (HT_100). It was concluded that the Cx. tritaeniorhynchus, the vector of JBE, could be detected in BOFP (well-urbanization area), and the environmental factor could affect not only the spatial distribution of JBE vector but also the mosquito landing rates in BOFP. Conclusions: The information achieved from this study could offer advice to people escaping from mosquito biting and provide useful information to prevent mosquito-borne diseases in Beijing, which means a lot to the public health of Beijing.

In conducting the KKN-PPM program is in the form of legal counseling and socialization to the public about the danger of drug distribution and control as well as the legal impact. The outcomes to be achieved after legal counseling are reduced drug users and increased legal awareness as well as the participation of local communities and Local Government to improve supervision of narcotics circulation between the two countries.

Smart Water Level Indicator The Water Level Indicator is beneficial to the public, especially to residents living in rivers. This technology can provide early warnings to residents when the water level is occupying a dangerous level and facilitates workers who control the dam of the river. This technology can alert early through sirens and notifications / messages via smartphones as well as to the river dashboard controllers capable of controlling water gates through their smartphones. The worker who controls the dam of this river no longer needs to go back to the dam's door control house to open the water dam door. Workers who are in charge of controlling dam need to stand in one place only to open their smartphones and control the dam's doorway using the fingertips. To the people living in the river, they do not have to worry about the floods that will happen in their area. They will get an early warning about the flood at any time even when they are sleeping. They will get the warning via notification on their smartphone and siren is places in a certain area to produce a loud noise so that residents can be prepared to face the disaster. It is expect that the Water Level Indicator is able to take a step further and can be use as best as possible and can help the local community

Acute Respiratory Infection (ARI) is one of the highest infectious diseases in Indonesia that can cause death. The public knowledge about the prevention and control of ARI is inadequate, so prevention efforts are needed to reduce the transmission of this infection disease. The purpose of this community service activity is to increase the knowledge of the people of Gunung Bungsu Village, Kec. XIII Koto Kampar on preventing the transmission of ARIs through preventive measures by providing education on how to use masks and proper ethics when coughing/sneezing. The method used was an interactive and participatory model by involving the community at Gunung Bungsu Village, Kec. XIII Koto Kampar. This socialization activity increased the community knowledge, showed by the enthusiasm of community at Gunung Bungsu Village, Kec. XIII Koto Kampar who actively interacts through the questions they ask to increase their understanding of ARI. Beside that, the results of the questionnaire assessment showed that the community was satisfy with the socialization of ARI prevention. This service can be useful for the prevention and control of ARI around the neighborhood.

Background: Ethical issues have been raised about using the psychological autopsy approach in the study of suicide. The impact on informants of control cases who participated in case-control psychological autopsy studies has not been investigated. Aims: (1) To investigate whether informants of suicide cases recruited by two approaches (coroners’ court and public mortuaries) respond differently to the initial contact by the research team. (2) To explore the reactions, reasons for participation, and comments of both the informants of suicide and control cases to psychological autopsy interviews. (3) To investigate the impact of the interviews on informants of suicide cases about a month after the interviews. Methods: A self-report questionnaire was used for the informants of both suicide and control cases. Telephone follow-up interviews were conducted with the informants of suicide cases. Results: The majority of the informants of suicide cases, regardless of the initial route of contact, as well as the control cases were positive about being approached to take part in the study. A minority of informants of suicide and control cases found the experience of talking about their family member to be more upsetting than expected. The telephone follow-up interviews showed that none of the informants of suicide cases reported being distressed by the psychological autopsy interviews. Limitations: The acceptance rate for our original psychological autopsy study was modest. Conclusions: The findings of this study are useful for future participants and researchers in measuring the potential benefits and risks of participating in similar sensitive research. Psychological autopsy interviews may be utilized as an active engagement approach to reach out to the people bereaved by suicide, especially in places where the postvention work is underdeveloped.
