In Tanzania, the National Water Policy (NAWAPO) of 2002 clearly stipulates that access to water supply and sanitation is a right for every Tanzanian and that cost recovery is the foundation of sustainable service delivery. To meet these demands, water authorities have introduced cost recovery and a water sharing system. The overall objective of this study was to assess the impact of cost recovery and the sharing system on water policy implementation and human rights to water in four villages in the Ileje district. The specific objectives were: (1) to assess the impact of cost recovery and the sharing system on the availability of water to the poor, (2) to assess user willingness to pay for the services provided, (3) to assess community understanding on the issue of water as a human right, (4) to analyse the implications of the results in relation to policies on human rights to water and the effectiveness of the implementation of the national water policy at the grassroots, and (5) to establish the guidelines for water pricing in rural areas. Questionnaires at water demand, water supply, ability and willingness to pay and revenue collection were the basis for data collection. While 36.7% of the population in the district had water supply coverage, more than 73,077 people of the total population of 115,996 still lacked access to clean and safe water and sanitation services in the Ileje district. The country's rural water supply coverage is 49%. Seventy-nine percent of the interviewees in all four villages said that water availability in litres per household per day had decreased mainly due to high water pricing which did not consider the income of villagers. On the other hand, more than 85% of the villagers were not satisfied with the amount they were paying because the services were still poor. On the issue of human rights to water, more than 92% of the villagers know about their right to water and want it exercised by the government. In all four villages, more than 78% of the interviewees are willing to pay for water provided that the tariffs are affordable. Water policy implementation continues slowly: regardless of the fact that more than five years have passed since policy inception, 60% of the villagers in Itumba still have no water services at all. The study shows that government fulfilment of human rights to water has a long way to go, especially in rural areas where people cannot afford to pay for water and some of the villages still depend on water from wells and seasonal rivers.

Throughout the world, privatization of water supply and the sewerage services is a controversial topic of political debate. Any nationalization, privatization, municipalization, or alteration in the regulatory regime constitutes a significant change of the institutional mechanism of water management. This article, based on a comparative analysis of water management institutions in selected member states of the European Union, addresses water supply and sewerage services in conurbations with centralized supplies. A brief characterization of water services and the water industry is provided in the context of global water policy developments. Three typical regulatory models are described: the British, based on centralized public policy and surrogate competition by statistical comparison; the French, based on competition for temporary monopolies; and the German or middle-European, based on competition for goods and services and control of limited operational monopolies. A typology of privatization is also presented. This article does not seek to argue that one model is better than another.

The paper provides a case study of rural water supply in Fayoum. First, the present state-of-affairs is described and analyzed with respect to production, consumption and coverage. A water balance is drawn up and the projected trends up to the year 2000 are indicated. Nearly full coverage has been achieved already but still more than 50% of the population is served by public standposts. Considerable demand for house connections is apparent. Based on the present trend it is expected that by the year 2000, 75% of the population could be served by private connections, provided sufficient production capacity becomes available. Secondly, the focus is on organization and finance with special attention to cost recovery. Estimates for present billing efficiency and the Unaccounted For Water (UFW) percentages are provided. With the perceived trend in the growth of house connections and decline of public taps there is ample potential to reduce UFW, provided an efficient billing and fee collection system is introduced and leakage is controlled. With the reduction of UFW by “technical” measures half of the cost recovery target can be achieved. The other half has to come from tariff increases. Experience is drawn from the Netherlands-supported Fayoum Drinking Water and Sanitation Project (FADWS) which started in 1990.

Affordability of water services is a pressing water policy issue for both the developed and, in particular, for the developing world. Despite its well-known theoretical shortcomings, affordability analysis of water supply has, up to now, been widely based on the ratio of a household's water expenditure to its income, the Conventional Affordability Ratio (CAR). However, in the housing sector, alternative concepts for measuring affordability have been developed, among them being the ‘Potential Affordability Approach’ (PAA) and the ‘Residual Income Approach’ (RIA). Against this background, this paper compares these three prominent affordability measures (CAR, PAA, RIA) on the basis of an empirical case study of a peri-urban, low-income area in the second largest Mongolian city of Darkhan, using household data from a survey conducted in 2009. Thus we gain insight into both the water-related affordability situation of people in Mongolia, checking the World Bank's finding of an absence of water affordability problems in peri-urban areas in the Mongolian capital Ulaanbaatar, as well as into the comparative functionality of different affordability measures. It is shown that affordability problems do occur but have to be distinguished depending on the economic causation. We argue that none of the regarded measures give a satisfyingly contoured notion of affordability properly distinguished from the adjacent problems of poverty and access.

ABSTRACT Emergent macrophytes play critical roles in water treatment processes of free-water surface constructed treatment wetlands. Management strategies for plant biomass affect wetland function and mosquito populations. Sinking of harvested macrophyte biomass is thought to provide organic carbon that enhances denitrifying bacteria important for nutrient removal while concomitantly reducing harborage for mosquitoes. The effects of sinking versus floating dried plant biomass (California bulrush [Schoenoplectus californicus]) on immature mosquito abundance and water quality (nutrient levels, oxygen demand, and physicochemical variables) were examined in mesocosms (28-m2 ponds or 1.4-m2 wading pools) under different flow regimes in 4 studies. The numbers of mosquito larvae in earthen ponds with floating vegetation were greater than in ponds with sunken vegetation on most dates but did not differ significantly between the 2 vegetation treatments in experiments using wading pools. Differences of the abundance of Anopheles larvae between the 2 vegetation management treatments were larger than for Culex larvae when naturally occurring larval mosquito predators were present. At high turnover rates (>2 pond volumes/day), water quality did not differ significantly between the vegetation management treatments and the water supply. At low turnover rates (approximately 2–6% of water volume/day), water quality differed significantly between the 2 vegetation management treatments and the water supply. Sinking vegetation can enhance the effectiveness of mosquito control but, depending on water management practices, may raise the concentrations of water quality constituents in discharges that are regulated under the Clean Water Act.

Abstract. Improving existing drinking water supply services in developing countries depends crucially on available financial resources. Cost recovery rates of these services are typically low, while demand for more reliable services is high and rapidly growing. Most stated preference based demand studies in the developing world apply the contingent valuation method and focus on rural areas. This study examines the willingness of households to pay for improved water supply services employing a choice model (CM) in an urban area in Ethiopia, a country with the lowest water supply coverage in Sub-Saharan Africa. The design of the choice model allows the estimation of the values of both drinking water reliability and safety. The estimated economic values can be used in policy appraisals of investment decisions. Despite significant income constraints, households are willing to pay up to 60% extra for improved levels of water supply over and above their current water bill, especially households living in the poorest part of the city with the lowest service levels. Women value the improvement of water quality most, while a significant effect is found for averting behavior and expenditures.
