Triple helix model is a model of a knowledge-based economy, which collaborates with the university, business, and government sectors to help small and medium enterprises (SMEs) boost their business. The issue is the three actors have not yet synergized optimally in the development of SMEs. Hence, this study was to identify the critical success factors of the triple helix model for SMEs. This study employed a meta-ethnography and factor analysis to obtain components and indicators of the success factors. The result showed that 37 items of critical success factors have good content validity and excellent homogeneity reliability. Based on these success factors, a triple helix model consisting of six stages has developed. It indicates that these critical success factors make an essential contribution to the development and success of SMEs to achieve the goal of the program.JEL Classification: L52, L53

Over the past few years, the IT landscape has changed dramatically to facilitate new entrants from emerging economies in the global market. Some nations such as India and China are poised to emerge as IT superpowers in the years to come. In this paper, we attempt analyze some of the critical success factors (CSF) that facilitate the development of IT leaders. Taking India as an example, we explore CSFs like educational system, governmental policies, infrastructure and entrepreneurial activities that are necessary for creating and fostering IT leaders. We conclude by describing the best practices for implementing software engineering projects in an offshore environment.

This chapter addresses the systemic integration of conceptual and empirical methods in Software Engineering (SWE) research in terms of the systems approach, where theory, empiricism, and pragmatics are combined as required in the research phases. The following themes form the framework of systemic integration during SWE research processes: Theme 1 - Research Planning (Problem Analysis & Literature Review); Theme 2 – Proposal Development; Theme 3 – Conceptualization; Theme 4 – Experimentation and Research Validation. An illustrative research example is provided in terms of the four themes. The purpose of this research example was to provide a way to uncover potential causes of Information Technology (IT) project failures by employing a systemic and holistic approach to identify critical success factors for Project Management (PM). This has enabled the development of an Information Technology Project Management approach, which provides a method to evaluate the critical success factors of a given project, and the alignment of these factors with each other. The systemic methodology and its implementation proposed in this research increase the potential for IT project success by alerting project leaders of potential problems throughout the life of the project.
