The study is to assess the performance of Agri Clinic entrepreneurs promoted under the scheme on Agri Clinic and Agri Business Centers in India. Thus an attempt has been made to evolve a set of factors influencing the entrepreneurial behaviour through a data reduction process of factor analysis. The factors include: planning orientation, work orientation, personal efficacy, market orientation, location, business acumen, dynamism, service orientation, in-depth knowledge, achievement motivation, social networks, interest, internal control, marketing strategy and innovativeness. The factor analysis brought out results that appeared to be in conformity with the existing theory of entrepreneurial motivation and entrepreneurial behaviour patterns of successful entrepreneurs. In the face of global competition there is a great danger for countries with high labor costs (e.g. Germany) to lose more and more production plants to low-wage countries. Almost inevitably there will be a relocation of after-sales services as well as of research and development. Eventually this will cause a significant decline of wealth. For this reason especially high-wage countries are always striving for higher productivity of production processes. On the other hand the products have to be of high-end quality to ensure an advantage in the market. Thus there is an obvious dilemma between planning-orientation and value-orientation which has to be resolved. This could possibly be obtained by shifting planning efforts to the runtime system and at the same time enabling the system to adapt to changing requests and circumstances. In order to get there, automation technology is definitely playing a key role in present-day highly automated production processes. Unfortunately classical automation technology has not been supporting this kind of self-organizing, self-controlling and self-optimizing behavior. This paper introduces an approach to make production systems more “intelligent” based on the idea of a cognitive control architecture. At first the motivation and the research vision are introduced followed by an outline of the research approach. As a concrete example of an application a robot based assembly cell is described. The methods used and insights gained so far are presented in the second part, followed by an outlook towards future activities.

The planning orientation and the entrepreneurial orientation are traditionally portrayed as opposites in analyses of local development. Based on a survey of developmental activities in Norwegian municipalities, the authors argue that municipal leaders apply planning tools also when engaged in local development projects. The mechanisms at work when planning practices and entrepreneurial-type actions intersect are analysed by case studies. There is no uniformity in the ways municipalities handle the planning-entrepreneurialism nexus; only in one instance a classical “planning-first” case is found. A bottom-up approach, in which a multitude of initiatives elicits coordination by planning, seems to be a more apt description. Keywords: • planning • entrepreneurialism • leadership • community development

NEAT was conceived as the first major step in the direction of an Australian active manpower policy. Since its inception, in October 1974, there has been very little critical discussion of NEAT. This paper attempts to redress the situation. There are two basic themes: firstly, the necessity for a well articulated theory of the labour market with which to guide the development and evaluation of measures; and secondly, the likelihood that such a policy will become a casualty of political expediency despite, and because of, its planning orientation.

This study investigated possible differences in psychological responses among three groups of players ( n = 30) participating in competitive squash tournaments. The 1982 reversal theory of Apter was taken as the theoretical base for the experiment and subjects' ongoing changes in “state” characteristics (including arousal), before and after competitive play, were measured using the Telic State Measure. More enduring personality dispositions among subjects were assessed by means of the Telic Dominance Scale. No significant differences (there was one exception) were found between winners and losers on the seriousmindedness and planning orientation Telic State Measure items. Although winners and losers showed no differences in levels of felt (experienced) arousal or preferred levels of arousal, winners and losers showed significant changes in level of preferred arousal across games. The effect of games was significant. Also, a decrease effect in level of preferred arousal pre- to post-game was significant. Losers' discrepancy scores, i.e., preferred minus felt arousal, changed significantly across games but winners' scores did not. No significant differences were obtained among subject groups in telic dominance.
