INDONESIA'S UNRECORDED TRADE**Editor's note: The last section on Incentives to Illegal Trade in the original article has been omitted here.†*A first version of this paper was prepared in April 1969, after a two months' assignment in Indonesia. It suffered from the usual local difficulties of obtaining data, and also from the inadequacy of own understanding of this country. Some gaps in the data were later filled, and I have had the benefit of criticism from Dr. W. Hollinger, Professor H. W. Arndt and Mrs. H. V. Richter. The present version has been adjusted to meet some of their criticisms, and uses, with acknowledgements, material prepared by Mrs. Richter for this purpose. Not all of the criticism, however, struck me as fully convincing or well based. I have tried to reduce possibilities of misunderstanding by putting disputed matters more clearly but fear that there are still points which will provoke objection or disagreement. Although, then, I gratefully acknowledge the help of my critics, no responsibility can be attributed to them for the defects of this article.
