The study is devoted to the analysis of the features of the change in the Equivalent Water Height (EWH) parameter over the geoid based on satellite measurements of space systems. The study used the GRACE and GRACE-FO satellite data archive. The assessment was carried out on Earth as a whole, including land areas and the World Ocean. Interpretation of the anomalous state of the geoenvironment is performed using digital maps of the spatial distribution of the EWH parameter based on the histogram approach and correlation analysis. Also, a comparative analysis of the studied data from the GRACE mission and data from the new GRACE-FO satellite system launched into orbit in the summer of 2018 was carried out.

AbstractState climatologists and other expert drought observers have speculated about the value of monitoring Twitter for #drought and related hashtags. This study statistically examines the relationships between the rate of tweeting using #drought and related hashtags, within states, accounting for drought status and news coverage of drought. We collected and geolocated tweets, 2017–18, and used regression analysis and a diversity statistic to explain expected and identify unexpected volumes of tweets. This provides a quantifiable means to detect state-weeks with a volume of tweets that exceeds the upper limit of the prediction interval. To filter out instances where a high volume of tweets is related to the activities of one person or very few people, a diversity statistic was used to eliminate anomalous state-weeks where the diversity statistic did not exceed the 75th percentile of the range for that state’s diversity statistic. Anomalous state-weeks in a few cases preceded the onset of drought but more often coincided with or lagged increases in drought. Tweets are both a means of sharing original experience and a means of discussing news and other recent events, and anomalous weeks occurred throughout the course of a drought, not just at the beginning. A sum-to-zero contrast coefficient for each state revealed a difference in the propensity of different states to tweet about drought, apparently reflecting recent and long-term experience in those states, and suggesting locales that would be most predisposed to drought policy innovation.

This essay interrogates the common assumption that good care is necessarily human care. It looks to disruptive fictional representations of robot care to assist its development of a theory of posthuman care that jettisons the implied anthropocentrism of ethics of care philosophy but retains care’s foregrounding of entanglement, embodiment and obligation. The essay reads speculative representations of robot care, particularly the Swedish television programme Äkta människor ( Real Humans), alongside ethics of care philosophy and critical posthumanism to highlight their synergetic critiques of neoliberal affective economies and humanist hierarchies that treat some bodies and affects as more real than others. These texts and discourses assist me in proposing a theory of care that regards vulnerability as the normative effect of posthuman vital embodiment, as opposed to an anomalous state that can be overcome or corrected via neoliberal practice.

The problem of finding the anomalous states of the control object in the management information system under conditions of uncertainty caused by the incompleteness of knowledge about this object is considered. The method of classifying the current state of the control object in real time, allowing to identify the current anomalous state. The method uses temporal data and knowledge. Data is represented by sequences of events with timestamps. Knowledge is represented as weighted temporal rules and constraints. The method includes the following key phases: the formation of sequences of logical facts; selection of temporal rules and constraints; classification based on a comparison of rules and constraints. Logical facts are represented as predicates on event attributes and reflect the state of the control object. Logical rules define valid sequences of logical facts. Performing a classification by successive comparisons of constraints and weights of the rules makes it possible to more effectively identify the anomalous state since the comparison of the constraints reduces the subset of facts comparing to the current state. The method creates conditions for improving management efficiency in the context of incomplete information on the state of a complex object by using logical inference in knowledge bases for anomalous states of such control objects.

This article examines the potentials of world-systems analysis (WSA) and uneven and combined development (UCD) for the history of nineteenth-century Habsburg Monarchy by critically engaging with Andrea Komlosy’s account of the Monarchy, written from the perspective of WSA. It argues that Komlosy does not provide a consistent WSA interpretation of the Monarchy’s history by trying to analyze the Monarchy as a world-economy in its own right, thus excluding geopolitical dynamics and the world-economy. Furthermore, core-periphery relations within the Monarchy are dealt with in a contradictory fashion. Crucially, the quite anomalous state formation is not accounted for. The problematic account of state formation, it is argued, is due to the limitations of WSA. By taking a closer look at the genesis of the Austro–Hungarian Compromise, the article claims that UCD is better suited for explaining state formation in the Monarchy.
