Low vision is something that will cause hindrance in one’s daily activities. These problems are on the rise amongst the Indian population nowadays. Low vision is one of the emerging problems which needs immediate attention. Blindness is one of the most critical aspects of low vision. In a survey conducted at the national level in 1989-90, approximately 12 million people of India accounted for about 1.5% who were blind presented with a visual acuity of about <6/60 in the eye with better vision. Visual impairment possesses a financial burden, which is why we cannot pay attention to it . Funding by the government in this sector should be the thing which should be taken care of. The rehabilitative purpose of low aids is to help people perform their daily chores without any disturbances. Low vision aids are different depending on different age groups of the population. Spectacles are commonly used measures to correct low vision, but they are not socially acceptable. There is a stigma still associated with spectacles, so the person wearing them feels insecure about it. Low vision is not always necessarily associated with any disease of the eye. Negligence associated with low vision causes an increase in the number of blind cases overall. Depending upon the type of visual loss, appropriate corrective measures can be brought into force. In the current scenario, covid-19 is also one of the leading causes of the growing number of eye diseases globally due to the online platforms used.

Information Technology (IT) funding impacts the opportunities of the group as well as the opportunities of the entire organization. IT funding is among the top-ten IT issues in higher education institutions nowadays. The paper measured empirically the level of prioritization and degree of implementation of IT funding in higher education institutions (HEIs) in the Philippines. A total of 95 HEIs in the Philippines were evaluated. The respondents are all heads in the Management Information Technology units. A survey questionnaire was used that was based on the critical questions from EDUCAUSE. The study reveals that the level of prioritization of IT funding in the Philippine HEIs is high but the degree of implementation is moderate. The study shows that there is a significant positive relationship between degree of implementation of IT funding and level of technical skills possessed by the respondents. There is no significant positive relationship between degree of implementation of IT funding and the respondent’s gender, educational attainment, teaching status, human skill level, conceptual skill level, working status, extent of decision-making, and HEI’s internet bandwidth. It is concluded that there is a remarkable gap between the level of prioritization and degree of implementation of IT funding in these institutions. Keywords: IT in Education, IT funding, Higher Education Institutions (HEIs), descriptive design, Philippines

In 1997 the Nevada Legislature mandated the formation of an IT division for the Nevada Department of Public Safety (NDPS). Prior to this time the 14 separate divisions within the department had carried out their own IT functions. The legislature also mandated that the full, actual costs for the IT Department would be allocated to the divisions on the basis of use, a form of IT funding known as “hard money chargeback”. Complicating the issue considerably is the legal prohibition in Nevada of commingling funds from multiple sources for any project, including interdivisional IT projects. Five years after its creation, there is a widespread perception among users that the IT Division is ineffective. Both the IT manager and the department chiefs believe the cumbersome chargeback system contributes to the ineffectiveness. This case introduces the concept of chargeback, and then details an investigation into the “true costs of chargeback” by the chief of the NDPS’s IT Division.

Wisconsin Governor Jim Doyle inherited a $3.2 billion de?cit when he took of?ce in January 2003. His plans to institute a meaningful, long-term ?x to the state’s budget problems included using technology to streamline state government and build the foundation for ongoing cost savings. State CIO Matt Miszewski assumed he would have to carry out the governor’s directive without any additional funds for information technology (IT), but then the legislature pushed through an additional $40 million cut to IT funding across state agencies. This case study describes the strategies Miszewski and his colleagues in the state’s Division of Enterprise Technology devised, and are in the process of implementing, to deal with having to do much more with considerably less.
