It has been found that the cup plant green mass is a promising substrate to culture yeasts, including Saccharomyces cerevisiae. A comparative study of efficiency to use the dried and intact green mass of this plant as a component of the medium for yeast cultivation was carried out. In the Republic of Ossetia-Alania, S. perfoliatum is a perennial, high-yield introduced species, yielding up to 1500 cwt of green mass per hectare. Using the cup plant green mass in to grow yeasts is economically beneficial, due to its high nutrient content. In the difficult economic conditions in Russia, caused, as in the all countries, by the consequences of the coronavirus pandemic, the search for additional government revenues is becoming especially relevant. All possibilities of cutting budget expenditures are being considered, including the optimization of the number of civil servants. The deputies of the State Duma of the Russia over the past month have been actively discussing the effectiveness of the functioning of state extra-budgetary funds and expressing ideas about the abolition of the Pension Fund of Russia and others, with the simultaneous return of functions back to the federal budget. It is important to reasonably assess the effectiveness of the financial mechanism of each extra-budgetary fund in Russia, including the Federal and Territorial Compulsory Medical Insurance Funds. To this end, it is necessary to comprehensively consider the mechanism of financing health care in the country within the framework of the current budget-insurance model. This article reveals the features of the financial mechanism in the healthcare sector in Russia, primarily in terms of methods for the formation of financial resources. In general, the Russian health care system is financed by the country’s budgets, Compulsory Medical Insurance Funds, voluntary medical insurance and paid medical services. In accordance with this, the budget, insurance and market methods for the formation of financial resources in health care are identified. The article describes each method; the effectiveness of the current financial mechanism was assessed and recommendations for its improvement were proposed.

Plague which is the zoonosis quarantine disease remains occur in Pasuruan Regency. Plague suspect was still found until year 2013. Plague surveillance that still actively conducted in Pasuruan Regency is  probably the only one plague surveillance in Indonesia. Plague surveillance consist of human and rodent surveillance. Evaluation of surveillance system is needed to improve its quality, efficiency, and usefulness. This research aimed to assess the quality of plague surveillance system in Pasuruan Regency year 2014 based on attributes which are simplicity, flexibility, acceptability, data quality, sensitivity, predictive value positive, representativeness, timeliness, and stability. The research design was evaluation study. Subjecct was plague surveillance system in Pasuruan Regency year 2014. Data were collected by interviews, observations, and document study. The obtained data and information were compared to the guidelines and recent theories then presented in narrations, tables, and figures. The research showed that the surveillance system was simple and flexible, lack of data quality and acceptability, unmeasurable sensitivity and predictive value positive, low representativeness and timeliness, and high stability. This research concluded that quality of plague surveillance system in Pasuruan Regency based on its attributes  was not good enough. The suggestion given are conduct training, supply a sufficient budgetary fund, do monitoring and evaluation periodically, disseminate information to another program and sector, also to the community, send surveillance report by e-mail, use spreadsheet software for surveillance rodent reporting, improve the report by including information about damage serum, serum less than the total of captured rodent, and report about the missing trap.  Keyword: plague, human surveillance, rodent surveillance, surveillance attributes, evaluation

Abstrak: Studi ini membahas mengenai: (1) pola menajemen dalam penggunaan kurikulum,(2) pola manajeman pengajar dan karyawan, (3) pola manajemen keuangan di Pondok Pesantren Al-Raisyah di Mataram. Penelitian ini menggunakan Metodologi kualitatif dengan suatu studi kasus berdasarkan intrinsik disain. Pengumpulan data dengan menggunakan wawancara, dokumentasi dan pengamatan partisipatif. Data yang telah terkumpul diuji kebenarannya, kecocokan dan keserasiannya melalui metode triangulasi dan sumber lainnya. Selanjutnya, data tersebut disusun, dianalisis dan dipadukan pada setiap kasus studi kasus, dan dibandingkan dengan data lainnya, kemudian dapat ditarik kesimpulan. Hasil temuan dari studi ini bahwa (1) kurikulum yang digunakan pada Pondok Pesantren Al Raisyiah terdiri dari dua model yakni, School-Based Curikulum (KTSP) dan ‘Takhassus Kurikulum’ Particular/Typical Kurikulum. Particular/Typical kurikulum menekankan pada belajar klasikal / dengan menggunakan buku Islam klasik terutama mengenai tata bahasa Arab, yang dikenal dengan Nahwu oleh para siswa dan orang sekitarnya. (2) pola manajemen yang diterapkan pada guru dan karyawan cendrung atas dasar kekeluargaan dan sebagian besar masyarakat yang ada di Pondok Pesantren tersebut adalah penduduk asli Sekarbela. Masyarakat yang bukan dari penduduk setempat dapat juga direkrut bila mereka memenuhi syarat pengusulan. (3) pola manajemen keuangan menerapkan pengelolaan yang terbuka dengan menekankan pada nilai-nilai kejujuran dan ketulusan dalam semua aspek pelaksanaan. Abstract: This study aims to discuss in detail about: (1) the management pattern of curriculum used, (2) the management pattern of teacher and educational staff, (3) the management pattern of budgetary fund of Pondok Pesantren Al-Raisiyah in Mataram. The methodology used in this study was qualitative with a case study intrinsic design. The data were collected by using interviews, participative observations and documentations.  The data collected were examined its truth, congeniality andreliability through triangulation method and source. Furthermore, they were organized, analyzed and inferred in each case of study, and Wer  compared with the data of other studies, then the conclusion was gained.As a result, the study found that (1) the curriculum used at Pondok Pesantren Al Raisyiah consisted of two models, namely School-Based Curriculum (Kurikulum Tingkat Satuan Pendidikan/KTSP) and ‘Takhassus Curriculum’ Particular/typical curriculum. The particular/typical curriculum emphasized on studying classical/old Islamic books especially Arabic Grammar which was familiarly known as Nahwu by the students and the villagers. (2) The management pattern of teacher and educational staff prioritized on pointing the relatives of Pondok Pesantren and the aboriginal inhabitants of Sekarbela. The other persons who were not from both criteria were also possibly recruited if they could fulfill requirements proposed. (3) The management pattern of budgetary fund implemented an open management which stressed on values of honesty and sincerity in all of the implementation.
