While scholars and practitioners increasingly embrace contingent approaches to public strategic management, they have done so tepidly. In an increasingly perilous and turbulent governing environment, both groups must move past time-honored tools and concepts and embrace the complexity inherent to the strategy implementation process. In response, this article proposes a contingent, micro-organizational process model of public strategy implementation based on Whittington’s (2017) framework of strategy as a practice and a process. Through regression analysis of 205 strategic initiatives from 43 U.S. municipalities, the study concludes that the relationships between implementation practices and proximate outcomes do indeed vary over time and across context, offering a specific list of recommended practices tailored to the intersections of implementation phase and initiative type. Public strategy implementation scholars can best aid practitioners by rejecting strategic reductivism and embracing micro-organizational implementation activity surrounding a strategic initiative, in all of its temporal and contextual splendor.

Equitable distribution of settlement infrastructure is one of the current regional government programs. However, the high budget for residential infrastructure every year is not directly proportional to the quality of the infrastructure buildings realization. Good construction project control is available for every work implementation activity, but not all construction actors can apply it correctly. Weak project control resulted in construction failure and not achieving project objectives. This study aims to analyze the most dominant risk of construction failure and respond to construction failure mitigation using the Soft System Methodology. Variables that caused construction failure were the low quality of human resources who occupy the highest rank, the quality of work that is not in accordance with specifications, inappropriate planning, low levels of supervision and a culture of contractors that have not prioritized the quality of construction work; they are factors that cause road construction and residential infrastructure failures in Bekasi Regency. The conceptual model in the form of packaging work that is tailored to the capabilities of Human Resources is one of the recommended model options, hence that work can be completed in accordance with predetermined specifications.

Wilayah Batu, Kota Malang dan Kabupaten Malang yang dikategorikan sebagai kawasan Malang Raya menyimpan kekayaan jejak sejarah yang luar biasa. Kekayaan jejak sejarah ini sangat berpotensi untuk mendukung penghayatan dengan cara mengintegrasikan sejarah lokal pada matapelajaran sejarah. Sayangnya, sejarah lokal sebagai salah satu cabang tema dalam sejarah sering kali belum didayagunakan secara optimal pada pembelajaran sejarah, tak terkecuali di SMKN 2 Singosari. SMKN 2 Singosari merupakan sekolah kejuruan yang lokasinya tidak jauh dari beberapa situs air. Dalam pembelajaran sejarah, SMKN 2 Singosari juga memiliki problematika tidak optimalnya antusias siswa dalam pembelajaran. Berdasarkan pada data tersebut, pemanfaatan peninggalan sejarah lokal berupa situs air yang disinergikan dengan aplikasi digial JESIAMAR, menjadi upaya untuk meningkatkan ketertarikan dan penghayatan siswa terhadap sejarah yang terkemas pada agenda implementasi masyarakat. Kegiatan implementasi ini terbagi menjadi pra pelaksanaan, pelaksanaan kegiatan, dan pasca pelaksanaan. Hasil dari implementasi ini diukur dengan kuesioner yang menunjukkan jawaban yang memuaskan yaitu penilaian mengenai kesadaran sejarah lokal sebesar 85,6%. Berdasarkan hasil evaluasi ini maka dapat dinyatakan bahwa aplikasi JESIAMAR sangat efektif untuk diimplementasikan dalam pembelajaran.The Batu region, Malang City, and Malang Regency which is categorized as Malang Raya areas hold a wealth of extraordinary historical traces. The richness of historical traces has the potential to support appreciation by integrating local history into historical subjects. Unfortunately, local history as a branch of the theme in history has often not been optimally utilized in history learning, including at SMKN 2 Singosari. SMKN 2 Singosari is a vocational school which is located not far from several water sites. In history learning, SMKN 2 Singosari also has the problem of not optimal student enthusiasm in learning. Based on these data, the use of local historical relics in the form of water sites in synergy with the JESIAMAR digital application is an effort to increase students' interest and appreciation of history which is packaged in the community service agenda. This service activity is divided into pre-implementation, activity implementation, and post-implementation. The results of this service are measured by a questionnaire which shows a satisfactory answer, namely an assessment of local historical awareness of 85.6%. Based on the results of this evaluation, it can be stated that the JESIAMAR application is very effective to be implemented in learning.

This community service activity aims to extend the knowledge and to motivate children in reading Al-Qur’an well and correctly using tajwid application. The activity was done in Masjid Babussalam Pasar X Tembung, Percut Sei Tuan District, Deli Regency, Serdang. The activity targets were the children around the environment of Masjid Babussalam. The methods used in this activity were lecturing and practice. There are 3 stages of this implementation activity namely preparation, implementation, and evaluation. The activity results are the increased ability of the children in comprehending and in understanding as well as in using tajwid application in Al-Qur’an learning. If seen from the evaluation, it is found that the children feel enthusiastic and happy in learning Al-Qur’an using this application.

This study aims to find out about "the implementation of character education in OSIS 1 Pontinak State High School". The method used is descriptive method with qualitative research. The data source of this research is the Student Council Supervisor, student council members and ordinary students who are not student council members. Data collection techniques used were observation techniques, interview techniques and documentation, while the data collection tools used were observation guides, interviews and documentation tools. There are 11 informants in this research. The results showed that the implementation of character education at OSIS Pontianak 1 High School was through student coaching activities that instill character values towards student council members who were realized by the student council through programmed activities. Character values that emerge are religious character values, responsibility, independence, tolerance, social care and environmental care. Evaluation of character education in OSIS Pontianak 1 High School is done by the OSIS Trustees by observing directly the behavior of students in a continuous manner in every planning and implementation activity and behavior of daily students in the school environment.

Lesson study is a continuous activity that can be applied through study groups. The purpose of this service is to determine the quality of learning through lesson study activities. The method of implementing the activity is based on the three steps of lesson study activities namely plan, do and see. Planning is the starting point as a key to success in learning. The conclusion from this implementation activity that Lesson study, if it becomes a culture in a learning group, can create a good learning climate. Through ongoing lesson study activities, the quality of learning carried out by educators can improve as well.

The Islamic values in the integrated curriculum should be reflected in governance, teaching lifestyle, and society dedication. The Islamic basic mentoring activity was the routine activity in UIN SUSKA Riau. That activity had been going on since 2010 and had unoptimization through stakeholder dissatisfaction with performance output. This research has developed a model by Result based for monitoring and evaluating the activity implementation. The results of the modeling mechanism were implemented in the construction of a Result Based Management Information System prototype. This research conducted by 7 constructs with 32 indicators that had been statistically tested by Confirmatory Factor Analysis to know the significance and the relation between indicators and constructs. This model was tested descriptive statistic to measure the activity implementation performance in accordance with the expected output. The results of performance activity at the Faculty of Science Technology were at the middle level. The construction of a prototype using Object Oriented Analysis had been successfully carried out with very good results in testing the UAT and Black Box. The system had 6 actors based on the stakeholder requirements and the system was successfully monitoring and evaluating problem and activity as long as the implementation. Performance information in graphically was to help the leader and top management for making decision and policy fixing. The discussion forum was developed as sharing information platform between the leader, the manager and the lecturer, the fellow lecturer, the lecturer and the participants. Thus, the transformation and transparency in implementation activity were formed.

This study aims to examine the implementation, the level of farmers’ participation, and factors related to the level of participation in the Upsus Pajale program in South Rawa Jitu Sub-District of Tulang Bawang Regency.  This study data was collected in January-February 2017 by envolving 54 farmers’ respondents.  This study was conducted by survey method and its data was analyzed descriptively and statistically by Rank Spearman Correlation.  The results showed that factors related to farmers’ participation in Upsus Pajale Program were production, group communication behavior and intensity of program socialization.  Farmers' participation in planning activity was mostly (59,26%) in moderate category, participation in implementation activity was mostly (83,3%) in high category, participation in monitoring and evaluation activities was low (46,3%) and participation in the utilization of development outcomes was high (100%). In overall, most of farmers' participation in Upsus Pajale program in Rawa Jitu Selatan sub District wass moderate (48,15%) .Key words: farmer, participation, Upsus Pajale

ObjectiveThe public health benefits of injury prevention programmes are maximised when programmes are widely adopted and adhered to. Therefore, these programmes require appropriate implementation support. This study evaluated implementation activity outcomes associated with the implementation of FootyFirst, an exercise training injury prevention programme for community Australian football, both with (FootyFirst+S) and without (FootyFirst+NS) implementation support.MethodAn evaluation plan based on the Reach Effectiveness Adoption Implementation Maintenance (RE-AIM) Sports Setting Matrix was applied in a controlled ecological evaluation of the implementation of FootyFirst. RE-AIM dimension-specific (range: 0–2) and total RE-AIM scores (range: 0–10) were derived by triangulating data from a number of sources (including surveys, interviews, direct observations and notes) describing FootyFirst implementation activities. The mean dimension-specific and total scores were compared for clubs in regions receiving FootyFirst+S and FootyFirst+NS, through analysis of variance.ResultsThe mean total RE-AIM score forclubs in the FootyFirst+S regions was 2.4 times higher than for clubs in the FootyFirst+NS region (4.73 vs 1.94; 95% CI for the difference: 1.64 to 3.74). Similarly, all dimension-specific scores were significantly higher for clubs in the FootyFirst+S regions compared with clubs in the FootyFirst+NS region. In all regions, the dimension-specific scores were highest for reach and adoption, and lowest for implementation.ConclusionImplementing exercise training injury prevention programmes in community sport is challenging. Delivering programme content supported by a context-specific and evidence-informed implementation plan leads to greater implementation activity, which is an important precursor to injury reductions.

Introduction: Breast cancer is the second most common oncological disease worldwide. To analyse the new disease specific funding programme (breast cancer) implemented at the Francisco Gentil Portuguese Institute of Oncology, Lisbon Center (Instituto Português de Oncologia de Lisboa Francisco Gentil), the actual costs of the patients were examined using activity-based costing as a costing methodology. This study addresses the following question: “How much does it cost to treat breast cancer per ‘patient-month’ compared to the monthly fixed ‘funding envelope’?”.Materials and Methods: The study cohort consisted of 807 patients, corresponding to all the patients eligible for the new disease specific funding programme and who were enrolled during the first year of implementation. Activity-based costing was used to calculate the total real costs per stage of disease and per ‘patient-month’ as well as the deviation from the monthly fixed ‘funding envelope’.Results: The total costs were 6.6 M€, whereas the total funding was 5.2 M€ for a total of 5648 ‘patient-months’. In 2014, the balance difference between the funding obtained and the actual costs was -1.4 €M for the cohort of 807 patients.Discussion: The extreme cases of differences in cost per ‘patient-month’ compared to the monthly fixed ‘funding envelope’ were (i) stage 0/Tis, with higher funding at 415.23 € per ‘patient-month’, and (ii) stage IIIC, with lower funding at 1062.79 € per ‘patient-month’.Conclusion: The ‘patient-month’ cost, regardless of disease stage was 1170.29 €. The median deviation per ‘patient-month’ was negative (241.21 €) compared to the monthly fixed ‘funding envelope’ of 929.08 € in the first year. Establishing activity-based costing - funding models will be crucial for the future sustainability of the healthcare sector.
