The realization of transport projects is accompanied by multiple risks which vary in nature. This is determined by the specificity of the transport activity and the multitude of internal and external factors which influence it. The occurrence of risks is caused by the inability to predict events which will take place in the future. This could lead to disasters, emergency situations and a lot of negative consequences for the transport firm such as reduced productivity, low competitiveness and insufficient highly qualified work force. Therefore, risk management in the development of transport projects needs to be aimed at the development and implementation of various methods which can reduce risks or prevent the probability for occurrence of unwanted events.

Purpose The purpose of this paper is to analyze the different types of work and to examine how they are related with open innovation, either by carrying out relationships with companies or external agents, or through the outsourcing of qualified and creative work. Design/methodology/approach After the theoretical analysis of the different types of work, the empirical study uses qualitative comparative analysis (QCA) to analyze the different variables and their relations which favor open innovation. Findings The combination of the variables in the QCA makes it possible to obtain three paths among the characteristics of the qualified work and open innovation, with a positive empirical result. The general conclusion is that the motivation level of the qualified work is relevant for open innovation. Research limitations/implications The study has some limitations, notably the reliability of the measurement of the variables, based on the subjective assessment of the respondent employee. The limited number of cases is always a question to be considered, although the statistical results show consistency in the results. Practical implications The most important implication for practice is the relevant connection between the internal efficiency in the management of the different types of work and open innovation. Originality/value The originality and value of this paper consist in relating the internal efficiency in the work management with the effectiveness and success of open innovation.

This study's objective was to identify changes in decision-making arising from the revitalization of the participatory management model and how these changes impacted the daily work of the nursing staff, as well as to identify potential difficulties. This qualitative case study was conducted in a public hospital in the State of São Paulo, Brazil. Participant observation and semi-structured interviews were conducted with 23 nursing workers and the Health Technical Assistant. We used thematic content analysis for data analysis. The revitalization of the management model was not comprehensive because many professionals were oblivious to the process. Shared actions did not occur and adherence to the model was hampered because the workers were not fully informed of the assumptions concerning this management model. For the implementation of this model to be effective, teamwork and the inclusion of all the stakeholders should be reviewed in order to achieve more cooperative and qualified work.

lt is likely that the external and internal differentiation of high level qualified service labor will have consequences for the employees concerned: For chances in their responsibilities, their organizational reference, their position in the market, but also for their professionally endemic thinking about the nature of 'technical progress'. lt is assumed that changes observable within engineering services reflect the development of highly qualified white collar labor in industrial organizations in general. If the 'service character' of these occupations is more and more typical for modern qualified work, the potential contradictions between orientation towards the market and orientation towards scientifically based professional 'identity' will grow - or end in an new service-oriented professional self-image which is highly functional for the interests of the modern capitalist enterprise. The crucial question will be: Which responses will enterprise policies on the one hand, unions on the other hand develop to integrale or represent the (career-oriented) interests of the majority, but also the interests of a (critical) minority of highly qualified employees? Members of this minority suffer under the strains between their organizational function in private enterprise and their professional (or personal) values on questions like the environment or technical and social progress. lt will - among other factors - depend on the responses to those aspirations whether the German unions will be able to integrale at least the critical, thus far unorganized potential of highly qualified professions. As a first step, the unions should address the scientifically educated employees simultaneously as experts and important partners of dialogue within 'risk society'.

What is the condition of the human infrastructure of government organizations? Personnel professionals, especially selection specialists, have a responsibility for assessing the level of quality across the organization and being concerned with the quality of that organizational entity. A model of evaluation for the human infrastructure would point out problems of concern for the personnel professional who must select, develop, and maintain the qualified work force for this infrastructure.
