Abstrak--Packet Data Protocol Success Rate ( PDP SR ) adalah salah satu protocol dalam teknologi UniversalMobile Telecommunication System ( UMTS ) , yang berfungsi dalam mengukur nilai sukses suatu pemakaiandata internet. PDP (Packet Data Protocol) merupakan protocol paket data transfer yang digunakan dalamnetwork wireless HSDPA ( Hig-Speed Downlink Packet ) / GPRS ( General Packet Radio Service ). PDPsendiri, meliputi parameter- parameter seperti QoS (Quality Of Service) yaitu sekelompok parameter yang dapatmenentukan kemampuan jaringan, seperti mengukur bit rate untuk downlink atau transmisi data Uplink , danjuga berfungsi sebagai Charging ID yaitu yang mengidentifikasi pengisian data yang dihasilkan oleh SGSN(Serving GPRS Support Node) dan GGSN (Gateway GPRS Support Node). Parameter QoS yang diamati adalahnilai congestion yang tinggi terjadi pada proses PS Radio Access Bearer (RAB) yang menyebabkan penurunannilai PDP SR. Penelitian dilakukan dengan melalui pengamatan data dari performansi radio. Denganmelakukan pengumpulan data statistik dari beberapa nilai congestion seperti, menghitung jumlah Total PSBlocking, Code Blocking, Power Blocking, CE Blocking, IuB Blocking dan juga Re-Konfigurasi nilai HSPDSCHdan HS-SCCH yang digunakan untuk merubah nilai blocking yang terjadi pada code congestion. Halini, dilakukan agar nilai code kembali stabil dan tidak mengganggu proses terjadinya koneksi RAB pada prosespengiriman data pada PDP SR.

AbstractThis paper aims to develop a coherent analytical tool to explain the dynamics of Sino-Japanese pluralized leadership. Highlighting the constructivist concept of critical strategic practice, it argues that the nature of pluralized leadership is not fixed by existing social structures, but rather can be dynamically changed by potential leaders through critical reflection and actions to transform identities. It then suggests three possible types of pluralized leadership: collective leadership, competitive coexistence, and a blocking power relationship. These are determined by whether two leadership aspirants succeed in establishing institutionalized social networks and shared norms between them and whether a leadership aspirant gains a majority of followers for its leadership project. The paper shows that China and Japan have engaged in both competitive coexistence and a blocking power relationship through their critical strategic practice.
